The killer awoke before dawn. He put his American desert boots on. He took a knife from the ancient gallery. And he walked on down the hall - bathed in desert sunlight. 

The killer spoke with a British accent (London's East End?) Father (Saud), I want to kill you. Mother (Langley?) I want to... 

yeeeaaahh, c'mon! 

Then the sartorially composed Man in Black beheaded American photojournalist James Foley. 

This is not the end, beautiful friend. It's just a new beginning in the never-ending Global War on Terror. Now starring Papa Saud's brand new bag - The Caliph and his goons. This is the way Shock and Awe morphs into "Assad must go" morphs into Islamic State of Iraq and Syria, morphs into The Caliph's Black Britannia goon responding to "humanitarian" bombing. I'm my own baby now. Watch me work. Bring it on.

Choice scenery. Good sound and vision production values. Careful editing. No unnecessary gore. No blood splattering. No Allahu Akbar shrieks. "A Message to America", indeed - but most of all a message to the Ummah. As in we're the Men in Black badasses. We run The Caliphate. We're no mere death cult; we're winners. And we take no prisoners. 

And why did Islamic State, formerly ISIS, become winners? Because the "West" regimented, schooled, trained, logistically helped and weaponized most of IS's Takfiri goons with a mission at hand: to destroy Syria. The "West" lauded them as "Syrian rebels". Freedom fighters. 

Washington even promoted Jabhat al-Nusra (the official al-Qaeda franchise in Syria, and a "terrorist organization", according to the State Department) as "good" jihadis, as well as the preferred Saudi combo, the Islamic Front. 

No wonder after photojournalist James Foley was kidnapped in November 2012 the Washington-sanctioned version was that he was being kept by "Assad must go" forces in a prison near Damascus.

The House of Saud, directly and indirectly, and the proverbial wealthy Gulf Cooperation Council donors are the Mom and Dad of ISIS. All duly vetted/approved by the industrial-military-Orwellian-Panopticon complex. 

And yet "Assad must go" had other ideas for Syria. He didn't go. He and his army resisted and counter-attacked. So the original mission in Syria morphed across the (non-existent) desert border towards Iraq. ISIS kept expanding - via extortion, kidnapping, captured oil fields, tribal smuggling networks.

The killer spoke with a British accent. Yet he may not be just a well-paid mercenary (500 from Britain, 700 from France, 500 from Belgium ). He's most certainly a true believer in the wider IS medievalist ideology as well as its no-holds-barred sectarian methods. 

How convenient that IS strategy is totally divide and rule. Totally balkanization of Iraq. Totally mum on Israel's slow-motion ethnic cleansing of Gaza. Totally useful in wagging the (beheading) dog to make the world forget about Gaza. 

Moroever, IS/ISIS strategy, stripped to the bone, is Pentagon manual; clear, hold and build - then expand (to an area larger than Great Britain). It's even Pentagon manual redux - as in building "coalitions of the willing" (see the alliance with "remnants" - Rummy talk - of the Saddam regime propelling their northern Iraq summer offensive.) 

How convenient that the mighty Orwellian/Panopticon complex satellite maze could not identify a long convoy of gleaming white Toyotas crossing the desert towards their summer conquests. And how convenient that a Briton beheading an American - what a "special relationship" plot twist! - fully sanctions the Return of Iraq Bombing ("for months", in Obama's words); more strikes; more drones; perhaps more boots on the ground; perhaps, in the near future, a Syria extension. 

IS also took over Tikrit, the birthplace of Saddam, in their summer adventure. Now Baghdad's military are trying to take it back. IS welcomed them with minefields, booby-trapped buildings, an array of snipers and hardcore mortar fire. How convenient that Obama's "humanitarian" bombs are not involved in R2P ("responsibility to protect") Saddam's birthplace. What really matters is the US consulate in Erbil, scores of CIA operatives and vast Big Oil interests in Iraqi Kurdistan. 

And then there's this ultimate plot twist; a pearl by a dissident Saudi researcher (in Arabic). He argues, in detail, that IS is essentially a revival of "pure" Wahhabism; not only that IS comes from outside the House of Saud's dominions - in Iraq and the Levant - but tries hard to shatter the monarchy's legitimacy. 

The House of Saud's counterpunch to the Arab Spring was (and remains) all about destroying or at least isolating the Muslim Brotherhood as an alternative Islamic rule/role model. Yet now comes IS - brimming with religious justification (however warped); military know-how; and an army of true - and well paid - believers.

Ride the king's highway, baby. No staged/not staged beheading could possibly top the ultimate blowback: the "West" nurturing the Beast who would slouch towards Mecca to finally behead the House of Saud. And those killers shall also speak with a British accent.

The CIA's Cold War allies included the Zionists of Israel and the USSR

Declassified Central Intelligence Agency files spanning some five years in the 1950s point to Zionist organizations inside the Soviet Union as embedded agents for Western intelligence.

An undated formerly CONFIDENTIAL CIA memorandum from "Assistant Director, Special Operations" to "Assistant Director, Reports and Estimates" provides information on "Hashomer Hatzair." The group is described as an "international Zionist radical-socialist political party." The memo further states, "In January 1948 the Palestine or central branch of the party joined with the Palestine branch of Abdut Avodah (United Labor Zionist Party) to form MAPAM."  Hashomer Hatzair translates to English as "Young Guard."

The memo, which appears to have been written in the early 1950s, points out that in the January 1949 elections, MAPAM polled 14.8% of the vote, making it the second largest party in Israel.

Hashomer Hatzai pushed for collectivized farms, also known as kibbutzes, in Palestine as early as 1914, the same year that saw the beginning of World War I. What the CIA documents reveal calls into question the widely-believed notion of "leftist" or "liberal" Zionism. The existence of leftist Zionism is a claim often made by Zionism's supporters to offset the argument that global Zionism is, in reality, a worldwide fascist movement.


Hashomer Hatzair, used by CIA as an intelligence network, has co-opted the fleur-de-lis symbol for the World Scouting Movement. The Zionist movement continues to claim socialist and Marxist credentials.

It is clear that the CIA saw Hashomer Hatzair as a potentially advantageous Trojan horse deep within the Soviet bloc, called the "orbit" by the CIA, that could be relied upon to provide intelligence to the West.

The CIA document states that Hashomer Hatzair, which maintained an office at 305 Broadway in New York, adopted a stance opposed to the "anti-Zionist" policies of the Soviet bloc. The leading critics of the USSR's anti-Zionist policies are listed as the top Hashomer Hatzair/MAPAM leaders: Meir Yaari, Jcob Hazan, and Mordechai Bentov.

A subsequent CIA document, formerly classified "TOP SECRET Security Information," suggests that Bulgaria, with the smallest Jewish population of the "orbit" nations, was the country that maintained the closest relations with Israel. The Top Secret document states that Zionists in the Soviet orbit maintained "Western contacts" and that one Soviet Jewish leader, Solomon Mikhoels [aka Milchoels] had contacts with the early CIA station in Moscow "outside inpost," meaning that Mikhoels's contacts with the CIA were restricted to U.S. intelligence agents outside of the actual CIA station at the U.S. embassy in Moscow.

Mikhoels, the director of the Moscow State Jewish Theater, was arrested by Soviet security police in 1948 on the orders of Soviet leader Joseph Stalin. Mikhoels's body was later dumped on a road outside of Minsk. Soviet authorities claimed Mikhoels was killed in a hit-and-run accident. However, based on the CIA document's revelations about Mikhoels's contacts with the U.S. embassy, the Soviet Jewish director and one-time actor was probably identified as a spy for the West.

The CIA document states "Mikhoels, a prominent Jewish leader who maintained contact with the West," died in 1948, the same year in which the Israeli legation was established in Moscow. There is also a clear indication by the CIA that Mikhoels maintained unauthorized contact with Israeli "diplomats" in Moscow. No sooner had Israel established a legation in Moscow in 1948, the Soviets discovered intelligence links between Israeli diplomats and Soviet Jews.

Both Mikhoels and Feffer fell victim to Stalin's secret police, however, it is noteworthy that their cause has been taken up by leftist-turned-rightist neoconservative David Horowitz, proving the chameleon-like qualities of Zionists like Horowitz who easily change from left-wing to neocon and right-wing.


The CIA saw a great opportunity to create problems inside the Soviet Union. The formerly Top Secret CIA document states: 
"Concern over the fate of Jews in Orbit may lead to attempt to establish underground movement in Orbit." In fact, such an underground was established in the 1960s, 70s, and 80s by Soviet Jews like Anatoly Scharansky (now Natan Sharansky), a leading right-wing political leader in Israel today and a proponent of increased Israeli colonization of the West Bank with settlements.

Although the USSR was one of the first countries to support the creation of Israel, the CIA believed it was a way for Moscow to decolonize the Middle East. The CIA document clearly links Western and Israeli intelligence to Soviet Jews. The obvious links led to repeated expulsions of suspected Israeli spies from the Israeli embassy in Moscow.

The CIA flatly concluded that the Soviet actions were the result of "anti-Semitism," a canard still used today to describe opponents of Israeli activities.

The CIA file on Western and Israeli links with Soviet orbit Zionists, include a Soviet "New Times" article, dated January 21, 1953, that states the CIA's European Division director, an officer with the last name of Schwartz, was the main link between a "Joint Zionist Organization" in the United States and leading Soviet bloc Zionists. Schwartz was identified as having worked with a "Joint Zionist Organization" director in Budapest named "I. Jakobson," who was later expelled from Hungary for "spying and subversive activities." The Joint Zionist Organization described in the Soviet article matches up with the Hashomer Hatzair organization in New York, with which the CIA maintained links.

The Soviets had a healthy dose of distrust for Russian Zionists since the 1917 Russian Revolution. The Soviet article states, "all the Russian Zionist leaders who fled the country after the October Revolution -- Ruthenberg (a personel friend and close collaborator of Kerensky), Neidich, Margolin, Jaffe, etc -- entered the services of the [British] Foreign Office and the Intelligence Service."

The Soviet tract also describes how the deposed "Slansky gang" in Czechoslovakia was found to have been working with two former Israeli Ministers in Prague -- "Avriel (Überall) and Kubovy" to commit acts of espionage and sabotage for the CIA.

Rudolf Slansky, who was Jewish, was the General Secretary of the Czechoslovak Communist Party. In 1951, he and his loyalists, were charged with being "Titoist" followers of the Yugoslav Communist leader Josip Broz Tito and working for Western intelligence. In 1968, during the Prague Spring, Slansky was rehabilitated. In 1989, Czech President Vaclav Havel, who also permitted global hedge fund mogul George Soros to establish various non-governmental organizations in Prague and permitted Radio Free Europe to open a major office in the Czech capital, named Slansky's son, Rudolf Slansky, Jr., as the Czech ambassador to Moscow.

CIA intelligence on Islam: heavily-influenced by Saudis and Wahhabis

A Central Intelligence Agency's "comprehensive" report on political Islam, titled "Islam and Politics: A Compendium," a formerly SECRET document issued in April 1984 during the Reagan administration, gets more wrong than right about the nature of radical Islam. At the time the report was completed, the CIA was using radical Islamist mujaheddin groups in Afghanistan and Pakistan to fight a proxy war against the Soviet Union in Afghanistan.

One laughable statement in light of the rise of a number of Al Qaeda and subsequent affiliates and subordinates after the Soviet withdrawal from Afghanistan in 1989 is the following:

"Although fundamentalist groups can cause national crises overnight with terrorist acts, they usually lose more than they gain as the government undertakes repressive measures against them."

That certainly was not the case with the Taliban in Afghanistan, the Al-Nusra Front and Islamic State of Iraq and the Levant (ISIL) in Syria, ISIL in Iraq, and Ansar al-Sharia in Libya.

The CIA report then makes a statement that more resembles propaganda than in-depth analysis:

"Ruthless suppression has had its successes, most notable in the Communist states. Other secular states, such as Syria, Iraq, and Indonesia, have also found that repression keeps opposition manageable." The presence of a strong Islamist group in northern Sumatra is a direct outgrowth of a CIA-funded Sumatran secession movement directed against President Sukarno in the 1950s. The fact remains that it was the CIA that began backing fundamentalist Islamists in Iraq, Syria, Chechnya, Uzbekistan, Bosnia, and other "secular" states, including more recently, Libya and Egypt. In 1984, the CIA ironically suggested that Islamist radicals could make gains from financial assistance provided by Muammar Qaddafi's Libya and the anti-Sunni Wahhabi government of Iran. In fact, it was neither Qaddafi nor Iran's Ayatollah Khomeini who supplied the radical Sunni groups with the bulk of their aid, but the CIA and its Saudi, Gulf Arab, and Pakistani allies.

The CIA also claimed "we know of no charismatic leader who transcends national lines." Of course, the CIA was then grooming Osama bin Laden as one such "transcendental" leader in Afghanistan. Bin Laden's rise to the leadership of Wahhabi Islam's most radical force, Al Qaeda, would also enable the rise of other transnational Islamist radical leaders, including Dr. Ayman Zawahiri, Al Qaeda's Egyptian number two; Mokhtar Belmokhtar, the one-eyed Afghan war veteran who leads Al Qaeda in Islamic Maghreb or AQIM; and Abu Bakr al-Baghdadi, the leader of the ISIL or the "Islamic State."

The CIA report cautions against an "overreaction" by the U.S. of an Islamic resurgence. The report claims, "In most cases, governments probably will continue to co-opt the clerics and integrate Islamic resurgence in a fashion that will not harm U.S. interests." That prediction did not come to pass in Afghanistan, Syria, briefly in Muslim Brotherhood-ruled Egypt, and Libya.

The report does include an interesting reference to an active Muslim Brotherhood cell operating since 1980 in the Galilee region of Israel. Reports of Israeli connections to the battlefield successes of ISIL in Syria and Iraq may point to Israeli having co-opted the Muslim Brotherhood  and other Qatari- and Turkish-backed jihadist groups in Iraq and Syria. Although there have been reports of atrocities committed wholesale by ISIL of Christian, Kurdish, Yazidi, Turkoman, and Shi'a communities and shrines in northern Iraq and Iraqi Kurdistan, there have been no credible reports of ISIL's defiling of Jewish shrines and cemeteries in regions conquered by ISIL.

The CIA's report is a typical agency product that lacks the key ingredient of "intelligence" in its formulation of an intelligence report. And it is noteworthy that at the time the political Islam report was created, current CIA director John O. Brennan was a junior ranking CIA officer responsible for collecting and analyzing intelligence on the Middle East.

Will the name "Brennan" eventually become a synonym for "incompetent" in the same manner that "quisling" now means traitor and "lynch," named for colonial Virginia judge Charles Lynch, means dubious executions by hanging, known as "lynchings?" Perhaps one day, a poor analysis job may be known as a "brennan."


Ronald Reagan's and Bill Casey's "Operation Cyclone" saw the CIA strengthen the most radical Islamist factions in Afghanistan and Pakistan. CIA documents show U.S. bias toward Islamist extremists.

The CIA took a hostile attitude toward the former People's Democratic Republic of Yemen (South Yemen), which ultimately merged with North Yemen in 1990. The CIA was vexed that "the South Yemen radical regime has made only slight concessions to Islam and will continue to restrict fundamentalist activity." The CIA report had similar criticisms of secular, anti-Islamist governments in Syria, Iraq, Libya, and Algeria.

As for the USSR, the CIA report gloats over early Islamist extremism in the central Asian Soviet Socialist Republics. The CIA appears to relish the following events:

  • March 1980: Riots in Alma Ata, capital of Kazakh SSR, when Muslims refused to let dead Muslims soldiers be buried in military cemeteries.
  • April 1980: Assassination of Sultan Ibrahimov of Kirghiz SSR by "Muslim nationalists."
  • Nov. 1982: Three days of violence in Muslim-dominated North Severo-Osetinkaya in the Caucasus, included ransacking of Communist Party headquarters.
  • Nov. 1982:  Authorities broke up a large-scale  Muslim publishing operation in Uzbekistan.
These events coincided with stepped-up CIA support for Afghan mujaheddin guerrillas. At the same time, Yugoslavia began experiencing subterfuge within its own Muslim population in Bosnia, all linked to foreign interests.

It would not be surprising if the CIA's fingerprints were on all these radical Muslim events in the Communist bloc. It would also be interesting to ascertain what CIA director Brennan [below right with his Saudi friend, Interior Minister Prince Mohammad bin Naif bin Abdulaziz] may know about Saudi "off-the-books" CIA funding for such operations by Langley's operatives that targeted the USSR and Yugoslavia.

Another formerly TOP SECRET CIA report, dated March 26, 1985, states that the CIA's mujaheddin resistance in Afghanistan was tightly linked to the Muslim Brotherhood, including its operations in "Europe and the United States," all of which were supported by "the governments of the Gulf states, Saudi Arabia, Kuwait, Bahrain, and the UAE."

Chief beneficiaries of the Muslim Brotherhood's assistance in Afghanistan were the Gulbuddin Hekmatayar and Younis Khalis factions of Hizb Islami, the Jamiat  i Islam, and the Harakat-i-Inqilab, based in Peshawar, Pakistan.

CIA and Arab support for the Afghan mujaheddin was funneled through Pakistan's Jamiat i Islam fundamentalist group, whose leader, Mian Tufail, was identified in the March 1985 CIA report as a relative of Pakistani President Muhammad Zia Ul-Haq.

 U.S. intelligence link to Brazilian plane crash that killed presidential candidate

The plane carrying Brazilian centrist, pro-business presidential candidate Eduardo Campos and his closest advisers, which crashed on August 13 into a residential area of Santos, Brazil, did not have a flight data recorder and the cockpit voice recorder, manufactured by a major U.S. National Security Agency contractor, was tampered with.

Campos was the candidate of the formerly leftist but now "pro-business" Brazilian Socialist Party. As with the British, Australian, and New Zealand Labor Parties, the Canadian Liberal and New Democratic Parties, and the U.S. Democratic Party, corporate and Zionist interests infiltrated the Brazilian Socialist Party and transformed it into a "Third Way" pro-business party.

It is clear that since disclosures of NSA spying on the e-mail and phones of incumbent Brazilian Workers' Party President Dilma Rousseff and her ministers, Rousseff's resultant cancellation of a state visit to Washington, and Brazil's hosting of Russian President Vladimir Putin and other BRICS economic bloc leaders, the United States has been trying to destabilize Brazil. The State Department and the CIA have been looking for weak links in Rousseff's Brazil to create the same conditions of instability they have fomented in other countries in Latin America, including Venezuela, Ecuador, Argentina, and Bolivia. However, Rousseff, who antagonized Washington by announcing in Brazil the establishment of a Brazil-Russia-India-China-South Africa (BRICS) development bank to compete with the U.S.- and European Union-controlled World Bank, looked unbeatable for re-election with Campos at the head of the Socialist Party ticket. That was the case until August 13 when Campos and his advisers were killed in the crash of their Cessna 560XL, killing all on board.

The crash advanced to the head of the Socialist Party presidential ticket Campos's vice presidential running mate, Marina Silva. In 2010, Silva received a surprising 20 percent of the vote for president as the Green Party candidate. Rather than run as the Green candidate this year, Silva opted to join Campos's pro-business ticket. Silva is now seen as the Socialist Party's best chance to defeat Rousseff for president in the October election. Silva, an evangelical Christian in a largely Roman Catholic country, is also seen as close to the global "civil society" infrastructure of "controlled opposition" groups financed by hedge fund master manipulator George Soros. As a leader of Brazil's Amazon rain forest protection efforts, Silva has been lauded by environmental groups funded by Soros's Open Society Institute. Silva's campaign rhetoric is rife with such Soros code phrases as "
sustainable society," "knowledge society," and "diversity."

Silva marched with the Brazilian team at the opening ceremonies of the 2012 Olympics in London. Brazilian Sports Minister Aldo Rebelo said that Silva's participation in the Olympics was approved by the British royal family and that she 
"always had good relations with the European aristocracy."

Silva is also more moderate than Rousseff on Israel's policies toward Palestine. As an Assemblies of God Pentecostal Christian, Silva is a member of a denomination that provides core membership for the worldwide movement of "Christian Zionists," who are as avidly as pro-Israel as the more strident Zionistic Jewish organizations, such as B'nai B'rith and the World Jewish Congress.

The Assemblies of God believe the following about Israel:
"According to Scripture, Israel has an important role to play in the end-times. For centuries Bible scholars pondered over the prophecy of a restored Israel. 'This is what the Sovereign Lord says: I will take the Israelites out of the nations where they have gone. I will gather them from all around and bring them back into their own land.' When the modern nation of Israel was founded in 1948, and Jews began returning from all around the world, Bible scholars knew that God was at work and that we were very likely living in the last days."

In 1996, Silva was awarded the Goldman Environmental Prize, which was established by Goldman Insurance Company founder Richard Goldman and his wife Rhoda Goldman, an heir to the Levi Strauss clothing company fortune. In 2010, Silva was named by Foreign Policy magazine, edited by David Rothkopf, a former managing director of Kissinger Associates, to its list of "top global thinkers."

The full details of the cause of Campos's plane crash may never be known. Assisting in the investigation of the crash is the U.S. National Transportation Safety Board (NTSB) and the Federal Aviation Administration. NTSB and FAA investigators will assuredly be in-briefed and out-briefed by CIA officials stationed in Brasilia who will be eager to have a conclusion of "tragic accident" stamped on the final crash report.

The CIA has managed to cover up its involvement in other Latin American aircraft crashes that have eliminated opponents of U.S. imperialism in Latin America. On July 31, 1981, Panamanian President Omar Torrijos was killed when his Panamanian Air Force plane crashed near Penonomé, Panama. After George H  W Bush's invasion of Panama in 1989, the Panamanian plane crash investigation documents held by the Panamanian government of General Manuel Noriega were reportedly seized by American military personnel and they disappeared.

Two months before Torrijos was killed, Ecuadorian President Jaime Roldos, a populist leader who stood up to the United States, was killed when his Super King Air plane, operated as a VIP aircraft by the Ecuadorian Air Force, crashed into
Huairapungo Mountain in Loja Province. The plane also carried the First Lady of Ecuador and the Defense Minister and his wife. They were all killed in the crash. The plane lacked a Flight Data Recorder, also known as a "black box." The Zurich, Switzerland police conducted their own investigation that discovered the official Ecuadorian government investigation was seriously flawed. For example, the Ecuadorian government report on the crash failed to mention that the
plane's engines were disabled before the aircraft plowed into the side of the mountain. 
As with Roldos’s plane, Campos’s Cessna did not have a "black box" flight data recorder. Moreover, the Brazilian Air Force announced that two hours of audio from the cockpit voice recorder on board Campos’s Cessna do not reflect the conversations between the pilot, co-pilot, and ground control on August 13. The cockpit voice recorder on board the ill-fated Cessna 560XL was manufactured by L-3 Communications, Inc. of New York City. L-3 is a major U.S. intelligence contractor that provides the National Security Agency with much of its undersea cable tapping capabilities through an NSA agreement with L-3’s Global Crossing subsidiary.
Although Brazilian presidential hopeful Campos was no enemy of the United States, his suspicious death a few months before the presidential election and replacement with a darling of the George Soros infrastructure, now poses an electoral threat to Rousseff, who is most definitely considered by Washington as an enemy. The U.S. and Soros have been looking for various ways to penetrate and disrupt the BRICS nations. The Soros/CIA attempt to advance Chinese Politburo member Bo Xilai into the Chinese presidency collapsed when he and his wife were arrested and jailed for corruption. With Russia and South Africa off-limits for any similar intrigue, India and Brazil are the focus for CIA and Soros disruption of BRICS. Although Narendra Modi's right-wing government in India is new, the early signs for BRICS disruption are encouraging. For example, India's Foreign Minister, Sushma Swaraj, as an outspoken and committed ally of Israel. Brazil under Rousseff is seen by the CIA and Soros as the best opportunity to insert one of their own, in this case, Marina Silva, into the leadership of a BRICS nation in order to exact a "Trojan horse" attack on the increasingly important economic bloc.

The plane crash that killed Eduardo Campos advanced a George Soros-funded operative closer to the Alvorada presidential palace in Brasilia.

The Beginning of World Shift

Anglo-Saxon agression against Russia is taking the form of financial and economic warfare. However, Moscow is preparing for armed hostilities by developing its agricultural self-sufficency and multiplying its alliances. For Thierry Meyssan, after the creation of the caliphate in the Levant, Washington would lay down a new card in September in St. Petersburg. The ability of Russia to maintain its internal stability will determine the course of events.

The offensive led by Anglos-Saxons (USA, UK and Israel) for world domination continues on two lines simultaneously: both the creation of the "Greater Middle East" (Greater Middle East) by attacking simultaneously Iraq, Syria, Lebanon and Palestine, and separating Russia from the European Union through the crisis they organised in Ukraine.
In this sprint, it seems that Washington wants to impose the dollar as the single currency in the gas market, the energy source of the twenty-first century, the way it imposed it on the oil [1] market. The Western media hardly cover the war in Donbass and their population is ignorant of the scale of the fighting, the US military presence, the number of civilian casualties, the wave of refugees. On the other hand, Western media have a delayed reaction to events in North Africa and the Levant, presenting them either as the result of a so-called "Arab Spring" (that is to say, in practice, a takeover by the Muslim Brotherhood), or as the destructive effect of a civilization which is inherently violent. More than ever, it is necessary to help the Arabs who are incapable of living peacefully in the absence of Western settlers.
Russia is now the leading power capable of leading the resistance to Anglo-Saxon imperialism. It has three tools: BRICS, an alliance of economic rivals who know they can not grow up without one another, the Shanghai Cooperation Organization, a strategic alliance with China to stabilize Central Asia and finally, the Organization for Collective Security Treaty, a military alliance of former Soviet states.

At the Fortaleza Summit (Brazil), which was held from July 14 to 16, BRICS took the plunge and announced the creation of a monetary reserve fund (mainly Chinese) and a BRICS Bank as alternatives to the International Monetary Fund and the World Bank, the dollar system [2].
Even before this announcement, the Anglo-Saxons had established their answer: the transformation of the Al-Qaeda terrorist network in order to prepare unrest among all Muslim peoples of Russia and China. [3] They continued their offensive in Syria and spilled over the borders both in Iraq and in Lebanon. They failed however to expel part of the Palestinians to Egypt and to destabilize the region even more deeply. Finally, they keep away from Iran to give President Hassan Rohani a chance to weaken the power of the anti-imperialist Khomeinists.
Two days after the announcement of the BRICS, the United States accused Russia of destroying Malaysia Airlines flight MH17 over the Donbass, killing 298 people. On this basis, purely arbitrary, they forced the Europeans to enter into economic war against Russia. Situating itself as a court, the Council of the European Union tried and convicted Russia without any evidence and without giving it an opportunity to defend itself. The CEU issued "sanctions" against its financial system.
Recognizing that European leaders are not working for the interests of their people, but for those of the Anglo-Saxons, Russia has gnawed at the bit and refrained from going to war in Ukraine. It supports the insurgents with arms and intelligence, and hosts more than 500,000 refugees, but declines to send troops into the fray. It probably will not happen until the vast majority of Ukrainians revolt against President Poroshenko, even if it does not enter the country until after the fall of the People’s Republic of Donetsk.
Faced with economic warfare, Moscow has chosen to respond with similar measures, but in agriculture, not finance. Two considerations guided this choice: first, short-term, other BRICS can mitigate the consequences of so-called "sanctions"; on the other hand, medium and long term, Russia is preparing for war and intends to completely rebuild its agriculture to go it alone.
Moreover, the Anglo-Saxons have planned to paralyze Russia from within. First by activating, via the Islamic Emirate (EIS), terrorist groups within its Muslim population, and organizing a media challenge in the municipal elections of September 14. Large sums of money have been distributed to all opposition candidates in the thirty largest cities involved, while at least 50,000 Ukrainian agitators, mixed with refugees, are regrouping in St. Petersburg. Most of them have dual Russian citizenship. This is clearly to reproduce at the provincial level protests that followed the elections in Moscow in December 2011 – with the addtition of violence; and engage the country in a color revolution process to which certain officials in the ruling class are favorable.
To do so, Washington has appointed a new ambassador to Russia, John Tefft, who had prepared the "Rose Revolution" in Georgia and the coup in Ukraine.
It will be important for President Vladimir Putin to be able to trust his prime minister, Dmitry Medvedev, whom Washington hoped to recruit to overthrow him.

Considering the imminent danger, Moscow would have been able to convince Beijing to accept the accession of India in exchange for that of Iran (but also those of Pakistan and Mongolia) to the Shanghai Cooperation Organization (SCO ). The decision should be published at the summit in Dushanbe (Tajikistan) on September 12 and 13. It should put an end to the conflict which has opposed India and China for centuries and engage them in military cooperation. This reversal, if confirmed, also would end the honeymoon between New Delhi and Washington who was hoping to distance India from Russia in particular by giving access to nuclear technologies. The membership of New Delhi is also a bet on the sincerity of the new Indian prime minister, Narendra Modi, despite the suspicion that he encouraged anti-Muslim violence in 2002 in Gujarat when he was the leading Minister.

In addition, the accession of Iran, which is a provocation in the face of Washington, should give the SCO precise knowledge of jihadist movements and ways to counter them. Again, if confirmed, it would reduce Iran’s willingness to negotiate a lull with the "Great Satan" that led it to elect Sheik Hassan Rohani to the presidency. It would be a gamble on the authority of the Supreme Leader of the Islamic Revolution, Ayatollah Ali Khamenei.
Indeed, these memberships would mark the beginning of the shift in the world from the West to the East. [4] Still, this trend must be protected militarily. This is the role of the Organization for Collective Security Treaty (CSTO), formed around Russia, but to which China does not belong. Unlike NATO, this organization is a classic alliance, consistent with the Charter of the United Nations since each member retains the option to leave if it wants. So it is based on this freedom that Washington has tried in recent months to buy some members, including Armenia. However, the chaotic situation in Ukraine appears to have cooled those who dreamed of US "protection".
Tension is likely to increase in the coming weeks.

First, passenger airliner MH370 vanished from Planet Earth. Then MH370 vanished from the news cycle. First, MH17 was shot down by "Putin's missile" - as Planet Earth was told. Then MH17 vanished from the news cycle.

Where's Baudrillard when we need him? Had he been alive, the dervish of simulacra would have already deconstructed these two Malaysian planes as mirror images; from absolute vanishing to maximum exposure, then vanished again. They might as well have been abducted - and shot - by aliens. Now you seem them, now you don't.

Black boxes, data recorders - everything MH17 is now floating in a black void. The British are taking forever to analyze the data - and if they have already done so, they are not talking. It's as if they were singing, I see a black box / and I want it painted black … void.

The Pentagon, with 20-20 vision over Ukraine, knows what happened. Russian intelligence not only knows what happened but offered a tantalizing glimpse of it in an official presentation, dismissed by the "West". The best technical analyses point not to "Putin's missile" - a BUK - but to a combination of R-60 air-to-air missile and the auto-cannon of an Su-25.

A reader led me to this fair assessment by former USAF and Boeing engineer Raymond Blohm: "With proper vectoring, a Su-25 need not be quite as fast as a Boeing 777 in cruise. It just has to get to a missile-firing position. Since the 777 was not maneuvering, it would be simple to pre-calculate when to get in a certain spot in the sky below the 777. From there, it's the missile that has the speed and altitude capability to hit the 777. (The R-60 is a very capable missile.) After the missile takes out an engine, both the 777's max speed and its max altitude are well within the Su-25 fighter's speed & altitude capabilities. Then, the Su-25 can show off its cannon power."

Follow the engine wreckage. Follow the cockpit wreckage. Follow the motive. One cannot even imagine the tectonic geopolitical plates clashing were the Kiev regime to be deemed responsible. It would be the vanishing point for the whole - warped - notion of the Empire of Chaos's "indispensable" exceptionalism.

So as MH370 totally vanished, the MH17 story must also totally vanish. The Dutch and the British might eventually come out and hold a high-profile press conference telling the world what His Master's Voice finally redacted. Still, one may count on certified, residual outrage, if not puzzlement, by a large number of grieving Dutch families. And one may count on certified outrage by Malaysia as a nation. As in Why Us? And not once but twice?

Moscow, after deconstructing the "logic" of the ongoing Russia/Putin hysterical demonization, knows that whatever they say will be invalidated by the Orwellian Thought Police. Yet as much as His Master's Voice controls what the Dutch and the British might eventually reveal, Russia can counterpunch by leaking the crucial scenario to Malaysia. And Malaysia will talk.

MH370 vanished as in a video game. MH17 was hit as in a video game. Now their respective narratives are being vanished. It's as if we are living a tiny rehearsal of the black hypothesis of post-history.

Postmodernist star Jean-Francois Lyotard and later Flemish thinker Lieven De Cauter were the rarified few who dabbled in studying the black hypothesis. The black hypothesis is the ultimate dystopia - playing out in the cosmological time of the death of the sun, something like 4.5 billion years away. Basically this is about techno-science surviving the death of the sun and the death of humanity itself.

So MH370 may have vanished into an antechamber of the black hypothesis. But MH17 is much more prosaic; it could have been just a false flag gone wrong. Thus, under Empire of Chaos's rules, it must also vanish. The question is whether global civil society will accept it - or has already entered its own vanishing point.

Douglas Valentine explained the purpose or at least the subject of his study of the Vietnam Phoenix Program as “terror and its role in political warfare”. He is generous, like most Americans—even critical ones—when he writes “It will show how, as successive American governments sink deeper and deeper into the vortex of covert operations—ostensibly to combat terrorism and Communist insurgencies—the American people gradually lose touch with the democratic ideals that once defined their national self-concept. This book asks what happens when Phoenix comes home to roost?”1 Valentine is generous to his readers since he ascribes to them ideals which while attributed to the US regime and naively held by many, in fact bear little resemblance to the political reality in the USA. Valentine is not ironic. His book is written with sincerity to readers in a frustrating appeal to transcend their sentimental illusions and look honestly at the real political praxis of their country in a war it just happened to lose. In this sense it is also a polemic—although no way polemical in style—to learn the right lessons from the US invasion, occupation and genocidal war against the people of Vietnam.
The Phoenix Program was first published 24 years ago, fourteen years after the Congressional investigations that exposed and swiftly washed it from public memory. After successful attempts to bury this book, e.g. Morley Safer’s attack in the New York Times, this essential study of US political warfare has been reissued as an e-book.2 One can only hope that the reign of terror in and by the US that expanded vastly with the election of Margaret Thatcher in the UK and Ronald Reagan will finally reach the consciousness of the white “Left” and those whose sentimental attachment to the American creation myth is sincere enough to rebel against the two-plus centuries of imperial hypocrisy which engendered this bureaucratic terror system under the Stars and Stripes.
To place the Phoenix Program in its proper historical perspective however it is necessary to grasp the genealogy of the regime responsible for its inception. This regime predates Vietnam. This author has reiterated elsewhere that it is scarcely possible to understand the role of political warfare in the US without returning to 1776, to the moral turpitude of the Founding Fathers.3 These leading lights of the nascent American empire began their journey to Vietnam when they declared independence from the British Empire in order to preserve that peculiar institution known as chattel slavery that the mother country was being forced to abolish in the rest of its colonies.
The fundamental structures created by the Constitution were in fact designed to prevent majority rule and protect the political terror apparatus maintained by the elite for that purpose.”
Although the official history claims that this separation was intended to secure liberty in the face of British tyranny, the fact was that the liberty to be secured was deliberately withheld from the majority of the country’s inhabitants, Native Americans, African slaves, and European indentured servants (white slaves). The liberties enumerated in the unilateral declaration of independence and later in the Constitution were—and generally recognised as such at the time—those deemed consonant with free trade for the Anglo-American settler elite, both merchants in the North and latifundista in the South.
The fundamental structures created by the Constitution were in fact designed to prevent majority rule and protect the political terror apparatus maintained by the elite for that purpose. For example, the system of indirect election, the gerrymandering of electoral districts to favour slaveholders and the maintenance of the infamous slave patrols.4 Under the banner of “Indian Removal”—an early form of what would later be called “pacification”—the Anglo-American settler elite proceeded to seize the entire North American continent. This later became known inter alia as the Monroe Doctrine and Manifest Destiny. In fact this was nothing less than the annihilation and/ or enslavement of non-whites from sea to shining sea. Largely oblivious to this constant commercial adventure, wave after wave of European immigrants were deliberately co-opted while serving as arrow or cannon fodder until with the annexation of California only British Canada and Mexico south of the Rio Bravo had not been conquered. The wide Pacific was opened to further invasion and exploitation.
However it was not until the war against Spain garnished Cuba, the Philippines and sundry islands in the Caribbean and Pacific basins that official American discourse began to admit imperial designs. Apparently this admission was only deemed necessary once the US began to seize territory from other European powers.
One of the consequences of this century of North American conquest was the physical and ideological isolation of the emergent “white” settler majority paired with the extermination of the indigenous and chronic incarceration of the terrorised ex-slave African-Americans. In the prelude to the next campaign of Anglo-American conquest, World War I, the still Southern-dominated regime in Washington, together with the merchant-industrial class in New York and Boston, launched what might be called the greatest international corporate advertising campaign since the hegemony of the medieval Roman Catholic Church—presaging today’s so-called “social media”: the Committee on Public Information aka the Creel Committee.
Although primarily instituted to propagate the US regime’s aims for entering the European Great War of 1914, the central message, both at home and abroad, was the fabrication of American history as the fulfilment of Enlightenment humanism. Applying the combined resources of the US industrial and banking cartels, every available mass medium was harnessed to create and disseminate stories about the virtues of the US and the “American way of life”—of course, without Native Americans, Blacks, Chinese or Mexicans and other non-whites. This enormously successful campaign not only persuaded ordinary Americans to work, fight and die for the speculative advantage of the US war machine. It also succeeded in creating the myths which have deceived the peoples of European colonial empires into believing that the US was indeed exceptional, a potential ally in the fight for freedom and dignity being waged from Ireland to India.
Without acknowledgement of this campaign and its combination of propaganda and terror (the “five minute men”, “the war to make the world safe for democracy”, the Palmer raids, and the Klan), no one can begin to comprehend how something like Phoenix could arise.5 Nor is it possible to grasp how, despite revelations in the Church and Pike committees of the 1970s,6 this vicious system not only remained in tact but has been growing exponentially, largely unknown and unchecked to this day.
Propaganda and terror: the business of America is business7
The greatest mystery—or better said, mystification—to be overcome is the apparent contradiction between America’s proclaimed principles and the intensity of its covert operations practices. Philip Agee once called the CIA, “capitalism’s invisible army.” He recalled that one of his first tasks as a junior CIA officer had been to conduct background checks on Venezuelan applicants for jobs at the local subsidiary of a major US oil company.8 In fact, his conclusion after quitting the “Company” was that capitalism could never be maintained without an extensive military and secret police force to suppress opposition to it.
Officially, US national security means the protection of its territory, fundamental “freedoms” and the interests of the US abroad, including certain allies who are deemed necessary for the aforementioned protection. In practice US national security means guaranteeing the conditions suitable for what US President Calvin Coolidge defined as “America’s business.” Smedley Butler put it more bluntly when describing his career as a member of the US Marine Corps.9 The CIA and other covert action agencies (over which the CIA has ultimate control) were founded to protect Business. In the US the collective term for opposition to US Business was “communism”.10 However this translation of the “Cold War” slogans does not suffice to explain what the US, in particular the CIA, was doing in Vietnam.
The answer has to be sought in the Korean War—one of the best-concealed periods of US history.11When the US conquered Japan in 1945, the military government under General Douglas MacArthur set about rebuilding Japan as an industrial bridgehead by which the US could pursue its domination of the Asia-Pacific basin, including China. When China was “lost” to the People’s Liberation Army under Mao Tse Tung in 1949, the US lost its business bases on the mainland, concentrated in Shanghai. Their fascist ally Chiang Kai-shek was forced to retreat to Formosa. At the same time Korea, which had become a Japanese colony, with US blessing at the beginning of the 20th century, was dominated in the South by US Forces (USMGK)12. The US regime had invaded in 1945 in order to preserve it as a strategic resource for the reconstruction of Japan under its suzerainty.
Korea and Vietnam were considered strategic—for Business—because they could both deliver the cheap food (rice) and mineral resources needed to feed Japan’s workers and factories. The defeat of Japan only meant that the US assumed the burden of sustaining the Japanese industrial economy. It immediately aligned itself with the feudal landlord class of both countries as a means of continuing the flow of resources to Japan. In Korea, this provoked massive peasant uprisings, which the USMGK helped to subdue together with fascist gangs under the tutelage of American mission-educated Syngman Rhee.
The Vietnamese had a strong and heavily armed resistance with mass support, successful in battle against the Japanese and the French.”
However, both Korea and Vietnam had developed strong independence movements, aimed at ending colonialism and battle-hardened in their resistance to the Japanese. These independence movements were committed to land reform for the masses of peasantry, concentrated in the southern parts of each country. Both the Korean and Vietnamese independence movements enjoyed mass support, for economic as well as nationalist motives. Essentially the Korean War was fought by the US to retain the status quo ante while the armies under Kim Il-Sung fought to reunite an independent Korea.13
Unlike in Korea however—where war scuttled diplomatic agreement to unite Korea under one national government—the Vietnamese under Hồ Chí Minh had succeeded in forcing France to withdraw and agree to formal reunification processes in Geneva. The US had forced the French government to negotiate by ending its support for the colonial regime. Hence it was diplomatically obliged to proceed with the plans for elections agreed in the Geneva Accords. Nonetheless Vietnam had been an important food supplier to Japan that the US needed to control along with Korea. To maintain this flow of cheap resources from Indochina, it was necessary—as in Korea—to protect the post-colonial elite in Saigon and enforce the land and tax system upon which the hyper-exploitation was based. In that sense Vietnam was no different in the eyes of the US regime than any of its Latin American banana republics.
Unlike Latin America, however, the Vietnamese had a strong and heavily armed resistance with mass support, successful in battle against the Japanese and the French. The challenge of US policy was to suppress the resistance in the South and establish a client regime capable of policing the extractive structures installed by the French and Japanese.
The Geneva Accords constituted a major obstacle since, unlike Korea, where the US was able to prevent international agreement on reunification; the US was legally compelled to permit Vietnamese independence. Hence the necessity for covert operations—enter the CIA. In order to create, stabilise and defend a permanent partition of the country, it was necessary to establish a regime in the South that would be permanently recognised as a separate country. As in Korea the US was faced with an elite compromised by its collaboration with the French and Japanese. Covert action, the deployment of “advisors”, was intended to select and have elected people who would enjoy some credibility as nationalists while complying with the needs of US Asia-Pacific corporate strategy. It is necessary here to recall that the American public was told that South Vietnam was a democracy threatened by “communism” because this is the general term used in the West to define any and all opposition to Western capital. It was impossible to tell the American public that the US was defending the “American Way of Life” in Southeast Asia: a) because endemic US racism did not admit Asians to be entitled to the same life as “white” Americans14 and b) unlike Europe and Latin America, there were no widely held assumptions justifying US control over Asian territory.15 In fact until the faked Tonkin Gulf incident, Vietnam remained largely invisible within the United States.
As resistance to the perpetuation of the neo-colonial regime in Saigon increased, along with diplomatic demands from Hanoi for compliance with the Geneva Accords, “advisory” activity was intensified. Meanwhile it had become clear that were elections to be held the government in Hanoi would win and the Saigon regime would collapse. Despite this certainty and the intelligence showing that there was absolutely no popular support for the elite in Saigon, the decision was made to have Ngô Đình Diệm deposed in favour of a regime whose leader might be more marketable. The assassination of Diệm in 1963 only aggravated the crisis on the ground.16 The US President, Lyndon Johnson, ordered pacification of the peasantry to be intensified. That was and remains the CIA’s remit. However, it became clear that the CIA could not do the job alone. Any day the Hanoi government could decide to oppose Southern (US) procrastination and rightly claim that the Geneva Accords had been breached. In order to pre-empt Hanoi’s actions, Johnson used the Tonkin Gulf incident in August 1964 as a pretext to invade the South and bomb the North.
As Nelson Brickham, the architect of the Phoenix Program, explained in an interview with Valentine, the US military was brought in to “shield” the covert pacification campaign until a stable government could be established permanently with the capacity to rigorously police the peasantry. Brickham’s preferred instrument was the Special Branch of the National Police.17 The CIA had already been in Vietnam since 1954. But now time was of the essence.
From ashes to ashes
Valentine’s autopsy of the Vietnamese Phoenix Program starts by recognising that the CIA was (and is) central to US corporate policy. In Vietnam the Company developed ICEX aka Phoenix as an intensive corporate management and public relations campaign for what is called “nation-building”.18The overall aim of “nation-building” is to destroy the indigenous and nationalist infrastructure—what Americans would consider to be their state and local government together with all the social organisations and networks by which communities are organised and maintained—and replace it with one that operates on the same basis as US corporate infrastructure. In a sense the CIA was developing what would later be called—also euphemistically—private-public partnerships. The idea the US regime could install systems like the ones with which it had traditionally controlled local governments and economies in Latin America for the benefit of US corporations. 19 Like other CIA operations, there was to be a multi-faceted campaign to paint the Hanoi government as puppets of Russia or China, invent a regime in Saigon that would embody “real Vietnamese independence” and create the machinery by which that regime could preserve itself. At the same time this effort had to be sold both in the USA and abroad within the dominant post-war decolonisation discourse. Here the central elements were “revolution” and “development”. Part of the reason for this marketing strategy was a belief fostered in academia, esp. in area studies, that any post-war dispensation would have to take the steam out of revolutionary socialist/ nationalist movements by packaging modernisation as a revolutionary process. Initially the US could benefit from widely held beliefs about the creation of the US as a non-Marxist (pre-Marxist) revolutionary success story, complete with a healthy national spirit. On the other hand it was impossible to retain the rhetoric of the pre-war European colonial powers given the UN Charter and its promise of national self-determination. The US regime was also able to market itself as the ideal development agent. Unscathed by World War II, it had already devoted substantial efforts to “rebuild” Europe and supply food and other economic aid to countries left in distress after the war. US “free trade” policy was sufficiently ambiguous to be sold as a realistic alternative to the constraints imposed by Britain, France, the Netherlands and Belgium on their colonial possessions. In other words, capitalising on the hugely successful propaganda campaigns since 1914, the US was able to profit from good will abroad and naiveté at home to launch what would become Phoenix.
In fact, free trade meant that US corporations deliberately avoided the costs of governing economically profitable territories. Instead, what has been called “an archipelago of empire” was preferred.20 This meant expanding the British principle of indirect rule by creating and supporting nominally independent regimes that bear all the social costs through extortionate taxation, while assuring that labour and natural resources are freely accessible to US corporations—in Vietnam’s case, particularly those operating in Japan.

Unlike industrial economies, peasant economies, such as those prevailing in southern Korea and Vietnam, are still structured around land ownership and use. Industrialised populations such as those of Europe and the US already have structures easily manipulated by corporations: employment, housing, entertainment, and mass consumption. Conflicts are reduced largely to issues like wages and working hours, healthcare and pensions—essentially monetary problems. In rural economies conflicts focus on land ownership and access, availability of agricultural inputs, and the maintenance of family and village structures.
Thus the CIA was confronted with a peasantry for whom land reform and peaceful cultivation in villages within families were paramount. In Latin America, the US regime had inherited the colonial latifundia systems imposed by the Spanish centuries ago. Southeast Asia was completely different. Of course this did not prevent the CIA from taking action. Drawing on what they thought were the lessons of US counter-insurgency in the Philippines and Sir Robert Thompson’s model Malayan campaign, a variety of tools were developed on the assumption that there are in essence two Vietnams south of the DMZ.21 The task of the CIA was to disaggregate them. The term that emerged was “VCI” or Viet Cong Infrastructure (Vietnamese communist infrastructure). The “real” Vietnamese were to be corralled and branded while the “communists” were to be culled from the herd.
Since this distinction was an ideological fiction—albeit an indispensible one—two processes were needed: one which would create the real herd of South Vietnamese, identifiable at least by demonstrated loyalty or dependence on the Saigon regime; and one which would continuously cull the “enemy” from the herd. This loyal herd could be led to the elections that would validate the Republic of Vietnam (South). The rest could be “captured, turned, or killed”. This is essentially the way corporations create markets for superfluous products. There was no need for the Saigon government since most Vietnamese were justified in believing that when the French withdrew it was only a matter of time before the country would be unified under one government. However, to create a viable client regime the CIA had to create a market for it.
The term “infrastructure” denoted the fact that Vietnamese society, esp. in the rural areas where the Saigon regime was scarcely present, functioned without any need for the US clients. Although the term is also used as a euphemism for “cadre”, members of the Vietnamese Communist Party in the South, this limited use obscures the strategy underlying Phoenix and the US regime’s presence. In order to create the “Saigon product” so to speak, there had to be a need for it—namely an administrative apparatus reaching into the village level which could make demands on the population and at least nominally satisfy local wishes. It is fair to say that no one who had spent any time in the country believed that there was any demand for “Saigon product” among the peasantry. Hence the only way to create and stimulate that demand was to reach into the depths of rural life and do everything possible to destroy the indigenous structures, both economically and socially. Ideally this vacuum would be filled speedily by US-subsidised Saigon infrastructure. This was the underlying theory of the strategic hamlet program and all the USAID activities.22 Due to the fact that the Saigon regime was and remained unable and unwilling to provide the substitute infrastructure, the nation building (counter-insurgency) programs never acquired the varnish of acceptability that they enjoyed among the middle classes in the West.

Of course this did not mean that the programs bundled under ICEX/ Phoenix were to be abandoned. Quite the contrary they were to be refined. Just like corporate marketing and design departments in seemingly innocuous sectors like automobile and electronics are dedicated to producing anything—if there is a promise of reportable profits or increased market share—the corporate propaganda and terror campaign introduced to Vietnam by the CIA became a self-perpetuating system. To meet the need to show that the herd and the culls were being managed effectively—profitably— measurement and reporting systems were borrowed from the leading edge of management and organisational theory. General William Westmoreland was discredited for “accounting fraud” while waging the military side of the campaign.23 However such fraud was inherent in the overall strategy, both covert and overt. As there were not two Vietnams but only one, it was absurd to try to measure the numbers of the phantom herd, “real Vietnam minus VC”. The only thing that could be measured was the number of victims and no one had an interest in honest reporting there.
In order to invent South Vietnam, it was necessary to fabricate a South Vietnamese population, complete with features that ought to distinguish it from North Vietnam. The US attempt to do this in Korea had failed; leaving it with only one choice—permanent military occupation. The CIA, certainly guided by its numerous successes in Iran, Latin America, and Africa, undertook the ambitious task of manufacturing not only a client regime, but a whole country. The Company drew on its vast repertoire of propaganda and terror methods, tried and tested throughout the world, and concentrated them in Southeast Asia. When it found itself unable to work alone, it brought in massive military cover. It was hoped that MACV would prevent the NVA from attacking and ejecting the Saigon regime and at the same time prevent the “enemy” below the DMZ from deposing the US clients on their own or rendering the South ungovernable from Saigon.24 Meanwhile Saigon’s incompetent, corrupt and generally useless police and civilian administration were to be indoctrinated and trained to maintain this invented herd of South Vietnamese, needed to maintain the fiction of a separate Vietnamese state—a state that was to continue the hyper-exploitation of the South within the overall US Asia-Pacific imperial archipelago.
Douglas Valentine shows in lucid detail how this campaign emerged, who was responsible—both for policy and operations—what actually was done and with what consequences. The Phoenix Program is not a theoretical work but it is more than a case study in the US propaganda-terror system. By carefully refraining from opinions about the actors or actions, he forces the reader to weigh the preponderance of evidence as to the nature of this purely CIA—and hence purely American form of political warfare. He also forces the critical reader to transcend revulsion and examine a complex bureaucratic system, created by the same people who create the management systems used to organise and discipline workers and consumers—short of killing them. The reader needs to pay careful attention to what seem to be technical details such as nomenclature or reporting structures. These details have survived in US political and economic warfare systems to this day. One could say that they were first systematically applied in Vietnam, only to be revised and tapered for future targets of the US regime. Not least the dramatis personae should be studied carefully. Phoenix, like any elite club, produced many alumni who have gone on to make and guide policy and wage political warfare against the targets of the US regime.25 In Western mythology it is not the end of the phoenix that counts but its rebirth from the ashes.

With membership reaching to the highest realms of US government, it operated throughout the South and Midwest with impunity for most of the 20th century. It was glorified in D.W. Griffith’s 1915 film, The Clansman. Although occasionally members have been charged and convicted of serious crimes, the organisation has never been outlawed.

The importance of Special Branch cannot be overestimated. Brickham felt it essential that civilian policing, not military repression, be used to maintain control in Vietnam.
18 ICEX = Intelligence Coordination and Exploitation, the name first given to the project to coordinate all the CIA and other covert activities in Vietnam, also called ICEX-SIDE. “Nation-building” is a term in US imperial vernacular used to imply that there are peoples in the world who occupy territory but have no mature political, social and economic institutions with which to live (like the US wants them to live, that is). It is a descendent of the “white man’s burden” and the British myth about educating peoples for self-rule. The term survives today in US foreign policy language. Its real meaning is the creation of Phoenix-like structures, often with the support of NGOs and so-called “civil society” organisations in places where the US has or is attempting to destroy indigenous institutions, e.g. in Iraq or Afghanistan. That is why it has been rightly said that the US National Endowment for Democracy has simply absorbed a range of functions and technologies developed in the CIA.
