Three secret domestic CIA bases with ties to 9/11
Anyone driving from Norfolk, Virginia to North Carolina's Outer Banks would normally not notice that when driving south on Caritoke Highway through the one-horse town of Moyock, North Carolina they would be passing a country road leading to one of the largest "private" paramilitary training centers in the world. If one were to take a right turn on Moyock's Pudding Ridge Road, after a few miles they would come up on the gate of the Academi "Elite Training and Trusted Protection" facility. Formerly known as Blackwater and Xe, Academi is nothing more than a privatized arm of the Central Intelligence Agency, which provided the company, throughout all of its incarnations, with sweetheart and lucrative contracts to engage in operations that the CIA wanted to keep free of its fingerprints.

One thing that stands out in Moyock is the lack of motels and long-term hotels that are commonplace around other military installations. Academi claims it trains U.S. and foreign security personnel at its Moyock facility but the lack of off-facility accommodations indicates that trainees are housed, fed, and provided all other creature comforts on the Academi facility. Keeping its trainees as a captive audience ensures that there is not as problem with students hanging around local establishments, getting drunk, and "spilling the beans" about what they are doing inside the Academi facility. In terms of operational security, Academi and its predecessor Blackwater, could ensure that "loose lips did not sink ships," especially during the planning for top secret operations.

Some 36 miles from Moyock -- closer if one were to avail himself or herself of unpaved roads -- sits what is officially known as the Harvey Point Defense Testing Activity. In reality, this base belongs to the CIA and is shrouded in mystery. Local residents of nearby Hertford often complain of loud explosions from the base but local officials, relying on the patriotism card but also keenly aware of the money pumped into the local economy by the CIA, slough off concerns about the explosions as being merely "the sounds of freedom."

Oddly, Google Earth shows that in the middle of the base sits a commercial airplane fuselage with part of its wings lopped off. Local residents have witnessed the remains of bombed automobiles, including limousines, being removed from the facility on flatbed trucks. Special operations forces including those from Israel, have received unspecified training at the Harvey Point base.

One June 28, 2013, WMR reported on another CIA base, the 
Pinal Air Park/Marana Airfield outside of Tucson, Arizona. It was this facility that drew the interest of retired Boeing 757 and 767 pilot, Iran-contra CIA contractor pilot, and 9/11 author Phil Marshall. In January 2013, the Calaveras County Sheriff's Department concluded, after a botched investigation, that Marshall shot himself to death after having shot and killed his two teen-age children and the family dog. Pinal is the home to America's "boneyard" of retired civilian aircraft, including Boeing passenger aircraft. Nearby Davis-Monthan Air Force Base is the home to the boneyard of retired military aircraft. In addition, the CIA and U.S. Special Forces maintain operations at Pinal, the CIA through its contractor, Evergreen International. A former CIA official who was involved in the CIA's planning of the Iran-contra "arms-for-hostages; Iranian profits for the contras" operation confirmed that Evergreen had a close working relationship with the firm PTech, a firm with connections to the Saudi royal family and Israel's Mossad and which had contracts to provide computer software support to the Department of Defense, Federal Aviation Administration, Department of Justice, FBI, and the Secret Service from 1997 until 9/11. The firm continues to provide software support for classified U.S. military projects.


A portion of the commercial aircraft "boneyard" co-located with the CIA's Evergreen International facility at the Pinal Air Park in Arizona. The late pilot and author Phil Marshall suspected that the commercial aircraft used on 9/11 had been "drone-enabled." Whatever proof Marshall received from two former Iran-contra CIA colleagues likely cost him his life as well as the lives of his two children.

WMR has learned from a number of sources who are familiar with the operations of Moyock, Harvey Point, and Pinal that the three secret installations played a part in the planning and carrying out of the 9/11 attacks. Pinal provided the Boeing 757 and 767 aircraft that were retrofitted to be flown remotely into the World Trade Center's North and South Towers. WMR has not confirmed whether the Boeing 757 that crashed in Shanksville, Pennsylvania was remotely-flown but there were no bodies spotted or recovered by the Somerset County coroner after the crash.

  
As with Harvey Point, the CIA operates the Pinal, Arizona facility under Defense Department cover.
WMR has recently been informed of further links between retired U.S. military and intelligence personnel who were associated with the Iran-contra scandal and the planning of 9/11. These include retired Navy, Marine Corps, and Army personnel, some of whom were at the very top echelons of the Reagan administration scandal.

Blackwater/XE corporate phone directory yields chain of subsidiary firms

WMR has obtained an internal Blackwater phone directory listing the names, office phones, and cell phone for 419 Blackwater officials and employees worldwide. After consulting with our editorial advisers, WMR has decided not to publish the list in its entirety since many of the Blackwater employees are deployed overseas their personal safety could be placed in jeopardy. While Blackwater, now known as Xe Services, has been responsible for heinous crimes against humanity in Iraq, Afghanistan, Pakistan, and Yemen, the publication of names and cell phone numbers would serve no useful purpose except to place them at potential risk and there is no way to separate human rights violators from those who are acting in administrative and support positions who may have been forces to accept employment with the firm as the result of the poor economic situation in the United States. In addition, Blackwater changed its name to Xe Security in February 2009 and many of those on the phone list may no longer be working for the private military firm.

WMR has edited the list to provide non-personally identifiable phone numbers and offices. The Blackwater Main USA offices are located at the firm's Moyock, North Carolina main training facility. Phone numbers are also found for Blackwater's subsidiaries, including Paravant, Blackwater Airships, Greystone Ltd. (Barbados), PMA International, ARES Manufacturing, AIRR International, Raven, and its operating locations in northern Illinois and Blackwater West in California.

Blackwater./Xe cells conducting false flag terrorist attacks in Pakistan

WMR has learned from a deep background source that Xe Services, the company formerly known as Blackwater, has been conducting false flag terrorist attacks in Pakistan that are later blamed on the entity called "Pakistani Taliban."

Only recently did the US State Department designate the Tehrik-i-Taliban Pakistan (TTP), also known as the Pakistani Taliban, a terrorist group. The group is said by the State Department to be an off-shoot of the Afghan Taliban, which had links to "Al Qaeda" before the 9/11 attacks on the United States. TTP's leader is Hakimullah Mehsud, said to be 30-years old and operating from Pakistan's remote tribal region with an accomplice named Wali Ur Rehman. In essence, this new team of Mehsud and Rehman appears to be the designated replacement for Osama Bin Laden and Ayman Zawahiri as the new leaders of the so-called "Global Jihad" against the West.

However, it is Xe cells operating in Karachi, Peshawar, Islamabad and other cities and towns that have, according to our source who witnessed the U.S.-led false flag terrorist operations in Pakistan. Bombings of civilians is the favored false flag event for the Xe team and are being carried out under the orders of the CIA.

However, the source is now under threat from the FBI and CIA for revealing the nature of the false flag operations in Pakistan. If the source does not agree to cooperate with the CIA and FBI, with an offer of a salary, the threat of false criminal charges being brought for aiding and abetting terrorism looms over the source.

The Blackwater/Xe involvement in terrorist attacks in Pakistan have been confirmed by the former head of the Inter Services Intelligence (ISI), General Hamid Gul, according to another source familiar with the current Xe covert operations. In addition, Pakistani ex-Army Chief of Staff, General Mirza Aslam Beg, reportedly claimed that while serving as president, General Pervez Musharraf approved Blackwater carrying out terrorist operations in Pakistan. Blackwater has been accused of smuggling weapons and munitions into Pakistan.

Earlier this year WMR reported that "intelligence sources in Asia and Europe are reporting that the CIA contractor firm XE Services, formerly Blackwater, has been carrying out 'false flag' terrorist attacks in Afghanistan, Somalia, the Sinkiang region of China, Pakistan, Iran, and Iraq, in some cases with the assistance of Israeli Mossad and Indian Research and Analysis Wing (RAW) personnel . . . A number of terrorist bombings in Pakistan have been blamed by Pakistani Islamic leaders on Blackwater, Mossad, and RAW. Blackwater has been accused of hiring young Pakistanis in Peshawar to carry out false flag bombings that are later blamed on the Pakistani Taliban, also known as Tehreek-i-Taliban Pakistan. One such bombing took place during the Ashura procession in Karachi last month. The terrorist attacks allegedly are carried out by a secret Blackwater-XE/CIA/Joint Special Operations Command forward operating base in Karachi. The XE Services component was formerly known as Blackwater Select, yet another subsidiary in a byzantine network of shell and linked companies run by Blackwater/Xe on behalf of the CIA and the Pentagon. On December 3, 2009, the Pakistani newspaper Nawa-i-Waqtreported: 'Vast land near the Tarbela dam has also been given to the Americans where they have established bases for their army and air forces. There, the Indian RAW [Research and Analysis Wing] and Israeli Mossad are working in collaboration with the CIA to carry out extremist activities in Pakistan.'"

The bombing of a CIA base in Khost, Afghanistan last December was blamed on the TTP but may have actually involved the covert Xe/CIA program to stage false flag attacks and something went drastically wrong with the operation that resulted in the deaths of seven CIA personnel, including the Khost station chief. The TTP was also linked to the failed Times Square "bombing" last May.

Responsibility for the recent bomb attack of a pro-Palestine Shi'a rally in Quetta that killed 54 people was claimed by the Pakistan Taliban, but it was actually carried out by one of the Xe covert cells in the country, acting in concert with the CIA, Israeli Mossad, and Indian Research and Analysis Wing (RAW). The ultimate goal is to destabilize Pakistan to the point where it has no choice but to allow the Western powers to secure its nuclear weapons and remove them from the country in a manner similar to the procurement by the West of South Africa's nuclear weapons prior to the stepping down of the white minority government in the early 1990s.

WMR has been informed that any American, whether or not he or she holds a security clearance, is subject to U.S. national security prohibitions from discussing the U.S.- sponsored terrorist attacks in Pakistan. In one case, a threat was made against an individual who personally witnessed the Xe/CIA terrorist operations but is now threatened, along with family members.

In yet another example of how Barack Obama is subservient to the wishes of the CIA, his one-time employer through a well-documented front company, it has been revealed by the Senate Armed Services Committee that the former Blackwater established a network of 31 brass plate, shell, and off-shore tax dodging subsidiaries, many of which had contracts with the CIA. Some of these contracts continue with the CIA, as well as the State Department. The CIA's contract work with the successor companies to Blackwater and its subsidiaries has been authorized by CIA director Leon Panetta, who one former CIA official described to WMR as an "asshole who is merely a figurehead."

The New York Times recently reported that the Senate Armed Services Committee released a chart showing that Blackwater and its various entities, described as over 30 shell companies, to garner U.S. government contracts even after it was cited for human rights violations in Iraq and Afghanistan. More recently, the successor to Blackwater, Xe Services LLC, was awarded a $100 million contract by the CIA to provide security for its base of operations in Afghanistan. Erik Prince, Blackwater's founder, recently moved to Abu Dhbi with his family to seek new business for Xe Security in the region.

The New York Times misses the point in its revelation. Blackwater/Xe and all of its contrivances, many of them off-shore firms far removed from U.S. government oversight, fit the pattern usually found with CIA front companies. The fact that President Obama, himself, worked for such a firm, Business International Corporation in Manhattan, appears to have been lost on Senate Armed Services Committee chairman Senator Carl Levin (D-MI) and his committee investigators. With Panetta at Langley and Robert Gates, a former CIA director at the helm of the Pentagon, Obama has signalled to the U.S. intelligence community that the use of CIA proprietaries by his administration is every much "business as usual" as was the CIA's use of Southern Air Transport, another CIA proprietary, during the Iran-contra scandal of the 1980s. There also is no indication that Obama has abandoned the use of CIA airline proprietary firms, with post office box and mail drop addresses scattered across the United States that were first used by the Bush-Cheney administration in the CIA's "extraordinary rendition" kidnapping and secret detention program.

The Times article mentions two Blackwater/Xe shadow firms, XPG and Greystone Ltd. WMR previously reported on the use of Barbados's company confidentiality laws by Blackwater to establish Greystone as an international marketing arm of Blackwater/Xe. From Barbados, Blackwater/Xe is free to conduct mercenary recruiting operations from nations around the world with dismally poor human rights records and ex-security force personnel more than willing to engage in their murderous activities under contract to the CIA, Pentagon, or any other repressive tin-horn dictatorship willing to pay.

On October 13, 2007, WMR reported on Greystone stirring up a political hornet's nest on Barbados: "Blackwater USA's international marketing branch, Greystone, Ltd., registered as an International Business Company in Barbados, is beginning to create a political stir in the Caribbean island nation. Recently, Erik Prince, Blackwater's Chairman and CEO, testified under oath to the House Oversight and Government Reform Committee that Blackwater did not market foreign governments to provide security services. He testified that the only foreign contracts performed by Blackwater were under license from the U.S. government. However, Greystone's website statesthe following about the subsidiary's foreign marketing:

"Greystone is an international security services company that offers your country or organization a complete solution to your most pressing security needs. We have the personnel, logistical support, equipment, and expertise to solve your most critical security problems."

Prince seems to have omitted Greystone as a Blackwater firm during his congressional testimony. Or he perjured himself under oath. Blackwater's presence in Barbados, under the corporate confidentiality regimes of the Caribbean island nation's off-shore corporation hosting legal contrivances, has stirred up opposition in the country. Bajans are pointing to Prime Minister Owen Arthur's Minister of Commerce and Consumer Affairs Senator Lynette Eastmond, who has oversight authority for foreign corporations in Barbados. However, the selection of Barbados as Blackwater's headquarters for its international marketing arm is likely due to the island nation's past cooperation with other U.S. covert activities."

In the book, "Jaded Tasks: Brass Plates, Black Ops, and Big Oil," this editor delved into the use of various corporate contrivances by U.S. and foreign intelligence agencies in the so-called "global war on terror." Although Obama said the global war terror is a thing of the past, it is another case of not listening to what Obama says but watching what he does. There is no indication that Obama is any different from his predecessor in using secretive corporate identities to mask U.S. covert operations, many of them of questionable legality, abroad.

The New York Times curiously did not produce Levin's committee's chart showing the some 30 Blackwater/Xe shell firms, partnerships, and subsidiaries. We are providing that information in the table of Blackwater/Xe's various corporate contrivances and linkages at the end of this article.

With private military contractors like Blackwater/Xe having hired tens of thousands of soldiers of fortune to supplement the military and para-military activities of the United States, Britain, and other countries, there may be another reason to keep these privateers fully employed. One such ex-private military contractor, who now finds himself out of work because of blowing the whistle on contract fraud and ties between private contractors and known terrorists, was more than willing to tell WMR what he discovered in his work in Iraq, the United Arab Emirates, Qatar and Afghanistan and that is that "Al Qaeda is made-up bullshit."

On April 16, 2010, General Stanley McChrystal, the then-commander of U.S. and NATO forces in Afghanistan, stated in a speech in Paris that the use of private security contractors in combat zones had "gone too far." Perhaps that was one of the major reasons that the CIA's sock puppet, Obama, and its one-time director, Gates, fired McChrystal. To have the top U.S. military commander questioning the CIA's covert wars and use of brigands to support them was likely the final nail in McChrystal's professional coffin.

With General David Petraeus, the neocons' favorite general, now in command in Afghanistan and Prince safely ensconced in Abu Dhabi, the CIA and its former employee Obama are free to continue to act in the shadows away from public scrutiny.

Blackwater/XE behind terrorist bombings in Asia and Africa?

WMR's intelligence sources in Asia and Europe are reporting that the CIA contractor firm XE Services, formerly Blackwater, has been carrying out "false flag" terrorist attacks in Afghanistan, Somalia, the Sinkiang region of China, Pakistan, Iran, and Iraq, in some cases with the assistance of Israeli Mossad and Indian Research and Analysis Wing (RAW) personnel.

Fingers are being pointed at Blackwater/XE and Mossad operatives for the motorbike bomb in Tehran that killed Tehran University nuclear physicist Dr. Moussad Ali-Mohammadi. On January 12, a bomb attached to a motorbike outside of Ali-Mohammadi's house went off while the professor was leaving for work. The bomb, which instantly killed to pro-reform Ali-Mohammadi, was remotely triggered by a team that was later linked to a U.S.-base group called the Iran Monarchy Association, which favors restoring the son of the late Shah, Mohammad Reza Pahlavi II, to Iran's "Peacock Throne." The Iran Monarchy Association is believed to be a CIA front organization.

There are also reports that Blackwater/XE personnel are in Somalia and have carried out terrorist bombings in Mogadishu that have been blamed by the United States and the puppet transitional government of Somalia on the Al-Shabab Islamic irregular forces as a pretext for a wider Blackwater role in the country.

Blackwater is also believed to be transiting between Somalia, the breakaway republic of Somaliland, and Yemen. WMR has learned of Blackwater counter-insurgency personnel working alongside Yemeni security forces in joint operations against Huthi rebels in the predominantly-Shi'a region of northern Yemen. U.S. Joint Chiefs of Staff Chairman Admiral Michael Mullen recently stated that there were no plans to station U.S. troops in Yemen but he studiously avoided mentioning a counter-insurgency role for U.S. private military contractors.

Blackwater maritime security personnel have also been active in the Gulf of Aden region against so-called Somali "pirates," who are, in reality, Somali fishermen who are exacting tribute because of over-fishing of Somali waters by foreign fishing fleets and the dumping of toxic waste in Somali waters.

Blackwater/XE is also thought to be carrying out terrorist roadside bombings in Algeria, once the exclusive domain of the mercenary French Foreign Legion, to justify a greater American security presence in Algeria, ostensibly to protect natural gas pipelines in the country.

Blackwater/XE and agents of the Mossad and RAW are also reportedly active in sponsoring Islamist terrorist groups active in Uzbekistan, Tajikistan, and the Xinjiang-Uighur Autonomous Region (XUAR) of China for a variety of reasons. For the United States, the operations are to ensure those nation's support for the U.S. "counter-terrorism" operations in central Asia. For India, there is a desire to pin blame for support for Uighur and other central Asian Islamist guerrilla movements on Pakistan in order to drive a wedge between Beijing and Islamabad. For Israel, the support helps in continuing close security relationships between Tel Aviv and Beijing and the Muslim central Asian "stans."

RAW has also been smuggling radical Islamic literature to Uighurs in Xinjiang. All of the literaure has the imprimatur of Pakistan. RAW uses Indian consulates in Jalalabad and Kandahar in Afghanistan to help U.S. covert teams to carry out bombings that are blamed on the Taliban and Pakistani Inter-Service Intelligence (ISI) interlocutors. Blaackwater/XE personnel based in Quetta, the capital of Pakistan's Baluchistan province, have also been active in supporting cross-border raids by an Iranian Baluchi terrorist group called Jundullah. Nawa-i Waqt also reported that two Baluchi separatist groups, the Baluch Liberation Front and the Baluch Liberation Army, "have their headquarters in London and Israel respectively."

Shadow Wars, Shadow Killers, Assassination Teams

Sudan: The two F-16s caught the trucks deep in the northern desert. Within minutes, the column of vehicles was a string of shattered wrecks burning fiercely in the January sun. Surveillance drones spotted a few vehicles that had survived the storm of bombs and cannon shells, and the fighter-bombers returned to finish the job.

Syria: Four Blackhawk helicopters skimmed across the Iraqi border, landing at a small farmhouse near the town of al-Sukkariyeh. Black-clad soldiers poured from the choppers, laying down a withering hail of automatic weapons fire. When the shooting stopped, eight Syrians lay dead on the ground. Four others, cuffed and blindfolded, were dragged to the helicopters, which vanished back into Iraq.

Pakistan: a group of villagers were sipping tea in a courtyard when the world exploded. The Hellfire missiles seemed to come out of nowhere, scattering pieces of their victims across the village and demolishing several houses. Between January 14, 2006 and April 8, 2009, 60 such attacks took place. They killed 14 wanted al-Qaeda members along with 687 civilians.

In each of the above incidents, no country took responsibility or claimed credit. There were no sharp exchanges of diplomatic notes before the attacks, just sudden death and mayhem.

War without Declaration

The F-16s were Israeli, their target an alleged shipment of arms headed for the Gaza Strip. The Blackhawk soldiers were likely from Task Force 88, an ultra-secret U.S. Special Forces group. The Pakistanis were victims of a Predator drone directed from an airbase in southern Nevada.

Each attack was an act of war and drew angry responses from the country whose sovereignty was violated. But since no one admitted carrying them out, the diplomatic protests had no place to go.

The "privatization" of war, with its use of armed mercenaries, has come under heavy scrutiny, especially since a 2007 incident in Baghdad in which guards from Blackwater USA (now Xe) went on a shooting spree, killing 17 Iraqis and wounding scores of others. But the "covertization" of war has remained largely in the shadows. The attackers in the Sudan, Syria, and Pakistan were not private contractors, but U.S. and Israeli soldiers.

Assassination Teams

In his book The War Within, The Washington Post's Bob Woodward disclosed that the U.S. military has developed "secret operational capabilities" to "locate, target, and kill key individuals in extremist groups."

In a recent interview during a Great Conversations event at the University of Minnesota, two-time Pulitzer Prize-winning investigative journalist Seymour Hersh revealed a U.S. military "executive assassination ring," part of the Joint Special Operations Command (JSOC). Hersh says that "Congress has no oversight" over the program.

According to a 2004 classified document, the United States has the right to attack "terrorists" in some 15 to 20 nations, including Pakistan, Syria, and Iran. The Israeli military has long used "targeted assassinations" to eliminate Tel Aviv's enemies. U.S. and NATO "assassination teams" have emerged in Iraq and Afghanistan, where, according to the UN, they have killed scores of people. Philip Alston of the UN Human Rights Council charges that secret "international intelligence services" allied with local militias are killing Afghan civilians and then hiding behind an "impenetrable" wall of bureaucracy.

When Alston protested the killing of two brothers in Kandahar, "not only was I unable to get any international military commander to provide their version of what took place, but I was unable to get any military commander to even admit that their soldiers were involved," he told the Financial Times.

In Iraq, such special operations forces have carried out a number of killings, including a raid that killed the son and a nephew of the governor of Salahuddin Province north of Baghdad. The Special Operations Forces (SOF) stormed the house at 3AM and shot the governor's 17-year-old son dead in his bed. When a cousin tried to enter the room, he was also gunned down.

Such "night raids" by SOFs have drawn widespread protests in Afghanistan. According to the Afghanistan Independent Human Rights Commission, night raids involve "abusive behavior and violent breaking and entry," and only serve to turn Afghans against the occupation.

Iraqi Prime Minster Nuri Kamal al-Maliki charged that a March 26 raid in Kut that killed two men violated the new security agreement between the U.S. and Iraq.

The Predator strikes have deeply angered most Pakistanis. Owais Ahmed Ghani, governor of the Northwest Frontier Province, calls the drone strikes "counterproductive," a sentiment that David Kilcullen, the top advisor to the U.S. military in Afghanistan, agreed with in recent congressional testimony. The U.S. government doesn't officially take credit for the attacks.

Budgets and Strategy

If Congress agrees to the Defense Department budget proposed by Pentagon chief Robert Gates, attacks by SOF and armed robots will likely increase. While most the media focused on the parts of the budget that step back from the big ticket weapons systems of the Cold War, the proposal actually resurrects a key Cold War priority of the 1960s.

"The similarities between Gates' proposals and the strategy adopted by the Kennedy administration are too great to ignore," notes Nation defense correspondent Michael Klare. These similarities include "a shift in focus toward unconventional conflict in the Third World."

Gates' budget would increase the number of SOFs by 2,800, build more drones like the Predator and its bigger, more lethal cousin, the Reaper, and enhance the rapid movement of troops and equipment. All of this is part of General David Petraeus's counterinsurgency doctrine.

The concept is hardly new. The units are different than they were 50 years ago — Navy SEALS and Delta Force have replaced Green Berets — but the philosophy is the same. And while the public face of counterinsurgency is winning "hearts and minds" by building schools and digging wells, its core is 3AM raids and Hellfire missiles.

The "decapitations" of insurgent leaders in Iraq, Afghanistan and Pakistan is little different — albeit at a lower level — than Operation Phoenix, which killed upwards of 40,000 "insurgent" leaders in South Vietnam during the war in Southeast Asia.

Hidden Wars

In the past, war was an extension of a nation's politics "too important," as World War I French Premier Georges Clemenceau commented, "to be left to the generals."

But increasingly, the control of war is slipping away from the civilians in whose name and interests it is supposedly waged. While the "privatization" of war has frustrated the process of congressional oversight, its "covertization" has hidden war behind a wall of silence or denial.

"Congress has been very passive in relation to its own authority with regard to warmaking," says Princeton international law scholar Richard Falk. "Congress hasn't been willing to insist that the government adhere to international law and the U.S. Constitution."

The SFOs may be hidden, but there are eight dead people in Syria, four of them reportedly children. There are at least 39 dead in northern Sudan, and more dead in Iraq and Afghanistan. The number of civilian dead in Pakistan runs into the hundreds.

The new defense budget goes a long ways toward retooling the U.S. military to become a quick reaction/intervention force with an emphasis on counterinsurgency and covert war. The question is: Where will the shadow warriors strike next?
