In the Name of a General, his Son, a Spook & the Godmother of Neocons

Afghan Carpetbaggers Hit Pots of Gold in Washington

Once Upon a Time a General…

GeneralWardakOnce upon a time there was an Afghani general named Abdul Rahim Wardak. He had studied in both US and Egyptian military schools before joining the army in Afghanistan. In the 1980s, a few years after he joined the army, he decided to defect and joined the Mujahideen movement. We don’t know exactly who in the United States gave him the order to defect, because no one is willing to go on record. However, we know very well that due to their fight against the Communist Soviet Union, the Mujahideen were significantly financed, armed, and trained by the CIA, Saudi Arabia, and Pakistan, along with several other not as significant nations. We also know that back then, when we were supporting, financing, training and cheering for the Mujahideen as ‘freedom fighters,’ those labeled today as terrorist evil-doer radicals, Osama Bin Laden and the Taliban, were viewed and treated as our allies and entourage.

Now, back to our General. He joined the National Islamic Front of Afghanistan arm of the Mujahideen and fought against the Soviets. Interestingly, during those years, the mid to late 80s, our general Wardak was brought to the United States and coached to testify before the US Congress; not once but several times. He was even flown to the US once to receive medical treatment for a wound he received from a scud missile. I am sure you are savvy enough to know that this was considered ‘highly special’ treatment for a Mujahideen fighter in Afghanistan. Our general was truly loved when it came to our CIA and certain high-level people within the Reagan Administration.

So how good of a military officer was Mr. Wardak? Not a good one – and this assessment seems to be pretty much unanimous. In fact, this is how he’s been known in that part of the world: “… in the 1980’s, he had garnered a reputation as one of the least accomplished commanders of the American-backed Mujahideen resistance to Soviet occupation forces.” If you enter the circles within the Washington DC Afghani diaspora, and if you get close enough to hear the hushed comments, you’d be able to make out words like ‘corrupt,’ ‘ties to drug-running warlords,’ or ‘Afghan mafia.’ But for some ‘mysterious’ reasons our Central Intelligence Agency and hard-core Neocons within our foreign policy arena had deemed this general ultra special and important…

Once Upon a Time a Godmother of Neocons…

JeaneKirkpatrickOnce Upon a time there was a woman named Jeane Kirkpatrick, who didn’t really look like a woman but it never mattered, in fact it may have helped her. Jeane was a Democrat, and then, later, she became a Republican. She was on President Reagan’s National Security Council, on the Foreign Intelligence Advisory Board, and of course the Defense Policy Review Board. She became the US Ambassador to the United Nations; appointed by President Reagan. Ms. Kirkpatrick was a fellow at the American Enterprise Institute (AEI). She was a hard-core anti-communist, and she was a hawk. But most importantly, she was the woman whom people considered and labeled the Godmother of Neocons.

Ms. Kirkpatrick died in 2006, and here is a widely witnessed account of those who shed the most tears:

Until the end, she was a cherished mentor to the neo-conservatives. John Bolton – Bush’s outgoing ambassador to the UN and of all her successors there the one who most closely resembled her – publicly wept as he paid tribute to her last week. Perhaps the tears were at the rubble of his President’s Iraq policy, but also for a remarkable woman.

Before her death, her final ‘known’ government mission was to help pave the way for our preemptive attack on Iraq in 2002:

…in a final mission, kept secret until her death, to meet Arab envoys in Geneva in 2003 to win them over to the impending invasion of Iraq. Her instructions were to argue that pre-emptive war was justified. But Kirkpatrick knew it wouldn’t work. Instead she made the case that Saddam Hussein had flouted the UN too long and too often.

Jeane Kirkpatrick, true to her Grand Neocon title, was a strong believer of ‘the end justifies the means.’ She vehemently disagreed with Secretary of State George Schultz on the Iran-Contra affair, in which she supported skimming money off arms sales to fund the Contras. Everything was kosher to her, whether drugs or illegal arms sales, as long as these means served what she considered to be the goal; an imperial US.

Ms. Kirkpatrick similarly, in fact more vehemently, supported our operations in Afghanistan and Pakistan in the 80s where we backed and trained the Mujahideen against the Soviets. Just like what we sanctioned in Nicaragua, in Afghanistan all deals, no matter how insane or unsavory, were means’ to justify the end. This was one of her mottos most cherished by the hawks and the neocons:

Traditional authoritarian governments are less repressive than revolutionary autocracies.

What went unsaid in that quote, but meant and practiced was: Radical Islam, the Taliban, their Madrasas, their terrorizing of women, their heroin business…are perfectly all right, as long as they are on our side, in our camp, on our payroll, instead of on the other side.

Following her ‘direct’ government career, she returned to academia at Georgetown University where for some reason many well-known Neocons, such as James Woolsey and Douglas Feith, chose to flock. And very characteristically our Jeane Patrick continued her contribution to the practice of Neocon-ism…

Once Upon a Time a spook…

MiltonBeardenOnce upon a time there was man named Milton Bearden, commonly referred to as Milt. He spent his early years in the state of Washington where his father worked on the Manhattan Project. After a few years with the US Air Force he joined the CIA in 1964.

Milt was CIA’s chosen man for their operations in Pakistan and Afghanistan. In fact, from 1986 to 1989, when our country was supporting the Mujahideen, he was one of their main men on the ground, working with this coalition of the Taliban, the Saudis and their main man Bin Laden, and the Pakistani ISI. The Director of the CIA, William Casey, was the one who appointed Milt Bearden for this task. Here is Milt’s own words describing his importance in a not very unusual ex-CIA conceited manner:

For Casey Afghanistan seemed to be possibly one of the keys and so he tapped me one day to go. he said ‘I want you to go to Afghanistan, I want you to go next month and I will give you what ever you need to Win.” To win, yeah he said: “I want you to go out there and win” As opposed to ‘let’s go there and bleed these guys and make it be a Vietnam’, I want you to go and win and whatever you need you can have. He gave me the Stinger Missiles and a billion Dollars!”

He must have done extremely well since he was promoted to CIA Station Chief in Pakistan. In fact he must have done exceedingly well since he was later appointed the chief of the Soviet/East European Division during the collapse of the Soviet Union, and received three glowing medals from the CIA for services rendered.

Milt’s cushy CIA retirement and all those glowing medals must not have been enough, for he then engaged in frenzied marketing and self promotion to get himself entrenched in almost all major US networks and newspapers as a consultant, writer, advisor, and of course as a trusted source – a CIA source to provide quotes and information for scripts at the snap of a finger. He coauthored a book with New York Times reporter James Risen called The Main Enemy. Whether this kind of business arrangement, where a commonly used source partners up with a reporter, presents a conflict of interest or even could be called incestuous, is everyone else’s call.

Most interestingly Mr. Bearden seemed to have lured in the American mainstream media by presenting himself as an outspoken critique of the Bush White House Intelligence policies after the September 11 terrorists’ attack. He suddenly became a major spokesperson on ‘how we created this monster called Osama Bin Laden,’ and the nasty radical Taliban. And the mainstream media couldn’t get enough of him. Ironically, he happened to be the man after William Casey and Neocons’ Jeane Kirkpatrick’s own hearts in creating the Bin Laden monster, bolstering the radical Taliban brand of Islamism in Afghanistan and Pakistan, and kosherizing all dirty deeds as means to justify the end(s). He didn’t get those medals or promotions for nothing!

Not only that, Mr. Bearden’s speeches and writings seemed to have received the approval of the CIA and the Bush administration. As we all know you don’t get to publish uncensored and unredacted books as an ex-CIA man unless they want you to. This didn’t seem to raise a single eyebrow in the US media or pseudo activist organizations and think tanks.

While cashing in on his CIA past and government approved public persona within the US media, he quietly began to court the Ex-Taliban carpetbagger crowd in Washington DC in order to tap in to the billions of dollars war market cookie jars…

The son, and then the circle all came together…

FourPhotoCollageOur General Wardak disappeared from the Afghan scene at the beginning of the civil war in the 1990s. He brought his family to the United States where he settled comfortably with enough wealth from undetermined sources, and he enrolled his son, Hamed, in Georgetown University.

Hamed Wardak, a quite chubby and ambitious young man, arrived at Georgetown University, and by the time he got to his senior level he was taken under the wings of one of his professors as her protégé. That professor was none other than our Jeane Kirkpatrick, the proud Godmother of the Neocons. Our savvy readers will understand that this was not due to chance and Hamed’s stars being all aligned. After all, his General father had done his job well serving Kirkpatrick’s and other Neocons’ foreign policy objectives at all costs in Afghanistan and Pakistan. As mentioned earlier, his General father was flown to the US several times and coached by this crowd to give speeches before the US Congress to obtain funds for their overt and covert operations involving the Saudis, Pakistanis and Taliban. So no, these relationships don’t evaporate and disappear. Wardak and his family were accommodated quite well after they were brought to the US, and the Neocons’ future plans for Afghanistan would have plenty of roles for the Wardak family to fill.

Wardak Junior was a known figure among the radical pro-Taliban sympathizers in Washington DC circles. Here are a few quotes from an excellent piece written on the Wardak(s) and Karzai(s):

During this period, he flirted with pro-Taliban sympathies, due both to his ethnic Pashtun fervor and peer pressure from young DC-area extremists.

Gradually, however, Hamed came under the influence of Kirkpatrick’s philosophical soul mates, notably Marin Strmecki, a Republican essayist and political facilitator with the Smith Richardson Foundation. Strmecki worked at the Pentagon under Dick Cheney in the first Bush administration, along with Lewis “Scooter” Libby – and Zalmay Khalilzad. It was during Hamed Wardak’s reappraisal of the world, via these American political heavyweights, that he came into contact with a group of upwardly-mobile players on Washington’s Afghan-American scene: the Karzais; specifically, two of the six Karzai boys – Qayum and Mahmood. Unlike their younger brother Hamid, who had spent much of his life in Pakistan, Mahmood and Qayum were accomplished US-based businessmen.”

The Karzai brothers took a great interest in Wardak Junior, and he enjoyed the benefits of the Karzais’ flashy and high-flying friends. After the September 11 Terror Attacks, the Karzais made Hamed the Vice President of the Afghan-American Chamber of Commerce, which was founded by Mahmood Karzai. As I mentioned briefly in my piece, our Neocon Ex-Congressman Don Ritter happens to be the co-founder of this organization. Hamed was also appointed to an advisor’s post with President Karzai’s first Finance Minister, Ashraf Ghani. No small accomplishment for the barely 30 year old Hamed!

Hamed Wardak’s most productive venture in tapping into the US Defense Sector Pot(s) of Gold began with joining a Washington DC contracting firm, Technologists Inc., founded by Aziz Azimi, who happened to be a very close buddy of Qayum Karzai. Here is a further detail on this by e-Ariana:

Hamed Wardak’s new alliances proved extraordinarily advantageous as George W. Bush launched his “war on terror,” particularly with Khalilzad and Strmecki enjoying direct access to Vice-President Dick Cheney’s office.”

Do you want to check out the kind of contracts, the kind of millions, we are talking about with Technologists Inc.? Here is one for you:

Technologists, Inc., Rosslyn, Va., was awarded on Jan. 5, 2009, a $96,090,519 firm fixed price contract for the construction of an Afghanistan National Police National Training Center. Work will be performed in Maydan Wardak, Afghanistan, and is expected to be completed by Mar. 31, 2011. Contract funds will not expire at the end of the current fiscal year. Web bids were solicited on Oct. 1, 2008, and 13 bids were received. U.S. Army Engineer District, Afghanistan, is the contracting activity (W917PM-09-C-0005).

That’s right. Just one of these contracts is worth nearly $100 million for connected Afghan carpetbaggers cashing in on wars suffered by ordinary American tax payers and US soldiers.

Back to the Wardaks and Karzais:

By the time Khalilzad took up his ambassadorship to Kabul in Dec. 2004, Strmecki had been appointed Rumsfeld’s “Afghanistan Policy Co-ordinator.” That same month, Karzai removed his Minister of Defence, the Northern Alliance’s Mohammed Fahim, a Tajik. Faim’s replacement: Rahim Wardak.

You heard it right. Our General Wardak was promoted and taken back to Afghanistan to serve in Karzai’s regime as the Minister of Defense. Was he given citizenship when he was brought back to the US to settle? No one is really talking. Did anyone in Afghanistan question having US citizens in their quasi democratic government posts? No one in the US media is reporting. If you are trusted within the Afghan diaspora in the DC area you’ll hear hushed comments about Wardak, his corrupt practices, and the rumors, fairly consistent rumors, of his close connections to the poppy world.

Back to Wardak Junior in Washington DC; With his dad now in Afghanistan as the Defense Minister, and with his Karzai partners and friends, he was busy running from one pot of gold to another:

During this period, Hamed Wardak’s Washington DC-based firm, Technologists Inc. (Ti), benefited from several large contracts, some arranged directly with the US Defense Department, others via the Afghan Ministry of Defence. Ti’s website boasts that it was the first Afghan-American firm to be awarded a prime contract by the US government. Its portfolio has been fattened by a cornucopia of construction projects, including border crossing stations and the ANA’s Logistics and Command Headquarters, a counter-narcotics “campus” where the US Drug Enforcement Agency and its Afghan counterparts will be based [Emphasis Added] cell block renovations to Kabul’s huge Pul-i-Charkhi prison, and three industrial parks.

Now recall the hushed voices about our General Wardak’s possible shady connections to heroin and mafia in Afghanistan among the Afghani diaspora in the Washington DC area. Now this same general happens to become the Minister of Defense, while his son runs companies with contracts for services rendered to our very own US Drug Enforcement Agency in Afghanistan, which is supposed to be fighting the heroin trade over there. Could it get more ridiculous and ironic than this?!

Of course it can. As I was working on this piece this New York Times headline popped up on my screen:

KABUL, AfghanistanAhmed Wali Karzai, the brother of the Afghan president and a suspected player in the country’s booming illegal opium trade, gets regular payments from the Central Intelligence Agency, and has for much of the past eight years, according to current and former American officials.

The agency pays Mr. Karzai for a variety of services, including helping to recruit an Afghan paramilitary force that operates at the C.I.A.’s direction in and around the southern city of Kandahar, Mr. Karzai’s home. The financial ties and close working relationship between the intelligence agency and Mr. Karzai raise significant questions about America’s war strategy, which is currently under review at the White House.

The ties to Mr. Karzai have created deep divisions within the Obama administration. The critics say the ties complicate America’s increasingly tense relationship with President Hamid Karzai, who has struggled to build sustained popularity among Afghans and has long been portrayed by the Taliban as an American puppet. The C.I.A.’s practices also suggest that the United States is not doing everything in its power to stamp out the lucrative Afghan drug trade, a major source of revenue for the Taliban.

I am not going to get side tracked and criticize this NY Times article and its timing. After all, Karzai’s heroin connection and mafia characters have been known for a long time. The New York Times piece is probably timed and written to serve a draft or new operation plan for Afghanistan where we’ll be installing another crook to replace Karzai, but this new crook will be handpicked by this administration and enrich their slate of contractors…

Okay, so now we have Hamed Wardak with his Defense Minister father’s rumored heroin past and present, we have his extremely close ties to the Karzais with their heroin and crime network and connections. In a good and just world this would mean the end of Wardak. But that’s not the kind of world we live in. Hamed and his companies and connections, both in Afghanistan and in the US, are still cashing in; big time.

Here is one of our characters who hasn’t made an appearance for several pages: Milt Bearden, the EX-CIA Rambo in Afghanistan in the 80s, the US media darling on Osama Bin Laden, Afghanistan, Pakistan, Taliban…you name it, the shrewd self promoter with books and movies:

Milt Bearden must have been pretty familiar with our General Wardak since he was on the ground in Afghanistan serving his masters at the CIA and the Whitehouse, including the great advocator of ‘use any means,’ our Godmother of Neocons, Jeane Kirkpatrick. Operation Cyclone must certainly have brought him in contact with involved Taliban Generals, including our General, Osama Bin Laden, and other key ISI operators, and his dealings must certainly have included the major heroin operations tapped into to further fund these ‘freedom fighters.’ In fact, our Spook dealt extensively with Hekmatyar, who is considered one of the biggest, if not the biggest, Heroin Operator in Afghanistan – which supplies 90% of the world’s Heroin:

One U.S. official who had considerable dealings with Mr. Hekmatyar was Milt Bearden, who during the Soviet occupation ran the U.S. Central Intelligence Agency’s covert program in Afghanistan. He says Mr. Hekmatyar struck him as “quirky and paranoid.”

Thus, it shouldn’t come as any surprise that our Ex-Spook took an interest in our General’s son, and translated this interest into a close business partnership when our young and chubby Hamed Wardak got closer and closer to big Pots of Gold in Washington DC and his father made it to the Defense Minister position in Afghanistan.

After Hamed Wardak left Technologists Inc. to go further in tapping the US Defense Contractor Gold Pots, and to set up various other front businesses in Afghanistan, many of which happen to be in security sectors, he formed a new front organization, Campaign for a US-Afghan Partnership. Guess who he appointed as the top man for the Board of this ambigious organization? That’s right, none other than our ex-spook, media supplier, Milton Bearden. What exactly this organization does, no one really knows, which should go as another credit to our Mr. Bearden’s CIA background in keeping things convoluted and secretive.

Rumors from the Ex-CIA community in the DC area point to another highly lucrative Wardak company paid by US tax payers, NCL, in Kabul, and hint that their buddy Milt may have been playing a major role there. Because of Mr. Bearden’s cozy relationships no one in the media has been looking for these deeper engagements and lucrative partnerships between him and Hamed Wardak.

With their intimate relationship and close ties with the Bush Whitehouse, especially Rumsfeld and Dick Cheney’s quarters, the Wardaks and Karzais ran from one pot of gold to another, filled their pockets and probably Swiss accounts, while the conditions kept worsening in Afghanistan, resulting in more civilian deaths and injured, and more US troop casualties there. Then, the Bush-Cheney era came to an end…

If you are holding your breath for our New President to act differently than his predecessor in enriching Wardaks-like carpetbagger war profiteers, go ahead – inhale and exhale. Hamed Wardak has been a supporter of both Hillary Clinton and President Obama, who between them received a total of $20,000 from Mr. Wardak in 2008. A naïve out of Washington person would scratch his head and ask ‘With all these ties, close connections and friendship with Bush Neocons such as Rumsfeld and Khalilzad, why the heck would he support and pay the Obama camp?’ Washington circle people would never ask such questions. They know very well how things are, that each establishment-based administration has its own set of neocons, hawks, and war profiteers.

Soon we’ll know who our new administration has in mind to replace Karzai’s regime. Will it be an insider like our General Wardak? Certainly not impossible. He’s been the man for decades, and they’ve invested a lot in him and his son, and enriched him and his family tremendously. Will it be another puppet just like Karzai but with a new face? Certainly possible. That would mean another group of carpetbagger war profiteers entering the market to grab the pots of gold financed by us, while the Karzais and Wardaks go away and enjoy their hundreds of millions of dollars stashed somewhere.

No matter what, with this kind of foundation, nothing will change for us, the ordinary Americans. Our tax dollars will go to the Wardaks or Wardaks-like parasites. Our soldiers will lose arms and legs, or their lives. The Afghani civilians will continue to suffer death, destruction, and chaos. Because the story of the General, his son, a spook, and the Godmother of Neocons, is only one of hundreds out there, and as long as we sit on the sideline, watch, and do nothing, there will be hundreds, or thousands more in this story, albeit with different faces and names.

The true intentions behind the US-Colombia Military Agreement

The true intentions behind the
US-Colombia Military Agreement *

AN official document from the Department of the US Air Force reveals that the military base in Palanquero, Colombia will provide the Pentagon with "…an opportunity for conducting full spectrum operations throughout South America…" This information contradicts the explanations offered by Colombian President Alvaro Uribe and the U.S. State Department regarding the military agreement signed between the two nations this past October 30. Both governments have publicly stated that the military agreement refers only to counter-narcotics and counterterrorism operations within Colombian territory. President Uribe has reiterated numerous times that the military agreement with the U.S. will not affect Colombia’s neighbors, despite constant concern in the region regarding the true objectives of the agreement. But the U.S. Air Force document, dated May 2009, confirms that the concerns of South American nations have been right on target. The document exposes that the true intentions behind the agreement are to enable the U.S. to engage in "full spectrum military operations in a critical sub-region of our hemisphere where security and stability is under constant threat from narcotics funded terrorist insurgencies…and anti-US governments…"

The military agreement between Washington and Colombia authorizes the access and use of seven military installations in Palanquero, Malambo, Tolemaida, Larandia, Apíay, Cartagena and Málaga. Additionally, the agreement allows for "the access and use of all other installations and locations as necessary" throughout Colombia, with no restrictions. Together with the complete immunity the agreement provides to US military and civilian personnel, including private defense and security contractors, the clause authorizing the US to utilize any installation throughout the entire country - even commercial airports, for military ends, signifies a complete renouncing of Colombian sovereignty and officially converts Colombia into a client-state of the U.S.

The Air Force document underlines the importance of the military base in Palanquero and justifies the $46 million requested in the 2010 budget (now approved by Congress) in order to improve the airfield, associated ramps and other installations on the base to convert it into a U.S. Cooperative Security Location (CSL). "Establishing a Cooperative Security Location (CSL) in Palanquero best supports the COCOM’s (Command Combatant’s) Theater Posture Strategy and demonstrates our commitment to this relationship. Development of this CSL provides a unique opportunity for full spectrum operations in a critical sub-region of our hemisphere where security and stability is under constant threat from narcotics funded terrorist insurgencies, anti-US governments, endemic poverty and recurring natural disasters."

It’s not difficult to imagine which governments in South America are considered by Washington to be "anti-US governments". The constant aggressive declarations and statements emitted by the State and Defense Departments and the US Congress against Venezuela and Bolivia, and even to some extent Ecuador, evidence that the ALBA nations are the ones perceived by Washington as a "constant threat". To classify a country as "anti-U.S." is to consider it an enemy of the United States. In this context, it’s obvious that the military agreement with Colombia is a reaction to a region the U.S. now considers full of "enemies".

COUNTERNARCOTICS OPERATIONS ARE SECONDARY

Per the U.S. Air Force document, "Access to Colombia will further its strategic partnership with the United States. The strong security cooperation relationship also offers an opportunity for conducting full spectrum operations throughout South America to include mitigating the Counter-narcotics capability." This statement clearly evidences that counter-narcotics operations are secondary to the real objectives of the military agreement between Colombia and Washington. Again, this clearly contrasts the constant declarations of the Uribe and Obama governments insisting that the main focus of the agreement is to combat drug trafficking and production. The Air Force document emphasizes the necessity to improve "full spectrum" military operations throughout South America – not just in Colombia – in order to combat "constant threats" from "anti-U.S. governments" in the region.

PALANQUERO IS THE BEST OPTION FOR CONTINENTAL MOBILITY

The Air Force document explains that "Palanquero is unquestionably the best site for investing in infrastructure development within Colombia. Its central location is within reach of…operations areas…its isolation maximizes Operational Security (OPSEC) and Force Protection and minimizes the US military profile. The intent is to leverage existing infrastructure to the maximum extent possible, improve the US ability to respond rapidly to crisis, and assure regional access and presence at minimum cost. Palanquero supports the mobility mission by providing access to the entire South American continent with the exception of Cape Horn…"

ESPIONAGE AND WARFARE

The document additionally confirms that the U.S. military presence in Palanquero, Colombia will improve the capacity of espionage and intelligence operations, and will allow the U.S. armed forces to increase their warfare capabilities in the region. "Development of this CSL will further the strategic partnership forged between the U.S. and Colombia and is in the interest of both nations…A presence will also increase our capability to conduct Intelligence, Surveillance and Reconnaissance (ISR), improve global reach, support logistics requirements, improve partnerships, improve theater security cooperation and expand expeditionary warfare capability."

The language of war included in this document evidences the true intentions behind the military agreement between Washington and Colombia: they are preparing for war in Latin America. The past few days have been full of conflict and tension between Colombia and Venezuela. Just days ago, the Venezuelan government captured three spies from the Colombian intelligence agency, DAS, and discovered several active destabilization and espionage operations against Cuba, Ecuador and Venezuela. The operations - Fénix, Salomón and Falcón, respectively, were revealed in documents found with the captured DAS agents. Approximately two weeks ago, 10 bodies were found in Táchira, a border zone with Colombia. After completing the relevant investigations, the Venezuelan government discovered that the bodies belonged to Colombian paramilitaries infiltrated inside Venezuelan territory. This dangerous paramilitary infiltration from Colombia forms part of a destabilization plan against Venezuela that seeks to create a paramilitary state inside Venezuelan territory in order to break down President Chávez’s government.

The military agreement between Washington and Colombia will only increase regional tensions and violence. The information revealed in the U.S. Air Force document unquestionably evidences that Washington seeks to promote a state of warfare in South America, using Colombia as its launching pad. Before this declaration of war, the peoples of Latin America must stand strong and unified. Latin American integration is the best defense against the empire’s aggression.

*The US Air Force document was submitted in May 2009 to Congress as part of the 2010 budget justification. It is an official government document and reaffirms the authenticity of the White Book: Global Enroute Strategy of the U.S. Air Mobility Command, which was denounced by President Chávez during the UNASUR meeting in Bariloche, Argentina this past August 28. ANY person who is even moderately well-informed can immediately see that the sugar-coated "Complementation Agreement for Defense and Security Cooperation and Technical Assistance between the Governments of Colombia and the United States," signed on October 30 and made public in the afternoon of November 2 amounts to the annexation of Colombia to the United States.

The agreement puts theoreticians and politicians in a predicament. It would not be honest to remain silent now and speak later about sovereignty, democracy, human rights, freedom of opinion and other delights, when a country is being devoured by the empire with the same ease as a lizard catching a fly. This concerns the Colombian people, self-sacrificing, hard-working and combative. I searched for a digestible justification within that huge tome and found none whatsoever.

Of 48 pages containing 21 lines each, five are devoted to philosophizing on the reasons behind the shameful takeover that transforms Colombia into an overseas territory. They are all based on agreements signed with the United States following the assassination of the distinguished progressive leader Jorge Eliécer Gaitán on April 9, 1948, and the creation of the Organization of American States on April 30, 1948, debated by the foreign ministers of the region, who met in Bogotá under the baton of the United States during those tragic days in which the Colombian oligarchy cut short the life of that leader which sparked off the armed struggle in that country.

The Military Assistance Agreement between the Republic of Colombia and the United States in April, 1952; the one related to "Army, Navy and Air Force Missions by the United States", signed on October 7, 1974; the 1988 United Nations Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances; the United Nations Convention Against Transnational Organized Crime of 2000; the 2001 Security Council Resolution of 2001 and the Inter-American Democratic Charter; the Democratic Security and Defense Policy resolution and others are evoked in the aforementioned document. None of them can justify converting a country covering 1,141,748 square kilometers, situated in the heart of South America, into a U.S. military base. Colombia is 1.6 times larger than Texas, the second largest state of the Union that was snatched from Mexico and later served as a base to violently conquer more than half of that sister nation.

On the other hand, 59 years have passed since Colombian soldiers were sent to far-off Asia to fight alongside Yankee troops against Chinese and Korean combatants in October 1950. What the empire is intending to do today is send them to fight against their brothers in Venezuela, Ecuador, and other Bolivarian and ALBA countries in order to crush the Venezuelan Revolution, as they tried to do with the Cuban Revolution in April 1961.

For more than 18 months prior to the invasion of Cuba, the yanki government supported, armed and used counterrevolutionary bandits in the Escambray mountains in the same way that it is using Colombian paramilitaries against Venezuela today.

When the Bay of Pigs invasion took place, the yanki B-26 aircraft flown by mercenaries operated out of Nicaragua. Their fighter planes were transported to the area of operations aboard an aircraft carrier, and the invaders of Cuban descent who landed at that point were escorted by U.S. warships and marines. Today, their war machinery and troops will be in Colombia, not only posing a threat to Venezuela but to all the states of Central and South America.

It is really very cynical to claim that the infamous agreement is necessary to combat drug-trafficking and international terrorism. Cuba has demonstrated that foreign troops are not needed to prevent the cultivation and trafficking of drugs and to maintain internal order, despite the fact that the United States – the mightiest power on Earth – has promoted, financed and armed the terrorists who for decades have attacked the Cuban Revolution.

The preservation of domestic peace is a fundamental prerogative of every state; the presence of yanki troops in any Latin American country for that purpose represents blatant foreign interference in a country’s internal affairs that will inevitably be rejected by the people.

A simple reading of the document demonstrates not only that Colombian airbases will be in the hands of the yankis, but also civilian airports and ultimately, any facility that could be useful to their armed forces. Radio space is also available to that country; a nation that conveys another culture and other interests that have nothing to do with the Colombian population.

The U.S. Armed Forces will enjoy exceptional prerogatives.

Anywhere in Colombia, the occupiers can commit crimes against Colombian families, property and laws, without having to respond to the country’s authorities; they have taken scandals and diseases to many places, such as the Palmerola military base in Honduras. In Cuba, when they visited the neo-colony, they sat astride the neck of José Martí’s statue in the capital’s Parque Central. The limit set with respect to the total number of soldiers can be modified at the request of the United States, with no restrictions whatsoever. The aircraft carriers and warships that visit the conceded naval bases can take as many crew members as they require and just one of their large aircraft carriers may contain thousands of individuals.

The Agreement, to be extended for successive periods of 10 years, cannot be modified until the end of each period, with a one-year period of notice. What will the United States do if a government such as that of Johnson, Nixon, Reagan, Bush Sr. or Bush Jr. and others like them, is asked to leave Colombia? The yankis have succeeded in ousting dozens of governments in our hemisphere. How long would a government last in Colombia if it announced such intentions?

Latin American politicians are now faced with a very delicate problem: the fundamental duty of explaining their viewpoints on the annexation document. I realize that what is occurring at this decisive moment in Honduras is consuming the attention of the media and the hemisphere’s foreign ministers, but the governments of Latin America cannot overlook the extremely grave and significant problem taking place in Colombia.

I do not harbor the slightest doubt about the reaction of the peoples; they will feel the dagger as it plunges into their most profound sentiments, particularly in Colombia: they will oppose it and never resign themselves to such sacrilege!

Today, the world is facing serious and pressing problems. Climate change is threatening the whole of humanity. European leaders are almost down on their knees begging for some kind of agreement in Copenhagen that will prevent the catastrophe. They are virtually conceding that the Summit will fail to meet its objective of reaching an agreement that will drastically reduce greenhouse gas emissions. They promise to continue fighting to achieve that before 2012; there is a real risk, however, that that cannot be secured before it is too late.

The Third World countries are rightly claiming from the richest and most developed nations hundreds of billion dollars per year to pay for the costs of the climate battle.

Does it make sense for the United States government to invest time and money in building military bases in Colombia to impose its hateful tyranny on our peoples? Along that road, while a disaster is already threatening the world, a greater and more rapid disaster is threatening the empire, and all of it would be the result of the same old system of the exploitation and plunder of the planet.

November 06, 2009 "Information Clearing House" -- -The US government is now so totally under the thumbs of organized interest groups that “our” government can no longer respond to the concerns of the American people who elect the president and the members of the House and Senate. Voters will vent their frustrations over their impotence on the president, which implies a future of one-term presidents. Soon our presidents will be as ineffective as Roman emperors in the final days of that empire.
Obama is already set on the course to a one-term presidency. He promised change, but has delivered none. His health care bill is held hostage by the private insurance companies seeking greater profits. The most likely outcome will be cuts in Medicare and Medicaid in order to help fund wars that enrich the military/security complex and the many companies created by privatizing services that the military once provided for itself at far lower costs. It would be interesting to know the percentage of the $700+ billion “defense” spending that goes to private companies. In American “capitalism,” an amazing amount of taxpayers’ earnings go to private firms via the government. Yet, Republicans scream about “socializing” health care.
Republicans and Democrats saw opportunities to create new sources of campaign contributions by privatizing as many military functions as possible. There are now a large number of private companies that have never made a dollar in the market, feeding instead at the public trough that drains taxpayers of dollars while loading Americans with debt service obligations.
Obama inherited an excellent opportunity to bring US soldiers home from the Bush regime’s illegal wars of aggression. In its final days, the Bush regime realized that it could “win” in Iraq by putting the Sunni insurgents on the US military payroll. Once Bush had 80,000 insurgents collecting US military pay, violence, although still high, dropped in half. All Obama had to do was to declare victory and bring our boys home,
thanking Bush for winning the war. It would have shut up the Republicans.
But this sensible course would have impaired the profits and share prices of those firms that comprise the military/security complex. So instead of doing what Obama said he would do and what the voters elected him to do, Obama restarted the war in Afghanistan and launched a new one in Pakistan. Soon Obama was echoing Bush and Cheney’s threats to attack Iran.
In place of health care for Americans, there will be more profits for private insurance companies.
In place of peace there will be more war.
Voters are already recognizing the writing on the wall and are falling away from Obama and the Democrats. Independents who gave Obama his comfortable victory have now swung against him, recently electing Republican governors in New Jersey and Virginia to succeed Democrats. This is a protest vote, not a confidence vote in Republicans.
Obama’s credibility is shot. And so is Congress’s, assuming it ever had any. The US House of Representatives has just voted to show the entire world that the US House of Representatives is nothing but the servile, venal, puppet of the Israel Lobby. The House of Representatives of the American “superpower” did the bidding of its master, AIPAC, and voted 344 to 36 to condemn the Goldstone Report.
In case you don’t know, the Goldstone Report is the Report of the United Nations Fact Finding Mission on the Gaza Conflict. The “Gaza Conflict” is the Israeli military attack on the Gaza ghetto, where 1.5 million dispossessed Palestinians, whose lands, villages, and homes were stolen by Israel, are housed. The attack was on civilians and civilian infrastructure. It was without any doubt a war crime under the Nuremberg standard that the US established in order to execute Nazis.
Goldstone is not only a very distinguished Jewish jurist who has given his life to bringing people to accountability for their crimes against humanity, but also a Zionist. However, the Israelis have demonized him as a “self-hating Jew” because he wrote the truth instead of Israeli propaganda.
US Representative Dennis Kucinich, who is now without a doubt a marked man on AIPAC’s political extermination list, asked the House if the members had any realization of the shame that the vote condemning Goldstone would bring on the House and the US government. The entire rest of the world accepts the Goldstone report.
The House answered with its lopsided vote that the rest of the world doesn’t count as it doesn’t give campaign contributions to members of Congress.
This shameful, servile act of “the world’s greatest democracy” occurred the very week that a court in Italy convicted 23 US CIA officers for kidnapping a person in Italy. The CIA agents are now considered “fugitives from justice” in Italy, and indeed they are.
The kidnapped person was renditioned to the American puppet state of Egypt, where the victim was held for years and repeatedly tortured. The case against him was so absurd that even an Egyptian judge order his release.
One of the convicted CIA operatives, Sabrina deSousa, an attractive young woman, says that the US broke the law by kidnapping a person and sending him to another country to be tortured in order to manufacture another “terrorist” in order to keep the terrorist hoax going at home. Without the terrorist hoax, America’s wars for special interest reasons would become transparent even to Fox “News” junkies.
Ms. deSousa says that “everything I did was approved back in Washington,” yet the government, which continually berates us to “support the troops,” did nothing to protect her when she carried out the Bush regime’s illegal orders.
Clearly, this means that the crime that Bush, Cheney, the Pentagon, and the CIA ordered is too heinous and beyond the pale to be justified, even by memos from the despicable John Yoo and the Republican Federalist Society.
Ms. deSousa is clearly worried about herself. But where is her concern for the innocent person that she sent into an Egyptian hell to be tortured until death or admission of being a terrorist? The remorse deSousa expresses is only for herself. She did her evil government’s bidding and her evil government that she so faithfully served turned its back on her. She has no remorse for the evil she committed against an innocent person.
Perhaps deSousa and her 22 colleagues grew up on video games. It was great fun to plot to kidnap a real person and fly him on a CIA plane to Egypt. Was it like a fisherman catching a fish or a deer hunter killing a beautiful 8-point buck? Clearly, they got their jollies at the expense of their renditioned victim.
The finding of the Italian court, and keep in mind that Italy is a bought-and-paid-for US puppet state, indicates that even our bought puppets are finding the US too much to stomach.
Moving from the tip of the iceberg down, we have Ambassador Craig Murray, rector of the University of Dundee and until 2004 the UK Ambassador to Uzbekistan, which he describes as a Stalinist totalitarian state courted and supported by the Americans.
As ambassador, Murray saw the MI5 intelligence reports from the CIA that described the most horrible torture procedures. “People were raped with broken bottles, children were tortured in front of their parents until they [the parents] signed a confession, people were boiled alive.”
“Intelligence” from these torture sessions was passed on by the CIA to MI5 and to Washington as proof of the vast al Qaeda conspiracy.
Amb. Murray reports that the people delivered by CIA flights to Uzbekistan’s torture prisons “were told to confess to membership in Al Qaeda. They were told to confess they’d been in training camps in Afghanistan. They were told to confess they had met Osama bin Laden in person. And the CIA intelligence constantly echoed these themes.”
“I was absolutely stunned,” says the British ambassador, who thought that he served a moral country that, along with its American ally, had moral integrity. The great Anglo-American bastion of democracy and human rights, the homes of the Magna Carta and the Bill of Rights, the great moral democracies that defeated Nazism and stood up to Stalin’s gulags, were prepared to commit any crime in order to maximize profits.
Amb. Murray learned too much and was fired when he vomited it all up. He saw the documents that proved that the motivation for US and UK military aggression in Afghanistan had to do with the natural gas deposits in Uzbekistan and Turkmenistan. The Americans wanted a pipeline that bypassed Russia and Iran and went through Afghanistan. To insure this, an invasion was necessary. The idiot American public could be told that the invasion was necessary because of 9/11 and to save them from “terrorism,” and the utter fools would believe the lie.

Guess who the consultant was who arranged with then Texas governor George W. Bush the agreements that would give to Enron the rights to Uzbekistan’s and Turkmenistan’s natural gas deposits and to Unocal to develop the trans-Afghanistan pipeline. It was Karzai, the US-imposed “president” of Afghanistan, who has no support in the country except for American bayonets.

When the Israel Lobby goes on red alert, it becomes the Jewish Lobby

Two votes in the last few days show that when backed to the wall, the powerful Israel Lobby can become even more powerful when it marshals the resources of the worldwide Jewish Lobby. THe two lobbies went into red alert status over the UN report of well-respected South African judge Richard Goldstone, who is Jewish, a self-described Zionist, and trustee of the Hebrew University in Jerusalem, that recommends an independent investigation into Israeli actions in what the report stated amounted to "war crimes, possibly crimes against humanity." Israel's invasion of Gaza, code named "Cast Lead," resulted in the deaths of over 1400 people, many of them children and women.

The reaction of the "twin lobby" to the Goldstone report was quick and fierce. On cue, the Anti-Defamation League's whiny Abe Foxman let loose with a barrage of criticism of Goldstone. From other quarters, Goldstone was accused of being "anti-Semitic" and a "self-hating Jew." The same sort of vitriolic name-calling had been meted out by the Lobby to Mary Robinson, the former Irish President, who served as UN Human Rights Commissioner.

The Israel Lobby, whose political backbone comes from the American Israel Public Affairs Committee (AIPAC), had introduced into the House of Representatives resolution H.R. 867, which called on the Obama administration not only to reject the Goldstone report, also known as "Report of the United Nations Fact Finding Mission on the Gaza Conflict," but block any further consideration of it by the United Nations. On November 3, the House resolution passed by a lopsided 344-36 vote.

AIPAC was supported in its last-minute blitzkrieg of the House by like-minded organizations, including the American Jewish Committee, Jewish Federations of North America, Jewish Institute for National Security Affairs (JINSA), and the Zionist Organization of America.

AIPAC, through its power over campaign donations from wealthy Jews in the United States, can ram any legislation through Congress at a moment's notice. And H.R. 867 was time-sensitive. AIPAC and its allies had to send a message to the Obama administration that it and The Lobby expected strong American opposition to the upcoming UN General Assembly vote on accepting the Goldstone report. The UN vote took place two days later and passed 114 to 18, with 44 abstentions and 16 nations not voting.

With the power of the World Jewish Congress, the European Jewish Congress, and other pressure groups arrayed against them, many small countries dependent on World Bank and International Monetary Fund (both controlled by pro-Israelis, Robert Zoellick and Dominique Strauss-Kahn, respectively), were forced to vote against Goldstone, abstain, or simply not vote at all. Israel proclaimed that the 18 nations that voted against Goldstone represented a "moral majority." Israel, headed up by an expansionist and xenophobic government, in which avowed racist and gangster Avigdor Lieberman serves as Foreign Minister, received a seal of approval not only from the Obama administration but US ambassador to the UN Susan Rice, go daughter of former Secretary of State Madeleine Albright, and Rice's deputy, Alejandro Daniel Wolff, reportedly cajoled various UN delegations to either vote no on Goldstone, abstain, or miss the vote entirely.

However, some countries, like some members of the House, stood up to the immense twin Lobby to vote for Goldstone and reject the threats made by the Lobbies' arm twisters and thumb breakers.

Among those who defied AIPAC and its allies were Representatives Keith Ellison (D-MN), Dennis Kucinich (D-OH), Ron Paul (R-TX), Raul Grijalva (D-AZ), Geoff Davis (D-KY), Lynn Woolsey (D-CA), Barbara Lee (D-CA), Charles Boustany (R-LA), Jim McGovern (D-MA), Tammy Baldwin (D-WI), Maurice Hinchey (D-NY), John Dingell (D-MI), and George Miller (D-CA). Perhaps the greatest courage was shown by Representative Bob Filner (D-CA), who is Jewish, and voted against AIPAC. Previously, Filner admitted the power of AIPAC to punish those members of the House who defied it. Filner cited the electoral losses of Representative Cynthia McKinney (D-GA) and Earl Hilliard (D-AL), who were defeated in their respective Democratic primaries after out-of-state money from wealthy Jewish circles poured into the campaign coffers of their opponents. Representative Donna Edwards (D-MD), who also voted against the AIPAC resolution, faces a similar AIPAC-inspired challenge next year.

Not only is the power of the loan-wielding World Bank and IMF seen in the decision of some countries to abstain or not vote, but the influence-peddling of George Soros, himself a Hungarian Jew by birth, can be seen in the "no" votes of the Czech Republic, Poland, Hungary, Slovakia, Ukraine, Macedonia and the abstention and not voting positions of Bulgaria, Croatia, Estonia, Georgia, Latvia, Lithuania, Montenegro, Moldova, Romania, Kyrggyzstan, and Turkmenistan, nations were Soros's Open Society Institute maintains political sway.

Russia's abstention likely arose from fears that a UN precedent on Israel might be set for other war crimes investigations and Chechnya weighs heavily on Moscow in that respect.

Even with the full-court press by the Israel and Jewish Lobbies, aided by Rice and Wolff at the UN, the yes votes included those of major Latin American nations, including Brazil, Argentina, Mexico, Peru, Chile, and Venezuela, as well as countries that will undoubtedly feel the punch of Jewish Lobby's threats to their tourist industries, including Bahamas, Barbados, St. Lucia, St. Vincent, Dominica, Antigua, Belize, Jamaica, Switzerland, Trinidad and Tobago, Slovenia, Portugal, Singapore, Malta, Cyprus, Ireland, and Grenada.

PART 1: Welcome to Pashtunistan

PARIS - "The horror ... the horror." General Stanley McChrystal, the Pentagon supremo in Afghanistan, is being massively sold in the US as a Zen warrior - a 21st-century stalwart incarnation of the "best and the brightest". But he may be a warrior intellectual more like Colonel Kurz than Captain Willard in Francis Ford Coppola's Apocalypse Now. He led an elite death squad in Iraq and, for all of his Confucius-meets-counter-insurgency social engineering schemes, still appears not to understand what Pashtuns are really all about.

McChrystal remains bemused about why, in Afghanistan, most young Pashtuns decide to become Taliban. Because Kabul is immensely corrupt; because the Americans have bombed their houses or killed their families and friends; because they can improve their social status. They simply won't sell out for (devalued) American dollars. Their infinite drive is geared towards throwing the occupiers out - and re-establishing the Islamic Emirate of Afghanistan, governed by sharia law. In this sense, McChrystal's soldiers are the new Soviets, no different from the Red Army that waged war in Afghanistan during the 1980s.

McChrystal - with all his "secure the population" talk - cannot possibly level with the American public about the Taliban. Afghans know that if you don't mess with the Taliban, the Taliban don't mess with you. If you're an opium poppy grower, the Taliban just collect a little bit of tax on it.

Conquering Pashtun hearts and minds Westmoreland, sorry, McChrystal-style is a no-win proposition. There's nothing McChrystal's non-Pashto speaking soldiers can say or do to counteract a simple Taliban-to-villager one-liner "we're in a jihad to throw out the foreigners".

As for the Taliban/al-Qaeda nexus, the Taliban nowadays simply don't need al-Qaeda, and vice-versa. Al-Qaeda is closely linked with Pakistani outfits, not Afghan, such as Lashkar-e-Taiba. If McChrystal wants to find al-Qaeda jihadis, he should set up shop in Karachi, not in the Hindu Kush.

Over the summer of 2009 alone, 20,000 US and North Atlantic Treaty Organization (NATO) troops, practicing the iron dogma of "clear, hold and build", were able to secure only a third of desert Helmand province. The Taliban control at least 11 provinces in Afghanistan. It's easy to do the math on what it would take to "secure" the other 10 provinces, not to mention the whole country until, well, 2050, as the British high command has been speculating. No wonder Washington is drowning in numbers - rife with speculation that McChrystal wants 500,000 boots on the ground before 2015. If Confucian McChrystal doesn't get them, goodbye counter-insurgency; it's back to a devastating hell from above drone missile war.

If you break it, you control it
The Pentagon as well as NATO will never be cheerleaders for a strong, stable and really independent Pakistan. Washington pressure over Islamabad will never be less than relentless. And then there's the return of the repressed: the chilling Pentagon fear that Islamabad might one day become a full Chinese client state.

Think-tankers in their comfy leather chairs do entertain the dream of the Pakistani state unraveling for good - victim of a clash within the military of Punjabis against Pashtuns. So what's in it for the US in terms of balkanization of AfPak? Quite some juicy prospects - chief of all neutralizing the also relentless Chinese drive for direct land access, from Xinjiang and across Pakistan, to the Arabian Sea (via the port of Gwadar, in Balochistan province).

Washington's rationale for occupying Afghanistan - never spelled out behind the cover story of "fighting Islamic extremism" - is pure Pentagon full spectrum dominance: to better spy on both China and Russia with forward outposts of the empire of bases; to engage in Pipelineistan, via the Trans-Afghan (TAPI) pipeline, if it ever gets built; and to have a controlling hand in the Afghan narco-trade via assorted warlords. Cheap heroin is literally flooding Russia, Iran and Eastern Europe. Not by accident, Moscow regards opium/heroin as the key issue to be tackled in Afghanistan, not Islamic fundamentalism.

As for those think-tankers, they do remain incorrigible. Last week at a Rand-sponsored Afghanistan bash in the Russell Senate Office Building in Washington, former president Jimmy Carter's national security adviser, Zbigniew Brzezinski, the man who gave the Soviets their Vietnam in Afghanistan, announced that he had advised the George W Bush administration to invade Afghanistan in 2001; but he also told then Pentagon supremo, Donald Rumsfeld, that the Pentagon should not stay on "as an alien force". That's exactly what the Pentagon is right now.

And yet, Zbigniew believes the US should not leave Afghanistan; it should "use all our leverage" to force NATO to fulfill the mission - whatever that is. Not surprisingly, Zbigniew couldn't help revealing what the heart of the "mission" really is: Pipelineistan, that is, to build TAPI by any means necessary.

China, India and Russia may agree that a regional - and not an American - solution to Afghanistan may be the only way to go, but still can't agree on how to formalize a proposal which would be offered in the cadre of the Shanghai Cooperation Organization. Li Qinggong, the number two at the China Council for National Security Policy Studies, has been a key voice of this proposal. Washington, not surprisingly, wants to remain unilateral.

It all harks back to a 1997 Brookings Institution publication by Geoffrey Kemp and Robert Harkavy, Strategic Geography and the Changing Middle East, in which they identify an "energy strategic ellipse" with a key node in the Caspian and another in the Persian Gulf, concentrating over 70% of global oil reserves and over 40% of natural gas reserves. The study stressed that the resources in these zones of "low demographic pressure" would be "threatened" by the pressure of billions living in the poor regions of South Asia. Thus the control of the Muslim Central Asian "stans" as well as Afghanistan would be essential as a wall against both China and India.

So all along the watchtower, the princes of war keep their view. That spells balkanization all along. It's full spectrum dominance against the Asian energy security grid. The Pentagon well knows that AfPak is the key land bridge between Iran to the west and China and India to the east; and that Iran has all the energy that both China and India need. The last thing full spectrum dominance wants is to have the AfPak theater subjected to more influence from Russia, China and Iran.

There could not be a more graphic illustration of empire of chaos logic in action than the AfPak theater. While the McChrystal show amuses the galleries, what's really at stake for Washington is how to orchestrate a progressive encirclement of Russia, China and Iran. And the name of the game is not really AfPak - even with all the breaking up and balkanization it may entail. It's all about the New Great Game for the control of Eurasia.

BREAKING NEWS: Official US Air Force Document Reveals the True Intentions Behind the US-Colombia Military Agreement *

An official document from the Department of the US Air Force reveals that the military base in Palanquero, Colombia will provide the Pentagon with “…an opportunity for conducting full spectrum operations throughout South America…” This information contradicts the explainations offered by Colombian President Alvaro Uribe and the US State Department regarding the military agreement signed between the two nations this past October 30th. Both governments have publicly stated that the military agreement refers only to counternarcotics and counterterrorism operations within Colombian territory. President Uribe has reiterated numerous times that the military agreement with the US will not affect Colombia’s neighbors, despite constant concern in the region regarding the true objetives of the agreement. But the US Air Force document, dated May 2009, confirms that the concerns of South American nations have been right on target. The document exposes that the true intentions behind the agreement are to enable the US to engage in “full spectrum military operations in a critical sub-region of our hemisphere where security and stability is under constant threat from narcotics funded terrorist insurgencies…and anti-US governments…”

The military agreement between Washington and Colombia authorizes the access and use of seven military installations in Palanquero, Malambo, Tolemaida, Larandia, Apíay, Cartagena and Málaga. Additionally, the agreement allows for “the access and use of all other installations and locations as necessary” throughout Colombia, with no restrictions. Together with the complete immunity the agreement provides to US military and civilian personnel, including private defense and security contractors, the clause authorizing the US to utilize any installation throughout the entire country - even commercial aiports, for military ends, signifies a complete renouncing of Colombian sovereignty and officially converts Colombia into a client-state of the US.

The Air Force document underlines the importance of the military base in Palanquero and justifies the $46 million requested in the 2010 budget (now approved by Congress) in order to improve the airfield, associated ramps and other installations on the base to convert it into a US Cooperative Security Location (CSL). “Establishing a Cooperative Security Location (CSL) in Palanquero best supports the COCOM’s (Command Combatant’s) Theater Posture Strategy and demonstrates our commitment to this relationship. Development of this CSL provides a unique opportunity for full spectrum operations in a critical sub-region of our hemisphere where security and stability is under constant threat from narcotics funded terrorist insurgencies, anti-US governments, endemic poverty and recurring natural disasters.”

It’s not difficult to imagine which governments in South America are considered by Washington to be “anti-US governments”. The constant agressive declarations and statements emitted by the State and Defense Departments and the US Congress against Venezuela and Bolivia, and even to some extent Ecuador, evidence that the ALBA nations are the ones perceived by Washington as a “constant threat”. To classify a country as “anti-US” is to consider it an enemy of the United States. In this context, it’s obvious that the military agreement with Colombia is a reaction to a region the US now considers full of “enemies”.

COUNTERNARCOTICS OPERATIONS ARE SECONDARY

Per the US Air Force document, “Access to Colombia will further its strategic partnership with the United States. The strong security cooperation relationship also offers an opportunity for conducting full spectrum operations throughout South America to include mitigating the Counternarcotics capability.” This statement clearly evidences that counternarcotics operations are secondary to the real objetives of the military agreement between Colombia and Washington. Again, this clearly contrasts the constant declarations of the Uribe and Obama governments insisting that the main focus of the agreement is to combat drug trafficking and production. The Air Force document emphasizes the necessity to improve “full spectrum” military operations throughout South America – not just in Colombia – in order to combat “constant threats” from “anti-US governments” in the region.

PALANQUERO IS THE BEST OPTION FOR CONTINENTAL MOBILITY

The Air Force document explains that “Palanquero is unquestionably the best site for investing in infrastructure development within Colombia. Its central location is within reach of…operations areas…its isolation maximizes Operational Security (OPSEC) and Force Protection and minimizes the US military profile. The intent is to leverage existing infrastructure to the maximum extent possible, improve the US ability to respond rapidly to crisis, and assure regional access and presence at minimum cost. Palanquero supports the mobility mission by providing access to the entire South American continent with the exception of Cape Horn…”

ESPIONAGE AND WARFARE

The document additionally confirms that the US military presence in Palanquero, Colombia, will improve the capacity of espionage and intelligence operations, and will allow the US armed forces to increase their warfare capabilities in the region. “Development of this CSL wil further the strategic partnership forged between the US and Colombia and is in the interest of both nations…A presence will also increase our capability to conduct Intelligence, Surveillance and Reconnaissance (ISR), improve global reach, support logistics requirements, improve partnerships, improve theater security cooperation and expand expeditionary warfare capability.”

The language of war included in this document evidences the true intentions behind the military agreement between Washington and Colombia: they are preparing for war in Latin America. The past few days have been full of conflict and tension between Colombia and Venezuela. Just days ago, the Venezuelan government captured three spies from the Colombian intelligence agency, DAS, and discovered several active destabilization and espionage operations against Cuba, Ecuador and Venezuela. The operations - Fénix, Salomón and Falcón, respectively, were revealed in documents found with the captured DAS agents. Approximately two weeks ago, 10 bodies were found in Táchira, a border zone with Colombia. After completing the relevant investigations, the Venezuelan government discovered that the bodies belonged to Colombian paramilitaries infiltrated inside Venezuelan territory. This dangerous paramilitary infiltration from Colombia forms part of a destabilization plan against Venezuela that seeks to create a paramilitary state inside Venezuelan territory in order to breakdown President Chávez’s government.

The military agreement between Washington and Colombia will only increase regional tensions and violence. The information revealed in the US Air Force document unquestionably evidences that Washington seeks to promote a state of warfare in South America, using Colombia as its launching pad. Before this declaration of war, the peoples of Latin America must stand strong and unified. Latin American integration is the best defense against the Empire’s aggression.
