THE ROVING EYE NATO attacks! By Pepe Escobar  First thing we do, let's kill all the myths. The North Atlantic Treaty Organization is nothing but the Security Council of the Empire of Chaos.  You don't need to be a neo-Foucault hooked on Orwellian/Panopticon practices to admire the hyper-democratic"ring of steel" crossing average roads, parks and even ringing castle walls to "protect" dozens of NATO heads of state and ministers, 10,000 supporting characters and 2,000 journalists from the real world in Newport, Wales - and beyond.  NATO's summit in Wales also provides outgoing secretary-general Anders "Fogh of War" Rasmussen the chance to display his full attack dog repertoire. It's as if he's auditioning for a starring role in a remake of Tim Burton's epic Mars Attacks!  Fogh of War is all over the place, talking "pre-positioning of supplies, equipment" - euphemism for weapons; boosting bases and headquarters in host countries; and touting a 10,000-strong, rapid reaction "spearhead" force to respond to Russian "aggression" and deployable in a maximum of five days.  Meanwhile, in a bad cop-bad cop routine, outgoing president of the European Commission, outstanding mediocrity Jose Manuel Barroso, leaked that Russian President Vladimir Putin told him over the phone later last week he could take Kiev in a fortnight if he wanted.  Well, Putin could. If he wanted. But he doesn't want it. What matters is what he told Rossiya state TV; that Kiev should promote inclusive talks about the future statute of Eastern Ukraine. Once again, the Western spin was that he was advocating the birth of a Novorossiya state. Here, The Saker analyzes in detail the implications of what Russia really wants, and what the Novorossiya forces really want.  With Lithuanian president Dalia Grybauskaite predictably spinning that Russia is "at war with Europe", and British Prime Minister David Cameron evoking - what else - Munich 1938 (Chamberlain appeasing Hitler), Fogh of War has had all the ammo he needs to sell his Einsatzgruppen. Cynics are excused to believe NATO's spearhead force is actually The Caliph's IS goons raising hell in "Syraq".  Warmongering, though, is not an easy sell in a crisis-hit EU these days. Not only Germany, but also France, Italy, Spain, Romania, Hungary and even Poland have expressed "reluctance" one way or another to back NATO's strategy of a more "robust" presence in Eastern Europe and the Baltic. Moreover, the Empire of Chaos and its Brit junior partner in the "special relationship" want everyone to shell out more cash (a minimum of 2% of GDP). Even as the EU is facing no less than its third recession in five years.  The bottom line is there will be no more rotation on NATO's Eastern front. Legally, the set up cannot be defined as "permanent", because it will go against a 1997 NATO-Russia pact. But it will be permanent. That applies to Szczecin, in Poland, near the Baltic, and the so-called multinational Corps Northeast - land, air and sea. Estonia and Latvia for all practical purposes are being touted as "Putin's next targets". And defending them from "Russian aggression" is NATO's new red line.  Additionally, Finland and Sweden may sign NATO Host Nation agreements. This implies NATO forces may use Swedish and Finnish territory in the future on the way to what's hazily referred to as "operations". At least deployment of foreign troops still needs parliamentary approval - and Swedes and Finns are bound to raise eyebrows.  No R2P for you, buddy  Even with all this Mars Attacks! hysteria, NATO in thesis won't discuss Ukraine in depth in Wales - or an imminent R2P ("responsibility to protect") Ukraine from the remixed "Evil Empire" (copyright Ronnie Reagan). But there will be "military consultations" and a bit of cash shelled out to the Kiev military - who are having their (bankrupt) collective behind solemnly kicked by the federalist/separatist forces in Eastern Ukraine as much as NATO had theirs kicked by a bunch of Pashtuns with Kalashnikovs in Afghanistan.  By the way, the latest US$1.4 billion the International Monetary Fund shelled out to Ukraine - the Mobster-style interest will hit much later - will be used by an already bankrupt Kiev mostly to pay for a bunch of T-72 tanks it bought from Hungary. Money for nothing, tanks for free.  Ukraine, it must be stressed, is not a NATO member. Technically, every NATO bureaucrat in Brussels admits that a candidate country must request membership. And countries with regions mired in an international dispute are not accepted. So Ukraine would only be considered if Kiev gave up Crimea. It's not going to happen.  Still, Washington's obsessive play to annex Ukraine to NATO will keep marching on (in the matter of accession, by the way, the European Union would issue a firm "no"). Outgoing Prime Minister Arseniy “Yats” Yatsenyuk as well as President Poroshenko, are desperate for a NATO intervention, or at least Ukraine being accepted as some form of privileged ally. Yats expects "monumental decisions from our Western partners at the summit". In vain.  NATO somehow is already in Ukraine. A NATO cyber center group has been in Kiev since March, operating in the building of the Council of National Security and Defense. So it is a bunch of NATO bureaucrats who actually determine the news agenda in Ukraine - and the non-stop demonization of all things Russia.  Ukraine is all about Germany now. Berlin wants a political solution. Fast. Berlin wants Russian gas flowing via Ukraine again. Fast. Berlin does not want US missile defense in Eastern Europe - no matter what the Baltic states scream. That's why Poroshenko's latest "Invasion! Invasion! Invasion!" craze is nothing but pure desperation by a lowly, bankrupt vassal of the Empire of Chaos. Of course that does not prevent Fogh of War - who got the NATO job because he was an enthusiastic cheerleader of the rape of Iraq - to keep crying "Invasion!" till all Danish retrievers come home.  Real deal And then there's NATO's recent record. An ignominious defeat in Afghanistan. A "humanitarian" bombing that reduced once-stable Libya to a miserable failed state immersed in total anarchy and ravaged by rabid militias. Not exactly fabulous PR for NATO's future as a coalition assembly line with global "vocation", capable of pulling off expeditionary wars all around the world by creating the appearance of a military and political consensus unified by - what else - an Empire of Chaos doctrine: NATO's "strategic concept" approved at the 2010 Lisbon summit. (See US a kid in a NATO candy store, Asia Times Online, November 25, 2010.)  Since those go-go "Bubba" Clinton years; through the "pre-emptive" Dubya era; and now under the R2P dementia of Obama's warring Medusas (Rice, Power, Hillary), the Pentagon dreams of NATO as global Robocop, dominating all the roles embodied by the UN and the EU in terms of security. This has absolutely nothing to do with the original collective defense of NATO signatories against possible territorial attacks. Oh, sorry; we forgot the attacks by those (non-existent) nuclear missiles deployed by evil Iran.  The Ukraine battleground at least has the merit of showing the alliance is naked. For the Full Spectrum Dominance Pentagon, what really matters above all is something that's been actually happening since the fall of the Soviet Union; unlimited NATO expansion to the westernmost borders of Russia.  The real deal this September is not NATO. It's the SCO's summit. Expect the proverbial tectonic shifts of geopolitical plaques in the upcoming meeting of the Shanghai Cooperation Organization - a shift as far-reaching as when the Ottoman empire failed at the gates of Vienna in 1683. On the initiative of Russia and China, at the SCO summit, India, Pakistan, Iran and Mongolia will be invited to become permanent members. Once again, the battle lines are drawn. NATO vs SCO. NATO vs BRICS. NATO vs Global South. THE ROVING EYE A chessboard drenched in blood By Pepe Escobar "The intelligence and facts were being fixed around the policy." Everyone remembers the Downing Street Memo, which unveiled the Bush/Blair "policy" in the run-up to the 2003 bombing/invasion/occupation of Iraq. The "policy" was to get rid of Saddam Hussein via a lightning war. The justification was "terrorism" and (non-existent) weapons of mass destruction (WMD), which had "disappeared", mounted in trucks, deep into Syria. Forget about intelligence and facts. The tragedy of MH17 - turned, incidentally, into a WMD - might be seen as a warped rerun of imperial policy in Iraq. No need for a memo this time. The "policy" of the Empire of Chaos is clear, and multi-pronged; diversify the "pivot to Asia" by establishing a beachhead in Ukraine to sabotage trade between Europe and Russia; expand the North Atlantic Treaty Organization to Ukraine; break the Russia-China strategic partnership; prevent by all means the trade/economic integration of Eurasia, from the Russia-Germany partnership to the New Silk Roads converging from China to the Ruhr; keep Europe under US hegemony. The key reason why Russian President Vladimir Putin did not "invade" Eastern Ukraine - as much as he's been enticed to by Washington/NATO - to stop a US military adviser-facilitated running slaughter of civilians is that he does not want to antagonize the European Union, Russia's top trading partner. Crucially, Washington's intervention in Kosovo invoking R2P - Responsibility to Protect - was justified at the time for exactly the same reasons a Russian intervention in Donetsk and Luhansk could be totally justified now. Except that Moscow won't do it - because the Kremlin is playing a very long game. The MH17 tragedy may have been a horrendous mistake. But it may also have been a desperate gambit by the Kiev minions of the Empire of Chaos. By now, Russian intel may have already mastered the key facts. Washington's predictable modus operandi was to shoot from the hip, igniting and in theory winning the spin war, and doubling down by releasing the proverbial army of "top officials" brimming with social media evidence. Moscow will take time to build a meticulous case, and only then lay it out in detail. Hegemony lost The Big Picture spells out the Empire of Chaos elites as extremely uneasy. Take Dr Zbigniew "The Grand Chessboard" Brzezinski, who as a former foreign policy mentor has the ears of the increasingly dejected White House paperboy. Dr Zbig was on CNN this Sunday challenging Europe's leaders to "stand up to Putin". He wonders if "Europe wants to become a satellite" and worries about "a moment of decisive significance for the future of the system - of the world system". And it's all Putin's fault, of course: "We're not starting the Cold War. He [Putin] has started it. But he has gotten himself into a horrendous jam. I strongly suspect that a lot of people in Russia, even not far away from him who are worried that Russia's status in the world is dramatically being undermined, that Russia's economically beginning to fail, that Russia's threatened by the prospect of becoming a satellite to China, that Russia's becoming self-isolated and discredited." Obviously Dr Zbig is blissfully unaware of the finer points of the Russia-China strategic partnership, as well as their concerted voice inside the BRICS, the G-20 and myriad other mechanisms. His trademark Russophobia in the end always gets the better of him. And to think that in his latest book, Strategic Vision (2012), Dr Zbig was in favor of an enlarged "West" annexing Turkey and Russia, with the Empire of Chaos posing as "promoter" and "guarantor" of broader unity in the West, and a "balancer" and "conciliator" between the major powers in the East. A quick look at the record since 2012 - Libya, Syria, Ukraine, encirclement of China - reveals the Empire of Chaos only as fomenter of, what else, chaos. Now compare a fearful Dr Zbig with Immanuel Wallerstein - who was a huge influence in my 2007 warped geopolitical travel bookGlobalistan. In this piece (in Spanish) Wallerstein argues that the Empire of Chaos simply can't accept its geopolitical decadence - and that's why it has become so dangerous. Restoring its hegemony in the world-system has become the supreme obsession; and that's where the whole "policy" that is an essential background to the MH17 tragedy reveals Ukraine as the definitive do or die battleground. In Europe, everything hinges on Germany. Especially after the National Security Agency scandal and its ramifications, the key debate raging in Berlin is how to position itself geopolitically bypassing the US. And the answer, as pressed by large swathes of German big business, lies in a strategic partnership with Russia. Show me the missile Slowly, with no hype and no spin, the Russian military are starting to deliver the goods. Here, courtesy of the Vineyard of The Saker blog, is their key presentation so far. As The Saker put it, Russia had - and has - a "20/20 radar vision", or full spectrum surveillance, on everything going on in Ukraine. And so, arguably, does NATO. What the Russian Ministry of Defense is saying is as important as the clues it is laying out for experts to follow. The damaged MH17 starboard jet engine suggests a shape charge from an air-to-air missile - and not a Buk; that's consistent with the Russian Ministry of Defense presentation graphically highlighting an Ukrainian SU-25 shadowing MH17. Increasingly, the Buk scenario - hysterically peddled by the Empire of Chaos - is being discarded. Not to mention, again, that not a single eyewitness saw the very graphic, thick missile trace that would have been clearly visible had a Buk been used. Way beyond the established fact of a Ukrainian SU-25 trailing MH17, plenty of unanswered questions remain, some involving a murky security procedure at Amsterdam's Schiphol airport - where security is operated by ICTS, an Israeli company based in The Netherlands and founded by former officers from the Israeli Shin Bet intel agency. And then there is the unexplained presence of "foreign" advisors in Kiev's control tower.  As much as Bashar al-Assad in Syria had absolutely no motive to "gas his own people" - as the hysterical narrative went at the time - the Eastern Ukraine federalists have no motive to down a civilian airliner. And as much as Washington doesn't give a damn about the current civilian slaughter in Gaza, it doesn't give a damn about the MH17 civilian deaths; the one and only obsession is to force Europeans to sanction Russia to death. Translation: break up Europe-Russia commercial and geopolitical integration. One week before the MH17 tragedy, the Russian Institute of Strategic Studies was already sounding the alarm concerning the Empire of Chaos's "policy" and its refusal to "adhere to the principles and norms of international law and the rules and spirit of the existing system of international relations". Moscow, in building its case on the MH17 tragedy, will bide its time to debunk Kiev's claims and maximize its own credibility. The game now moves to the black boxes and the cockpit voice recorder. Still Ukraine will remain the do or die battlefield - a chessboard drenched in blood. THE ROVING EYE The new Great (Threat) Game in Eurasia By Pepe Escobar In Ukraine, the West supported an unconstitutional putsch against an elected government perpetrated, among others, by fascist/neo-nazi storm troopers (Svoboda, Right Sector) instrumentalized by US intelligence. After a Russian counterpunch, US President Barack Obama proclaimed that any referendum in Crimea would "violate the Ukrainian constitution and violate international law." This is just the latest instance in the serial rape of "international law". The rap sheet is humongous, including; NATO bombing Serbia for 78 days in 1999 to allow Kosovo to secede; the 2003 US invasion and subsequent trillion-dollar occupation and civil war creation in Iraq; NATO/AFRICOM bombing Libya in 2011 invoking R2P ("responsibility to protect") as a cover to provoking regime change; US investment in the secession of oil-wealthy South Sudan, so China has to deal with an extra geopolitical headache; and US investment in perennial civil war in Syria. Yet Moscow still (foolishly?) believes international law should be respected - presenting to the UN Security Council classified information on all Western intel/psy-ops moves leading to the coup in Kiev, including "training" provided by Poland and Lithuania, not to mention Turkish intelligence involvement in setting up a second coup in Crimea. Russian diplomats called for an unbiased international investigation. That will never happen; Washington's narrative would be completely debunked. Thus a US veto at the UN. Russian Foreign Minister Sergei Lavrov also called for the Organization for Security and Co-operation in Europe to objectively investigate those snipers shooting everyone on sight in Kiev, as revealed by Estonia's foreign minister to EU foreign policy supremo Catherine "I love Yats" Ashton. According to Russia's ambassador to the UN Vitaly Churkin, "a completely different picture would be drawn compared to what is being depicted by American media and, unfortunately, by some American and European politicians." Needless to say, there will be no investigation. Hi, I'm your good neo-nazi Everyone remembers the "good Taliban", with which the US could negotiate in Afghanistan. Then came the "good al-Qaeda", jihadis the US could support in Syria. Now come the "good neo-nazis", with which the West can do business in Kiev. Soon there will be "the good jihadis supporting neo-nazis", who may be deployed to advance US/NATO and anti-Russian designs in Crimea and beyond. After all, Obama mentor Dr Zbigniew "The Grand Chessboard" Brzezinski is the godfather of good jihadis, fully weaponized to fight the former Soviet Union in Afghanistan. As facts on the ground go, neo-nazis are definitely back as good guys. For the first time since the end of World War II, fascists and neo-nazis are at the helm of a European nation (although Ukraine most of all should be characterized as the key swing nation in Eurasia). Few in the West seem to have noticed it. The cast of characters include Ukrainian interim defense minister and former student at the Pentagon Ihor Tenyukh; deputy prime minister for economic affairs and Svoboda ideologue Oleksandr Sych; agro-oligarch minister of agriculture Ihor Svaika (Monsanto, after all, needs a chief enforcer); National Security Council chief and Maidan commander of Right Sector neo-nazis Andry Parubiy; and deputy National Security Council chief Dmytro Yarosh, the founder Right Sector. Not to mention Svoboda leader Oleh Tyanhybok, a close pal of John McCain and Victoria "F**k the EU" Nuland, and active proponent of an Ukraine free from the "Muscovite-Jewish mafia." As the Kremlin refuses to deal with this bunch and the upcoming March 16 referendum in Crimea is practically a done deal, Team "Yats" is fully legitimized, with honors, by Team Obama, leader included, in Washington. To quote Lenin, what is to be done? A close reading of President Putin's moves would suggest an answer: nothing. As in just waiting, while outsourcing the immediate future of a spectacularly bankrupt Ukraine to the EU. The EU is impotent to rescue even the Club Med countries. Inevitably, sooner or later, threat of sanctions or not, it will come crawling back to Moscow seeking "concessions", so Russia may also foot the bill. Meanwhile, in Pipelineistan … Meanwhile, the New Great (Threat) Game in Eurasia advances unabated. Moscow would willingly compromise on a neutral Ukraine - even with neo-nazis in power in Kiev. But an Ukraine attached to NATO is an absolute red line. By the way, NATO is "monitoring" Ukraine with AWACS deployed in Polish and Romanian airspace. So as the much lauded "reset" between the Kremlin and the Obama administration is for all practical purposes six feet under (with no Hollywood-style second coming in the cards), what's left is the dangerous threat game. Deployed not only by the Empire, but also by the minions. That monster collection of Magritte-style faceless bureaucrats at the European Commission (EU), following on the non-stop threat of EU sanctions, has decided to delay a decision on whether Gazprom may sell more gas through the OPAL pipeline in Germany, and also delay negotiations on the legal status of South Stream, the pipeline under the Black Sea which should become operational in 2015. As if the EU had any feasible Plan B to escape its dependency on Russian gas (not to mention eschew the very profitable financial game played between key European capitals and Moscow). What are they do, import gas on Qatar Airways flights? Buy LNG from the US - something that will not be feasible in years to come? The fact is the minute a gas war is on, if it ever comes down to it, the EU will be under immense pressure by a host of member-nations to keep (and even extend) its Russian gas fix - with or without "our (neo-nazi) bastards" in power in Kiev. Brussels knows it. And most of all, Vlad the Hammer knows it.
