Disaster capitalism swoops over Libya

Think of the new Libya as the latest spectacular chapter in the Disaster Capitalism series. Instead of weapons of mass destruction, we had R2P ("responsibility to protect"). Instead of neo-conservatives, we had humanitarian imperialists.

But the target is the same: regime change. And the project is the same: to completely dismantle and privatize a nation that was not integrated into turbo-capitalism; to open another (profitable) land of opportunity for turbocharged neo-liberalism. The whole thing is especially handy because it is smack in the middle of a nearly global recession.

It will take some time; Libyan oil won't totally return to the market within 18 months. But there's the reconstruction of everything the North Atlantic Treaty Organization (NATO) bombed (well, not much of what the Pentagon bombed in 2003 was reconstructed in Iraq ...)

Anyway - from oil to rebuilding - in thesis juicy business opportunities loom. France's neo-Napoleonic Nicolas Sarkozy and Britain's David of Arabia Cameron believe they will be especially well positioned to profit from NATO's victory. Yet there's no guarantee the new Libyan bonanza will be enough to lift both former colonial powers (neo-colonials?) out of recession.

President Sarkozy in particular will milk the business opportunities for French companies for all they're worth - part of his ambitious agenda of "strategic redeployment" of France in the Arab world. A compliant French media are gloating that this was "his" war - spinning that he decided to arm the rebels on the ground with French weaponry, in close cooperation with Qatar, including a key rebel commando unit that went by sea from Misrata to Tripoli last Saturday, at the start of "Operation Siren".

Well, he certainly saw the opening when Muammar Gaddafi's chief of protocol defected to Paris in October 2010. That's when the whole regime change drama started to be incubated.

Bombs for oil
As previously noted (see Welcome to Libya's 'democracy', Asia Times Online, August 24) the vultures are already circling Tripoli to grab (and monopolize) the spoils. And yes - most of the action has to do with oil deals, as in this stark assertion by Abdeljalil Mayouf, information manager at the "rebel" Arabian Gulf Oil Company; "We don't have a problem with Western countries like the Italians, French and UK companies. But we may have some political issues with Russia, China and Brazil."

These three happen to be crucial members of the BRICS group of emerging economies (Brazil, Russia, India, China and South Africa), which are actually growing while the Atlanticist, NATO-bombing economies are either stuck in stagnation or recession. The top four BRICs also happen to have abstained from approving UN Security Council resolution 1973, the no-fly zone scam that metamorphosed into NATO bringing regime change from above. They saw right through it from the beginning.

To make matters worse (for them), only three days before the Pentagon's Africom launched its first 150-plus Tomahawks over Libya, Colonel Gaddafi gave an interview to German TV stressing that if the country were attacked, all energy contracts would be transferred to Russian, Indian and Chinese companies.

So the winners in the oil bonanza are already designated: NATO members plus Arab monarchies. Among the companies involved, British Petroleum (BP), France's Total and the Qatar national oil company. For Qatar - which dispatched jet fighters and recruiters to the front lines, trained "rebels" in exhaustive combat techniques, and is already managing oil sales in eastern Libya - the war will reveal itself to be a very wise investment decision.

Prior to the months-long crisis that is in its end game now with the rebels in the capital, Tripoli, Libya was producing 1.6 million barrels per day. Once resumed, this could reap Tripoli's new rulers some US$50 billion annually. Most estimates place oil reserves at 46.4 billion barrels.

The "rebels" of new Libya better not mess with China. Five months ago, China's official policy was already to call for a ceasefire; if that had happened, Gaddafi would still control more than half of Libya. Yet Beijing - never a fan of violent regime change - for the moment is exercising extreme restraint.

Wen Zhongliang, the deputy head of the Ministry of Trade, willfully observed, "Libya will continue to protect the interests and rights of Chinese investors and we hope to continue investment and economic cooperation." Official statements are piling up emphasizing "mutual economic cooperation".

Last week, Abdel Hafiz Ghoga, vice president of the dodgy Transitional National Council (TNC), told Xinhua that all deals and contracts agreed with the Gaddafi regime would be honored - but Beijing is taking no chances.

Libya supplied no more than 3% of China's oil imports in 2010. Angola is a much more crucial supplier. But China is still Libya's top oil customer in Asia. Moreover, China could be very helpful in the infrastructure rebuilding front, or in the technology export - no less than 75 Chinese companies with 36,000 employees were already on the ground before the outbreak of the tribal/civil war, swiftly evacuated in less than three days.

The Russians - from Gazprom to Tafnet - had billions of dollars invested in Libyan projects; Brazilian oil giant Petrobras and the construction company Odebrecht also had intrests there. It's still unclear what will happen to them. The director general of the Russia-Libya Business Council, Aram Shegunts, is extremely worried: "Our companies will lose everything because NATO will prevent them from doing business in Libya."

Italy seems to have passed the "rebel" version of "you're either with us or without us". Energy giant ENI apparently won't be affected, as Premier Silvio "Bunga Bunga" Berlusconi pragmatically dumped his previous very close pal Gaddafi at the start of the Africom/NATO bombing spree.

ENI's directors are confident Libya's oil and gas flows to southern Italy will resume before winter. And the Libyan ambassador in Italy, Hafed Gaddur, reassured Rome that all Gaddafi-era contracts will be honored. Just in case, Berlusconi will meet the TNC's prime minister, Mahmoud Jibril, this Thursday in Milan.

Bin Laden to the rescue

Turkey's Foreign Minister Ahmet Davutoglu - of the famed "zero problems with our neighbors" policy - has also been gushing praise on the former "rebels" turned powers-that-be. Eyeing the post-Gaddafi business bonanza as well, Ankara - as NATO's eastern flank - ended up helping to impose a naval blockade on the Gaddafi regime, carefully cultivated the TNC, and in July formally recognized it as the government of Libya. Business "rewards" loom.

Then there's the crucial plot; how the House of Saud is going to profit from having been instrumental in setting up a friendly regime in Libya, possibly peppered with Salafi notables; one of the key reasons for the Saudi onslaught - which included a fabricated vote at the Arab League - was the extreme bad blood between Gaddafi and King Abdullah since the run-up towards the war on Iraq in 2002.

It's never enough to stress the cosmic hypocrisy of an ultra-regressive absolute monarchy/medieval theocracy - which invaded Bahrain and repressed its native Shi'ites - saluting what could be construed as a pro-democracy movement in Northern Africa.

Anyway, it's time to party. Expect the Saudi Bin Laden Group to reconstruct like mad all over Libya - eventually turning the (looted) Bab al-Aziziyah into a monster, luxury Mall of Tripolitania.

Imperialism and Imperial Barbarism by James Petras


Imperialism, its character, means and ends has changed over time and place. Historically, western imperialism, has taken the form of tributary, mercantile, industrial, financial and in the contemporary period, a unique ‘militarist-barbaric’ form of empire building. Within each ‘period’, elements of past and future forms of imperial domination and exploitation ‘co-exist’ with the dominant mode. For example, in the ancient Greek and Roman empires, commercial and trade privileges complemented the extraction of tributary payments. Mercantile imperialism, was preceded and accompanied initially by the plunder of wealth and the extraction of tribute, sometimes referred to as “primitive accumulation”, where political and military power decimated the local population and forcibly removed and transferred wealth to the imperial capitals. As imperial commercial ascendancy was consolidated, manufacturing capital increasingly emerged as a co-participant; backed by imperial state policies manufacturing products destroyed local national manufacturers gaining control over local markets. Modern industrial driven imperialism, combined production and commerce, both complemented and supported by financial capital and its auxiliaries, insurance, transport and other sources of “invisible earnings”.

Under pressure from nationalist and socialist anti-imperialist movements and regimes, colonial structured empires gave way to new nationalist regimes. Some of which restructured their economies, diversifying their productive systems and trading partners. In some cases they imposed protective barriers to promote industrialization. Industrial-driven imperialism, at first opposed these nationalist regimes and collaborated with local satraps to depose industrial oriented nationalist leaders. Their goal was to retain or restore the “colonial division of labor” – primary production exchanged for finished goods. However, by the last third of the 20th century, industrial driven empire building, began a process of adaptation, “jumping over tariff walls”, investing in elementary forms of ‘production’ and in labor intensive consumer products. Imperial manufacturers contracted assembly plants organized around light consumer goods (textiles, shoes, electronics).

Basic changes in the political, social and economic structures of both the imperial and former colonial countries, however, led to divergent imperial paths to empire-building and as a consequence contrasting development performances in both regions.

Anglo-American financial capital gained ascendancy over industrial, investing heavily in highly speculative IT, bio-tech, real estate and financial instruments. Germany and Japanese empire builders relied on upgrading export-industries to secure overseas markets. As a result they increased market shares, especially among the emerging industrializing countries of Southern Europe, Asia and Latin America. Some former colonial and semi-colonial countries also moved toward higher forms of industrial production, developing high tech industries, producing capital and intermediate as well as consumer goods and challenging western imperial hegemony in their proximity.

By the early 1990’s a basic shift in the nature of imperial power took place. This led to a profound divergence between past and present imperialist policies and among established and emerging expansionist regimes.

Past and Present Economic Imperialism

Modern industrial-driven empire building (MIE) is built around securing raw materials, exploiting cheap labor and increasing market shares. This is accomplished by collaborating with pliant rulers, offering them economic aid and political recognition on terms surpassing those of their imperial competitors. This is the path followed by China. MIE eschews any attempt to gain territorial possessions, either in the form of military bases or in occupying “advisory” positions in the core institutions of the coercive apparatus. Instead, MIEs’ seek to maximize control via investments leading to direct ownership or ‘association’ with state and/or private officials in strategic economic sectors. MIEs’ utilize economic incentives in the way of economic grants and low interest concessionary loans. They offer to build large scale long term infrastructure projects-railroads, airfields, ports and highways. These projects have a double purpose of facilitating the extraction of wealth and opening markets for exports. MIEs also improve transport networks for local producers to gain political allies. In other words MIEs like China and India largely depend on market power to expand and fight off competitors. Their strategy is to create “economic dependencies” for long term economic benefits.

In contrast imperial barbarism grows out of an earlier phase of economic imperialism which combined the initial use of violence to secure economic privileges followed by economic control over lucrative resources.

Historically, economic imperialism (EI) resorted to military intervention to overthrow anti-imperialist regimes and secure collaborator political clients. Subsequently, EI frequently established military bases and training and advisory missions to repress resistance movements and to secure a local military officialdom responsive to the imperial power. The purpose was to secure economic resources and a docile labor force, in order to maximize economic returns.

In other words, in this ‘traditional’ path to economic empire building the military was subordinated to maximizing economic exploitation. Imperial power sought to preserve the post colonial state apparatus and professional cadre but to harness them to the new imperial economic order. EI sought to preserve the elite to maintain law and order as the basic foundation for restructuring the economy. The goal was to secure policies to suit the economic needs of the private corporations and banks of the imperial system. The prime tactic of the imperial institutions was to designate western educated professionals to design policies which maximized private earning. These policies included the privatization of all strategic economic sectors; the demolition of all protective measures (“opening markets”) favoring local producers; the implementation of regressive taxes on local consumers, workers and enterprises while lowering or eliminating taxes and controls over imperial firms; the elimination of protective labor legislation and outlawing of independent class organizations.

In its heyday western economic imperialism led to the massive transfer of profits, interest, royalties and ill begotten wealth of the native elite from the post-colonial countries to the imperial centers. As befits post-colonial imperialism the cost of administrating these imperial dependencies was borne by the local workers, farmers and employees.

While contemporary and historic economic imperialism have many similarities, there are a few crucial differences. For example China, the leading example of a contemporary economic imperialism, has not established its “economic beach heads” via military intervention or coups, hence it does not possess ‘military bases’ nor a powerful militarist caste competing with its entrepreneurial class in shaping foreign policy. In contrast traditional Western economic imperialism contained the seeds for the rise of a powerful militarist caste capable, under certain circumstance, of affirming their supremacy in shaping the policies and priorities of empire building.

This is exactly what has transpired over the past twenty years, especially with regard to US empire building.

The Rise and Consolidation of Imperial Barbarism

The dual processes of military intervention and economic exploitation which characterized traditional Western imperialism gradually shifted toward a dominant highly militarized variant of imperialism. Economic interests, both in terms of economic costs and benefits and global market shares were sacrificed in the pursuit of military domination.

The demise of the USSR and the virtual reduction of Russia to the status of a broken state, weakened states allied to it. They were “opened” to Western economic penetration and became vulnerable to Western military attack.

President Bush (senior) perceived the demise of the USSR as a ‘historic opportunity’ to unilaterally impose a unipolar world. According to this new doctrine the US would reign supreme globally and regionally. Projections of US military power would now operate unhindered by any nuclear deterrence. However, Bush (senior) was deeply embedded in the US petroleum industry. Thus he sought to strike a balance between military supremacy and economic expansion. Hence the first Iraq war 1990-91 resulted in the military destruction of Saddam Hussein’s military forces, but without the occupation of the entire country nor the destruction of civil society, economic infrastructure and oil refineries. Bush (senior) represented an uneasy balance between two sets of powerful interests: on the one hand, petroleum corporations eager to access the state owned oil fields and on the other the increasingly powerful militarist zionist power configuration within and outside of his regime. The result was an imperial policy aimed at weakening Saddam as a threat to US clients in the Gulf but without ousting him from power. The fact that he remained in office and continued his support for the Palestinian struggle against the Jewish state’s colonial occupation profoundly irritated Israel and its Zionist agents in the US.

With the election of William Clinton, the ‘balance’ between economic and military imperialism shifted dramatically in favor of the latter. Under Clinton, zealous Zionist were appointed to many of the strategic foreign policy posts in the Administration. This ensured the sustained bombing of Iraq, wrecking its infrastructure. This barbaric turn was complemented by an economic boycott to destroy the country’s economy and not merely “weaken” Saddam. Equally important, the Clinton regime fully embraced and promoted the ascendancy of finance capital by appointing notorious Wall Streeters (Rubin, Summers, Greenspan et al.) to key positions, weakening the relative power of oil, gas and industrial manufacturers as the driving forces of foreign policy. Clinton set in motion the political ‘agents’ of a highly militarized imperialism, committed to destroying a country in order to dominate it …

The ascent of Bush (junior) extended and deepened the role of the militarist-Zionist personnel in government. The self-induced explosions which collapsed the World Trade Towers in New York served as a pretext to precipitate the launch of imperial barbarism and spelled the eclipse of economic imperialism.

While US empire building converted to militarism, China accelerated its turn toward economic imperialism. Their foreign policy was directed toward securing raw materials via trade, direct investments and joint ventures. It gained influence via heavy investments in infrastructure, a kind of developmental imperialism, stimulating growth for itself and the “host” country. In this new historic context of global competition between an emerging market driven empire and an atavistic militarist imperial state, the former gained enormous economic profits at virtually no military or administrative cost while the latter emptied its treasury to secure ephemeral military conquests.

The conversion from economic to militarist imperialism was largely the result of the pervasive and ‘deep’ influence of policymakers of Zionist persuasion. Zionist policymakers combined modern technical skills with primitive tribal loyalties. Their singular pursuit of Israel’s dominance in the Middle East led them to orchestrate a series of wars, clandestine operations and economic boycotts crippling the US economy and weakening the economic bases of empire building.

Militarist driven empire building in the present post-colonial global context led inevitably to destructive invasions of relatively stable and functioning nation-states, with strong national loyalties. Destructive wars turned the colonial occupation into prolonged conflicts with resistance movements linked to the general population. Henceforth, the logic and practice of militarist imperialism led directly to widespread and long-term barbarism-the adoption of the Israeli model of colonial terrorism targeting an entire population. This was not a coincidence. Israel’s Zionist zealots in Washington “drank deeply” from the cesspool of Israeli totalitarian practices, including mass terror, housing demolitions, land seizures, overseas special force assassination teams, systematic mass arrests and torture. These and other barbaric practices, condemned by human rights organizations the world over, (including those in Israel), became routine practices of US barbaric imperialism.

The Means and Goals of Imperial Barbarism

The organizing principle of imperial barbarism is the idea of total war. Total in the sense that (1) all weapons of mass destruction are applied; (2) the whole society is targeted; (3) the entire civil and military apparatus of the state is dismantled and replaced by colonial officials, paid mercenaries and unscrupulous and corrupt satraps. The entire modern professional class is targeted as expressions of the modern national-state and replaced by retrograde religious-ethnic clans and gangs, susceptible to bribes and booty-shares. All existing modern civil society organizations, are pulverized and replaced by crony-plunderers linked to the colonial regime. The entire economy is disarticulated as elementary infrastructure including water, electricity, gas, roads and sewage systems are bombed along with factories, offices, cultural sites, farms and markets.

The Israeli argument of “dual use” targets serves the militarist policymakers as a justification for destroying the bases of a modern civilization. Massive unemployment, population displacement and the return to primitive exchanges characteristic of pre-modern societies define the “social structure”. Educational and health conditions deteriorate and in some cases become non-existent. Curable diseases plague the population and infant deformities result from depleted uranium, the pre-eminent weapon of choice of imperial barbarism.

In summary the ascendancy of barbarous imperialism leads to the eclipse of economic exploitation. The empire depletes its treasury to conquer, destroy and occupy. Even the residual economy is exploited by ‘others’: traders and manufacturers from non-belligerent adjoining states. In the case of Iraq and Afghanistan that includes Iran, Turkey, China and India.

The evanescent goal of barbarous imperialism is total military control, based on the prevention of any economic and social rebirth which might lead to a revival of secular anti-imperialism rooted in a modern republic. The goal of securing a colony ruled by cronies, satraps and ethno-religious warlords – willing givers of military bases and permission to intervene – is central to the entire concept of military driven empire building. The erasure of the historical memory of a modern independent secular nation-state and the accompanying national heritage becomes of singular importance to the barbarous empire. This task is assigned to the academic prostitutes and related publicists who commute between Tel Aviv, the Pentagon, Ivy league universities and Middle East propaganda mills in Washington.

Results and Perspectives

Clearly imperial barbarism (as a social system) is the most retrograde and destructive enemy of modern civilized life. Unlike economic imperialism it does not exploit labor and resources, it destroys the means of production, kills workers, farmers and undermines modern life.

Economic imperialism is clearly more beneficial to the private corporations; but it also potentially lays the bases for its transformation. Its investments lead to the creation of a working and middle class capable of assuming control over the commanding heights of the economy via nationalist and/or socialist struggle. In contrast the discontent of the ravaged population and the pillage of economies under imperial barbarism, has led to the emergence of pre-modern ethno-religious mass movements, with retrograde practices, (mass terror, sectarian violence etc.). Theirs is an ideology fit for a theocratic state.

Economic imperialism with its ‘colonial division of labor’, extracting raw materials and exporting finished goods, inevitably will lead to new nationalist and perhaps later socialist movements. As EI undermines local manufacturers and displaces, via cheap industrial exports, thousands of factory workers, movements will emerge. China may seek to avoid this via ‘plant transplants’. In contrast barbaric imperialism is not sustainable because it leads to prolonged wars which drain the imperial treasury and injury and death of thousands of American soldiers every year. Unending and unwinnable colonial wars are unacceptable to the domestic population.

The ‘goals’ of military conquest and satrap rule are illusory. A stable, ‘rooted’ political class capable of ruling by overt or tacit consent is incompatible with colonial overseers. The ‘foreign’ military goals imposed on imperial policymakers via the influential presence of Zionists in key offices have struck a mighty blow against the profit seeking opportunities of American multi-nationals via sanctions policies. Pulled downward and outward by high military spending and powerful agents of a foreign power, the resort to barbarism has a powerful effect in prejudicing the US economy.

Countries looking for foreign investment are far more likely to pursue joint ventures with economic driven capital exporters rather than risk bringing in the US with all its military, clandestine special forces and other violent baggage.

Today the overall picture is grim for the future of militarist imperialism. In Latin America, Africa and especially Asia, China has displaced the US as the principal trading partner in Brazil, South Africa and Southeast Asia. In contrast the US wallows in unwinnable ideological wars in marginal countries like Somalia, Yemen and Afghanistan. The US organizes a coup in tiny Honduras, while China signs on to billion dollar joint ventures in oil and iron projects in Brazil and Venezuela and an Argentine grain production. The US specializes in propping up broken states like Mexico and Columbia, while China invests heavily in extractive industries in Angola, Nigeria, South Africa and Iran. The symbiotic relationship with Israel leads the US down the blind ally of totalitarian barbarism and endless colonial wars. In contrast China deepens its links with the dynamic economies of South Korea, Japan, Vietnam, Brazil and the oil riches of Russia and the raw materials of Africa.

Some thoughts on "patriotism" written on July 4

Most important thought: I'm sick and tired of this thing called "patriotism".

The Japanese pilots who bombed Pearl Harbor were being patriotic. The German people who supported Hitler and his conquests were being patriotic, fighting for the Fatherland. All the Latin American military dictators who overthrew democratically-elected governments and routinely tortured people were being patriotic — saving their beloved country from "communism".

General Augusto Pinochet of Chile, mass murderer and torturer: "I would like to be remembered as a man who served his country." 1

P.W. Botha, former president of apartheid South Africa: "I am not going to repent. I am not going to ask for favours. What I did, I did for my country." 2

Pol Pot, mass murderer of Cambodia: "I want you to know that everything I did, I did for my country." 3

Tony Blair, former British prime minister, defending his role in the murder of hundreds of thousands of Iraqis: "I did what I thought was right for our country." 4

At the end of World War II, the United States gave moral lectures to their German prisoners and to the German people on the inadmissibility of pleading that their participation in the holocaust was in obedience to their legitimate government. To prove to them how legally and morally inadmissable this defense was, the World War II allies hanged the leading examples of such patriotic loyalty.

I was once asked after a talk: "Do you love America?" I answered: "No". After pausing for a few seconds to let that sink in amidst several nervous giggles in the audience, I continued with: "I don't love any country. I'm a citizen of the world. I love certain principles, like human rights, civil liberties, democracy, an economy which puts people before profits."

I don't make much of a distinction between patriotism and nationalism. Some people equate patriotism with allegiance to one's country and government or the noble principles they supposedly stand for, while defining nationalism as sentiments of ethno-national superiority. However defined, in practice the psychological and behavioral manifestations of nationalism and patriotism are not easily distinguishable, indeed feeding upon each other.

Howard Zinn called nationalism "a set of beliefs taught to each generation in which the Motherland or the Fatherland is an object of veneration and becomes a burning cause for which one becomes willing to kill the children of other Motherlands or Fatherlands. ... Patriotism is used to create the illusion of a common interest that everybody in the country has." 5

Strong feelings of patriotism lie near the surface in the great majority of Americans. They're buried deeper in the more "liberal" and "sophisticated", but are almost always reachable, and ignitable.

Alexis de Tocqueville, the mid-19th century French historian, commented about his long stay in the United States: "It is impossible to conceive a more troublesome or more garrulous patriotism; it wearies even those who are disposed to respect it." 6

George Bush Sr., pardoning former Defense Secretary Caspar Weinberger and five others in connection with the Iran-Contra arms-for-hostages scandal, said: "First, the common denominator of their motivation — whether their actions were right or wrong — was patriotism." 7

What a primitive underbelly there is to this rational society. The US is the most patriotic, as well as the most religious, country of the so-called developed world. The entire American patriotism thing may be best understood as the biggest case of mass hysteria in history, whereby the crowd adores its own power as troopers of the world's only superpower, a substitute for the lack of power in the rest of their lives. Patriotism, like religion, meets people's need for something greater to which their individual lives can be anchored.

So this July 4, my dear fellow Americans, some of you will raise your fists and yell: "U! S! A! ... U! S! A!". And you'll parade with your flags and your images of the Statue of Liberty. But do you know that the sculptor copied his mother's face for the statue, a domineering and intolerant woman who had forbidden another child to marry a Jew?

"Patriotism," Dr. Samuel Johnson famously said, "is the last refuge of a scoundrel." American writer Ambrose Bierce begged to differ — It is, he said, the first.

"Patriotism is the conviction that this country is superior to all other countries because you were born in it." — George Bernard Shaw

"Actions are held to be good or bad, not on their own merits but according to who does them, and there is almost no kind of outrage — torture, the use of hostages, forced labour, mass deportations, imprisonment without trial, forgery, assassination, the bombing of civilians — which does not change its moral colour when it is committed by 'our' side. ... The nationalist not only does not disapprove of atrocities committed by his own side, but he has a remarkable capacity for not even hearing about them." — George Orwell 8

"Pledges of allegiance are marks of totalitarian states, not democracies," says David Kertzer, a Brown University anthropologist who specializes in political rituals. "I can't think of a single democracy except the United States that has a pledge of allegiance." 9 Or, he might have added, that insists that its politicians display their patriotism by wearing a flag pin. Hitler criticized German Jews and Communists for their internationalism and lack of national patriotism, demanding that "true patriots" publicly vow and display their allegiance to the fatherland. In reaction to this, postwar Germany has made a conscious and strong effort to minimize public displays of patriotism.

Oddly enough, the American Pledge of Allegiance was written by Francis Bellamy, a founding member, in 1889, of the Society of Christian Socialists, a group of Protestant ministers who asserted that "the teachings of Jesus Christ lead directly to some form or forms of socialism." Tell that to the next Teaparty ignoramus who angrily accuses President Obama of being a "socialist".

Following the Soviet invasion of Afghanistan in 1979, we could read that there's "now a high degree of patriotism in the Soviet Union because Moscow acted with impunity in Afghanistan and thus underscored who the real power in that part of the world is." 10

"Throughout the nineteenth century, and particularly throughout its latter half, there had been a great working up of this nationalism in the world. ... Nationalism was taught in schools, emphasized by newspapers, preached and mocked and sung into men. It became a monstrous cant which darkened all human affairs. Men were brought to feel that they were as improper without a nationality as without their clothes in a crowded assembly. Oriental peoples, who had never heard of nationality before, took to it as they took to the cigarettes and bowler hats of the West." — H.G. Wells, British writer 11

Another thing Americans have to be thankful for on July 4

The US Department of Health and Human Services (HHS) has a new feature on their website called "Find Insurance Options". You just provide certain information about your family size, your age, your employment situation, your financial situation, whether you have certain disabilities or diseases, whether you now have Medicare or some other health insurance, or how long you have not had health insurance, whether you have been denied insurance, whether you are someone's dependent, a veteran? an American Indian? an Alaskan Native? etc., etc., etc. ... and the site gives you suggestions as to where and how you might find health insurance that might suit your particular needs. The head of HHS, Kathleen Sebelius, tells us "This is an incredibly impressive consumer tool," adding that the site is capable of providing tailored responses to about 3 billion [sic] individual scenarios. "This information can give folks choices that they just didn't have any idea they had available to them." 13

Isn't that remarkable? Where else but in America could one have such choice? Certainly not in Communist Cuba. There it's only one scenario, one size fits all — you're sick, you go to a doctor or to a hospital, and you get taken care of to the best of their abilities; no charge; doesn't matter what your medical problem is, doesn't matter what your financial situation is, doesn't matter what your employment situation is, there's no charge. No one has health insurance. No one needs health insurance. Isn't that boring? Communist regimentation!

Separation of oil and state?

On May 19, in a congressional hearing, Rep. Jason Altmire (D-Pa.) asked BP America President Lamar McKay: "Is there any technology that exists that you know of that could have prevented this from happening?"

"I don't know of a piece of technology that could have prevented it," replied McKay. 14

Given the extremely grave consequences of a deepwater oil-drilling accident that's a pretty good argument that such operations are too risky and dangerous to be permitted, is it not?

Moreover, if it could have been prevented if BP had not been so negligent and reckless to save money, can we count on all oil companies in the future to never put profits before safety? I think not. And if an accident happens can we count on the company being able to rectify the damage quickly and efficiently? Apparently not.

So, will those who serve corporate America learn a lesson from the BP Gulf of Mexico disaster? Well, consider the following: Oil companies – even as you read this — are busy making plans for further Gulf drilling; in June the Mineral Management Service of the US Interior Department was continuing to issue waivers to these companies which exempt them from submitting a detailed analysis of the environmental impact of their plans, not at the moment for drilling new wells but to modify their existing projects in the Gulf; one waiver was to a British company called BP. 15... Here's the District Manager for Louisiana of the Mineral Management Service: "Obviously, we're all oil industry. Almost all of our inspectors have worked for oil companies and on these same [oil drilling] platforms." 16... A financial analyst at the preeminent bank J.P. Morgan Chase announced some good news for us — the US Gross Domestic Product could gain slightly from all the expenditures for cleaning up the mess, adding that "the magnitude of these setbacks looks dwarfed by the scale of the US macroeconomy". 17... And three leading congressional Republicans recently referred to the spill as a "natural" disaster. 18

If I were the president I would in fact prohibit all underwater drilling for oil, permanently. President Obama announced a six-month prohibition and has run into a brick wall of oil companies, politicians, and the courts. He'll cave in, as usual, but I wouldn't. How would I make up for the loss of this oil? Not by importing more oil, but sharply reducing our usage. Here are two suggestions to begin with:

The US Department of Defense is not only the leading consumer of oil in the United States, it is the leading oil consumer in the entire world. A 2007 report by a defense contractor posits that the Pentagon in its foreign wars and worldwide military support operations (such as maintaining thousands of bases at home and abroad) might consume as much as 340,000 barrels (14 million gallons) every day, a quantity greater than the total national consumption of Sweden or Switzerland. 19 This is taken from an article with the title: "How Wars of the Future May Be Fought Just to Run the Machines That Fight Them". If the American defense industry is added in, the military-industrial complex would be 12th in the world in oil consumption, more than India.

Accordingly, as president, I would take the admittedly controversial step of abolishing the United States military. The total savings, including the mammoth reduction in oil consumption, would be more than a trillion dollars a year.

Class assignment:

  1. Try and think of the things that would improve the quality of life in American society, things that money could bring about, that would not be covered by a trillion dollars.
  2. If you believe that having no military would open the United States to foreign invasion, state:
    1. who would invade;
    2. why they would do so;
    3. how many soldiers they would need to occupy a nation of more than 300 million people.
  3. List the dozen wars the United States has been involved in since the 1980s and specify which of them you are glad and proud of.
  4. On October 28, 2002, five men were murdered by a mob in India because they had killed a (sacred) cow. 20 On the very same day the United States was actively engaged in preparing to invade Iraq and kill thousands of people for control of their oil. Discuss which society was more insane.

Second suggestion to reduce oil usage: Public transportation would be nationalized so as to reduce prices to levels very easily affordable for virtually the entire population, resulting in a huge reduction of private automobile and gasoline usage. This public transportation system would not be required to show a profit. Like the military now.

The Cold War is over. Long live the Cold War.

I recently attended a showing of Oliver Stone's new documentary film, "South of the Border", which concerns seven present-day government leaders of Latin America -– in Venezuela, Bolivia, Ecuador, Argentina, Paraguay, Cuba and Brazil — who are not in love with US foreign policy. After the film there was a discussion panel in the theatre, consisting of Stone, the two writers of the film (Tariq Ali and Mark Weisbrot) and Cynthia Arnson, Director of the Latin American Program of the Woodrow Wilson International Center for Scholars, in Washington; the discussion was moderated by Neal Conan of National Public Radio.

It perhaps was not meant to be a "debate", but it quickly became that, with Arnson leading the "anti-communist" faction, supported somewhat by Conan's questions and more vociferously by a segment of the audience which took sides loudly via applause and cries of approval or displeasure. Twenty years post-Cold War, anti-communism still runs deep in the American soul and psyche. Candid criticism of US foreign policy and/or capitalism is sufficient to consign a foreign government or leader to the "communist" camp whether or not that term is specifically used.

In the late 1980s, as Mikhail Gorbachev was steering the Soviet Union away from its rivalry with the West in a bid for a "new thinking" foreign policy, Georgiy Arbatov, director of the Soviet's Institute for U.S. and Canadian Studies, declared to the United States: "We will do the most horrible thing to you; we will leave you without an enemy." 21

The American military-industrial-intelligence complex understands the need for enemies only too well, even painfully. Here is U.S. Col. Dennis Long, speaking in 1992, shortly after the end of the Cold War, when he was director of "total armor force readiness" at Fort Knox, Kentucky:

For 50 years, we equipped our football team, practiced five days a week and never played a game. We had a clear enemy with demonstrable qualities, and we had scouted them out. [Now] we will have to practice day in and day out without knowing anything about the other team. We won't have his playbook, we won't know where the stadium is, or how many guys he will have on the field. That is very distressing to the military establishment, especially when you are trying to justify the existence of your organization and your systems. 22

Arbatov was right about the United States fearing a world without an enemy, but wrong about the United States actually being left without one. In addition to all the enemies produced in the Middle East by military interventions and the War on Terror, the US has had a continuous supply of "communists" challenging Washington's militant hegemony – from Yugoslavia, Cuba and Haiti to the present large crop in Latin America. We should realize that the Cold War was essentially not a struggle between the United States and the Soviet Union. It was more a struggle between the United States and the Third World. The US sought to dominate the Third World and intervened in many countries even when the Soviets were not playing any significant role at all in the political tumult in those places, albeit Washington propaganda routinely yelled "communist". There existed a strong push in the United States to stand tall against communism, particularly communism of the invisible variety, since that was the most dangerous kind.

In actuality, Bolshevism and Western liberalism were united in their opposition to popular revolution. Russia was a country with a revolutionary past, not a revolutionary present; and the same could be said about the United States.

In the post-film discussion, Stone replied to a charge of the film being biased by stating that the US media is generally so slanted against the governments in question that his film is an attempt to strike a needed balance. Indeed, it must be asked: How many of the 1400 American daily newspapers or the numerous television stations even occasionally report on Washington's continually ongoing attempts to subvert the governments in question or present the programs and policies of their leaders in a positive light? Particularly Hugo Chávez of Venezuela and Evo Morales of Bolivia, the two main focuses of the film; not forgetting of course that American journalists accuse Cuba of violating human rights first thing upon their awakening each morning.

While we no longer hear about the "international communist conspiracy", American foreign policy remains profoundly unchanged. It turns out that whatever Washington officials and diplomats at the time thought they were doing, the Cold War revisionists have been vindicated; it was not about containing something called "communism"; it was about American supremacy, expansion and economic interests.

Choosing a warlord

The media have been rather preoccupied by the replacement of General Stanley McChrystal by General David Petraeus in Afghanistan; it's been like gossip-column material, or a sporting event, or the Oscars; "Petraeus for president" some clamor, lots of letters to the editor, all over the Internet. Some journalists have discussed which general would be better for the war effort. To me, this is tantamount to asking "Which Doctor Strangelove do you prefer to be in charge of our international psychotic mass murdering?" Hmm ... let's see ... hmm ... ah, here's the answer: Who gives a fuck?

Rumors Of Coups And War: U.S., NATO Target Latin America






There is no way of overestimating the challenge that the emergence of ALBA and the overall reawakening of Latin America pose to the role that the U.S. arrogates to itself as lord of the entire Western Hemisphere. The almost two-century-old Monroe Doctrine exemplifies Washington's claim to exclusive influence over all of North, Central and South America and the Caribbean Basin and its self-claimed right to subordinate them to its own interests. Never before the election victories of anti-neoliberal forces throughout Latin America over the past eleven years has the prospect of a truly democratic, multipolar New World existed as it does now.

It is in response to those developments that the U.S. and its former colonialist allies in NATO are attempting to reassert their influence in the Americas south of the U.S. border.


November 28 will mark five months since the coup led by U.S.-trained commanders deposed the president of Honduras, the next day will see a mock election in the same nation designed to legitimize the junta of Roberto Micheletti, and the day following that will be a month since Washington signed an agreement with the Alvaro Uribe government in Colombia for the use of seven military bases in the country.

While intensifying a full-scale war in South Asia, continuing occupation missions in Iraq and the Balkans, maintaining warships off the coasts of Somalia and Lebanon, and deploying troops and conducting war games in most parts of the world, the United States and its NATO allies have not neglected Latin America.

Central and South America and the Caribbean are receiving a degree of attention from the U.S. and its partners not witnessed since the Cold War and in some ways are the targets of even more intense scrutiny and intervention.

Nearly five months since the June 28 coup d'etat against Honduran President Manuel Zelaya led by General Romeo Vasquez Velasquez, a graduate of the Western Hemisphere Institute for Security Cooperation, formerly the School of the Americas, Washington has not used its substantial - decisive - leverage with the illegal government and its military supporters to reverse the armed takeover of power. Instead it has conspired with the junta to drag out deliberately futile negotiations and has thrown its weight behind the November 29 election which, occurring without the previous reinstalling of President Zelaya, will be a travesty of law and international protocols and is in fact intended to lend false credibility to the current regime.

On November 15 Manuel Zelaya wrote a letter to American President Barack Obama decrying Washington's machinations and stating that accepting the terms of the U.S.-sanctioned (to say no more) arrangement with Micheletti regarding the upcoming election would amount to “covering up the coup d’etat, which we know has a direct impact due to the military repression on the human rights of the inhabitants of our country.”

The letter also said “The same day that the accord’s Verification Commission was set up in Tegucigalpa the statements by officials from the State Department surprised (everyone) where they modify their position and interpret the accord unilaterally with the following statement: ‘the elections should be recognized by the United States with or without the reinstatement’" of President Zelaya. [1]

The accord in question was one brokered by Costa Rican President Oscar Arias and signed on October 29 which would have led to a unity government with Manuel Zelaya returned to the presidency preparatory to a new election.

Micheletti and his supporters in the country's business community and "muscle" in the military unilaterally abrogated the terms of the agreement by thwarting Zelaya's reinstatement and appointing all members of the national cabinet. With the active connivance of Washington, as Zelaya's letter to Obama contends.

If a government friendly to the United States was overthrown in the manner that the Honduran one was on June 28 it would not take the White House and the State Department five months to respond, and even then only to abet the crime. Censure, sanctions and covert operations would have been resorted to immediately.

In nations where candidates not entirely to the West's liking win elections or unapproved presidents win reelection, the whole panoply of "regime change" interventions are put into effect with some variation of a "color revolution" ultimately negating and reversing the result. That such efforts have not been extended in Honduras is ample proof that the U.S. is satisfied with matters as they stand and would prefer the likes of Micheletti and General Vasquez to preside over a country where the Pentagon has a military facility at the Soto Cano Air Base and there stations its Joint Task Force Bravo replete with Black Hawk and Chinook helicopters.

On November 16 a photograph appeared on a Pentagon website, Defense Link, of the chairman of the U.S. Joint Chiefs of Staff, Admiral Michael Mullen, and his Colombian opposite number, General Freddy Padilla de Leon, shaking hands outside the Pentagon three days earlier. [2]

No story on or details of their meeting are available, not even on Defense Department sites. Only the photograph and brief notices on Facebook and Twitter.

Padilla's resume is both illustrative and typical. He earlier matriculated in "terrorism studies" at George Washington University and received a fellowship for the Foreign Service Program at Georgetown University, as well as taking a course on advanced military studies at Fort Belvoir, Virginia and and training in strategic intelligence at the Defense Intelligence Analysis Center in Washington, D.C.

The transcripts of his discussions with Mullen would prove intriguing, focusing as they no doubt did on the buildup at the seven military bases in Colombia recently turned over to the Pentagon and on the uses thereof.

Since the agreement on their acquisition by the United States was signed on October 30 confirmation of the bases' dual purpose - escalating the counterinsurgency war inside the country and containing and confronting two of its neighbors, Venezuela and Ecuador - has been witnessed.

Bogota reported that nine of its soldiers were killed and four wounded in a major clash with FARC (Revolutionary Armed Forces of Colombia) fighters in the southwestern department of Cauca on November 10.

Five days later Colombia seized four Venezuelan border guards on a river off Colombia's Vichada Department. A few days earlier two Venezuelan National Guard troops were killed in the state of Tachira on the Colombian border, leading Caracas to deploy 15,000 troops to the area on November 5.

The preceding week Venezuela arrested eight Colombian nationals and two locals suspected of paramilitary activity on the two countries' border. Government official Ricardo Sanguino "denounced increasing paramilitary activity as a strategy to conceal soaring US access to Colombian military bases" and said "they are trying to destabilize the government of Venezuela...." [3]

Recently Venezuelan President Hugo Chavez renewed repeated concerns over the new American bases on the territory of his western neighbor, saying "that according to recently produced documents, the military bases would be used for espionage purposes, allowing US troops there to launch a military offensive against Venezuela." [4]

On November 8 Bolivian President Evo Morales said that "the use of Colombian military bases by U.S. troops meant a provocation to the Latin American peoples, mainly to the members of the Bolivarian Alliance of the Americas (ALBA)."

He specified that "With the excuse of fighting against drug trafficking and terrorism, thousands of U.S. soldiers will be deployed in Colombia." [5]

ALBA, the Bolivarian Alliance for the Peoples of Our America, consists of Bolivia, Venezuela, Nicaragua, Honduras (until the coup), Cuba, Dominica, Ecuador, Saint Vincent and the Grenadines, and Antigua and Barbuda, the last three nations joining this June.

Washington using Colombia as the nucleus of a new Latin American military bloc to counteract ALBA has been explored in a previous article in this series. [6] Other prospective candidates include post-coup Honduras, Panama, Peru and Chile, with pressure placed on Brazil, Guyana and Suriname to either supply bases or in other ways augment American and European military presence in Latin America and the Caribbean. [7]

The seven new U.S. military bases in Colombia allow the Pentagon far more scope than is required merely for alleged drug interdiction surveillance and even for the counterinsurgency war against the FARC. The agreement on the bases, bearing the sleep-inducing title of Supplemental Agreement for Cooperation and Technical Assistance in Defense and Security Between the Governments of The United States of America and the Republic of Colombia, lists where U.S. military personnel and equipment will be deployed:

German Olano Moreno Air Base, Palanquero; Alberto Pawells Rodriguez Air Base, Malambo; Tolemaida Military Fort, Nilo; Larandia Military Fort, Florencia; Capitan Luis Fernando Gomez Nino Air Base, Apiay; ARC Bolivar Naval Base in Cartagena; and ARC Malaga Naval Base in Bahia Malaga. [8]

The document also states that "the Parties agree to deepen their cooperation in areas such as interoperability, joint procedures, logistics and equipment, training and instruction, intelligence exchanges, surveillance and reconnaissance capabilities, combined exercises, and other mutually agreed activities" and Washington's Colombian client concedes, in addition to the seven bases named above, "access to and use of other facilities and locations as may be agreed by the Parties."

Furthermore, "The authorities of Colombia shall, without rental or similar costs to the United States, allow access to and use of the agreed facilities and locations, and easements and rights of way, owned by Colombia that are necessary to support activities carried out within the framework of this Agreement, including agreed construction. The United States shall cover all necessary operations and maintenance expenses associated with its use of agreed facilities and locations."

U.S. military, intelligence and drug enforcement personnel - and American private contractors - "and their dependents" are granted "the privileges, exemptions, and immunities accorded to the administrative and technical staff of a diplomatic mission under the Vienna Convention....Colombia shall guarantee that its authorities verify, as promptly as possible, the immunity status of United States personnel and their dependents who are suspected of criminal activity in Colombia and hand them over as promptly as possible to the appropriate United States diplomatic or military authorities."

One of the military bases obtained by the United States - the Larandia Military Fort in Florencia - is within easy striking distance of Ecuador (as the Alberto Pawells Rodriguez Air Base in Malambo is of Veneuzela).

Ecuadoran President Rafael Correa and Defense Minister Javier Ponce visited Russia late last month and on October 29 the two nations signed a declaration on strategic partnership. Correa and Russian President Dmitry Medvedev discussed energy and military cooperation. Ahead of the visit Ecuador's president stated, "We need to restore the might of our army" in reference to the U.S. buildup in Colombia, its neighbor to the north. "Ecuador has been alarmed by the decision of Colombia, with which it severed diplomatic relations in March 2008, to allow U.S. troops to use its bases." [9] The severing of relations occurred after Colombia's army launched an attack inside Ecuador.

Ecuador and Russia signed a contract for the delivery of Mi-171E Hip transport helicopters to the Ecuadoran Ground Forces and a Russian newspaper said "Russia could supply six Su-30MK2 Flanker multirole fighters, several helicopters, and air defense systems to Ecuador, which would increase the value of their military cooperation to over $200 million." [10]

Like other members of ALBA - Venezuela, Bolivia and Nicaragua - Ecuador is purchasing Russian military equipment as a counterbalance to traditional U.S. domination of its defense procurements, with the potential for sabotage and blackmail it entails, and as protection against potential attacks from Washington and its proxies, most notably Colombia.

The Pentagon recommissioned the Navy's Fourth Fleet, disbanded in 1950 after World War II, last year and fully activated it this one. Its area of responsibility is the Caribbean Sea and Central and South America.

In early November a new commander for U.S. Army South was appointed, Major General Simeon Trombitas. The Army Times of November 10 provided background information on him:

"Trombitas, a 1978 West Point graduate, began his career in the 2nd Armored Division and served three tours with 7th Special Forces Group. He served in U.S. Southern Command and Special Operations Command in Panama and commanded the U.S. Military Group in Colombia. His general officer assignments include commanding general of Special Operations Command, Korea, and he served on the Iraq National Counter-Terrorism Force Transition Team." [11]

The United States is not alone in threatening a newly and truly independent Latin America and Colombia and Honduras are not the only parts of Washington's plans. On November 5 Paraguay's President Fernando Lugo replaced the nation's top military commanders - Army General Oscar Velazquez, Navy Rear Admiral Claudelino Recalde and Air Force General Hugo Aranda - against a backdrop of what Agence France-Presse reported as a fear of "an ouster similar to the one that befell Honduran President Manuel Zelaya...." [12]

That the Honduran putsch is intended to be the first in a series of similar plots in Latin America and is neither an aberration nor the last of its kind was also indicated last week when Nicaragua expelled a Dutch European Union parliamentarian. Radio Netherlands characterized the motivation for the action as follow: "Nicaraguan President Daniel Ortega says Dutch MEP Hans van Baalen was in Nicaragua to see how the army felt about attempting a coup d´etat, but found no officers willing to go along with the idea."

Van Baalen then moved to Honduras to "mediate in the political conflict between ousted President Manuel Zelaya and his de facto successor Roberto Micheletti." [13]

Mexican journalist Luis Gutierrez, speaking at a conference against NATO's global expansion in Berlin last month and in particular of the bloc's Article 5 military mutual assistance clause, observed that "Mexico's 3,000 kilometer border with the United States is also a border with NATO." [14] Troops from 50 nations on five continents and in the Persian Gulf, the Caucasus and the South Pacific are serving or pledged to serve under NATO command in Afghanistan at the moment because of Article 5.

The Netherlands, for example, is not only assisting its American NATO ally in Nicaragua and Honduras, but allows its island possessions in the Caribbean - the Netherlands Antilles - to be employed for surveillance of and future military actions against Venezuela.

In Curacao, a Dutch possession only 70 kilometers from the Venezuelan coast, the leader of an opposition party, Pueblo Soberano (Sovereign People), demanded that the U.S. military base on the island be closed down.

Helmin Wiels said that "he wants to prevent Curacao from being dragged into what he predicts will be a future war between the US and Venezuela.

"The US has a number of military bases in Colombia, and Mr Wiels claims the country is intent on a confrontation with Venezuela's leftwing President Hugo Chavez." [15]

In May of 2008 a U.S. warplane flying from Curacao violated Venezuelan airspace, conducting surveillance of the Venezuelan military base on
Orchila Island. President Chavez said of the intrusion: "They're spying, they're even testing our reaction capacity." [16]

Moreover, Venezuela accused the U.S. of coordinating the action with Colombia, whose soldiers had crossed the Venezuelan border the day before.

In 2005 Chavez appeared on the American television news program Nightline and warned that the U.S. and its NATO allies were rehearsing invasion plans for his nation, codenamed Balboa, which involved aircraft carriers and warplanes, and said that American troops had been deployed to Curacao as part of the preparations.

He further admonished: "We are coming up with a counter-Balboa plan. That is to say if the government of the United States attempts to commit the foolhardy enterprise of attacking us, it would be embarked on a 100-year war. We are prepared." [17]

A former Dutch possession in the Caribbean, Suriname, one country (Guyana) removed from Venezuela, offered the Pentagon bases to test military vehicles for jungle warfare in 2007.

In Guyana, Venezuela's eastern neighbor, the nation's former colonial master Britain canceled a security agreement after the Guyanese government questioned its partner's real intentions.

The nation's Office of the President released a statement which in part said: “This decision by the UK Government is believed to be linked to the administration’s refusal to permit training of British Special Forces in Guyana using live firing in a hinterland community on the western border with Brazil and Venezuela.” [18]

The Head of the Presidential Secretariat, Dr. Roger Luncheon, stated, "It could be that the UK Government did not fully appreciate how dearly held was our position on the non-violation of the sovereignty of Guyana. Their insistence in installing in their design in April...management features that seriously compromise Guyana’s ownership and when our new design re-established ownership that was more consistent with our notions of sovereignty, the plug was pulled...." [19]

With U.S. bases in Colombia to the west and in the Netherlands Antilles to the north, British military presence in the east would tighten the encirclement of Venezuela. A collective siege conducted by NATO allies the U.S., the Netherlands and Britain.

This June the chief of the Pentagon command that covers Central America, South America and the Caribbean - Southern Command (SOUTHCOM) - Admiral James Stavridis, was transferred to Brussels to become top military commander of United States European Command (EUCOM) and NATO's Supreme Allied Commander Europe (SACEUR).

The transition was seamless, as one of the first initiatives on his new watch was to recruit U.S.-trained Colombian counterinsurgency troops for the war in Afghanistan. When they arrive they will be the first forces from Latin America, and the Western Hemisphere in general except for NATO members the U.S. and Canada, to serve under the Alliance's command in the escalating South Asian war. [20]

Elsewhere in the Caribbean, Panamanian opposition sources report that Washington is in the process of securing four air and naval bases in their country. A news story from late September revealed that a preliminary agreement on the bases "was reached between Panamanian President Ricardo Martinelli and U.S. Secretary of State Hillary Clinton during recent talks in New York." [21]

On November 9 Senator Bill Nelson of Florida spoke out against drilling for oil off his state's coast, saying "many of the activities at Florida military bases, including testing missile and drone systems and training pilots, depend on the vast open stretches of ocean, much of it restricted airspace."

He mentioned that the Gulf of Mexico is "the largest testing and training area for the U.S. military in the world." [22]

A Cuban analysis of three years ago described the overall American military blueprint for Latin America and the Caribbean:

"The United States has a system of bases that has managed to establish two areas of control:

"1. The circle formed by the Caribbean islands, the Gulf of Mexico and Central America, which covers the largest oil deposits in Latin America, and is formed by the bases of Guantanamo, Reina Beatriz, Hato Rey, Lampira, Roosevelt, Palmerola, Soto Cano, Comalapa and other lesser military posts.

"2. The circle that surrounds the Amazon basin, downward from Panama, where the canal, the region’s wealth and the location of an entry to South America have been essential, and which is formed by the bases of Manta [closed by Ecuador this July], Larandia, Tres Esquinas, Cano Limon, Marandua, Riohacha, Iquitos, Pucallpa, Yurimaguas and Chiclayo, which in their turn are linked to those of the region further north...." [23]

The U.S. strategy to control the Amazon Basin and the Andean region depends on Colombia on the northwest of the South American continent and on obtaining bases and military allies further south. Peru is one such likely location and so is another which is at loggerheads with it, Chile.

Under former defense minister and current president Michelle Bachelet the nation has amassed a formidable arsenal of advanced weapons from NATO states: Hundreds of German, French and American tanks; F-16s from the Netherlands and the United States; Dutch and British destroyers; French Scorpion submarines. [24]

This unprecedented - and unjustified - arms buildup has alarmed Chile's neighbors: Argentina, Bolivia and Peru.

A commentary from four years ago pointed out that "Foreign analysts have said that Chile is seeking hegemonic military power in Latin America vis-a-vis Peru, Argentina and Bolivia in order to defend Chilean economic interests in those countries and, in case of armed conflict, to expand its territory in the way it has done in the past.” [25]

On November 6 Bachelet appointed General Juan Miguel Fuente-Alba Poblete as new commander in chief of the Chilean army, which "aroused objections from human rights organizations, since he has been accused of being involved in a series of massive [violations] during the military regime of 1973-1990." [26]

Six days later the Reuters news agency reported that the U.S. is to provide Chile with $655 million dollars worth of new arms: "The Pentagon on Thursday [November 5] advised the U.S. Congress of the possible sale of stinger missiles worth about $455 million, AIM medium-range missiles worth $145 million and Sentinel radar systems worth $65 million." [27]

Several days later a report titled "U.S. Authorizes Sale of German Missiles to Chile" detailed:

"Seven months after Chile's Defense Minister expressed interest in purchasing a fleet of used (U.S. made) F-16 Fighter Jets from Holland, the U.S. government helped seal the deal by supporting Chile's bid to buy missiles for the jets."

It added: "Also last week, the Pentagon endorsed two other possible defensive arms sales for Chile's army. The first purchase would include six new Sentinel radar systems and six SINCGARS radio systems, at a cost of US$65 million. The second deal could include 36 Avenger planes and 390 ground-to-air missiles at a cost of US$455 million." [28]

The accelerating pace and wide-ranging scope with which the U.S. and its allies are militarizing the world is unparalleled. Even during the depth of the Cold War most nations avoided being pulled into military blocs, arms buildups and wars. No longer. And Latin America is no exception.

River of Resistance How the American Imperial Dream Foundered in Iraq By Michael Schwartz

On February 15, 2003, ordinary citizens around the world poured into the streets to protest George W. Bush's onrushing invasion of Iraq. Demonstrations took place in large cities and small towns globally, including a small but spirited protest at the McMurdo Station in Antarctica. Up to 30 million people, who sensed impending catastrophe, participated in what Rebecca Solnit, that apostle of popular hope, has called "the biggest and most widespread collective protest the world has ever seen."

The first glancing assessment of history branded this remarkable planetary protest a record-breaking failure, since the Bush administration, less than one month later, ordered U.S. troops across the Kuwaiti border and on to Baghdad.

And it has since largely been forgotten, or perhaps better put, obliterated from official and media memory. Yet popular protest is more like a river than a storm; it keeps flowing into new areas, carrying pieces of its earlier life into other realms. We rarely know its consequences until many years afterward, when, if we're lucky, we finally sort out its meandering path. Speaking for the protesters back in May 2003, only a month after U.S. troops entered the Iraqi capital, Solnit offered the following:

"We will likely never know, but it seems that the Bush administration decided against the 'Shock and Awe' saturation bombing of Baghdad because we made it clear that the cost in world opinion and civil unrest would be too high. We millions may have saved a few thousand or a few tens of thousand of lives. The global debate about the war delayed it for months, months that perhaps gave many Iraqis time to lay in stores, evacuate, brace for the onslaught."

Whatever history ultimately concludes about that unexpected moment of protest, once the war began, other forms of resistance arose -- mainly in Iraq itself -- that were equally unexpected. And their effects on the larger goals of Bush administration planners can be more easily traced. Think of it this way: In a land the size of California with but 26 million people, a ragtag collection of Baathists, fundamentalists, former military men, union organizers, democratic secularists, local tribal leaders, and politically active clerics -- often at each others throats (quite literally) -- nonetheless managed to thwart the plans of the self-proclaimed New Rome, the "hyperpower" and "global sheriff" of Planet Earth. And that, even in the first glancing assessment of history, may indeed prove historic.

The New American Century Goes Missing in Action

It's hard now even to recall the original vision George W. Bush and his top officials had of how the conquest of Iraq would unfold as an episode in the President's Global War on Terror. In their minds, the invasion was sure to yield a quick victory, to be followed by the creation of a client state that would house crucial "enduring" U.S. military bases from which Washington would project power throughout what they liked to term "the Greater Middle East."

In addition, Iraq was quickly going to become a free-market paradise, replete with privatized oil flowing at record rates onto the world market. Like falling dominos, Syria and Iran, cowed by such a demonstration of American might, would follow suit, either from additional military thrusts or because their regimes -- and those of up to 60 countriesworldwide -- would appreciate the futility of resisting Washington's demands. Eventually, the "unipolar moment" of U.S. global hegemony that the collapse of the Soviet Union had initiated would be extended into a "New American Century" (along with a generational Pax Republicana at home).

This vision is now, of course, long gone, largely thanks to unexpected and tenacious resistance of every sort within Iraq. This resistance consisted of far more than the initial Sunni insurgency that tied down what Donald Rumsfeld pridefully labeled "the greatest military force on the face of the earth." It is already none too rash a statement to suggest that, at all levels of society, usually at great sacrifice, the Iraqi people frustrated the imperial designs of a superpower.

Consider, for example, the myriad ways in which the Iraqi Sunnis resisted the occupation of their country from almost the moment the Bush administration's intention to fully dismantle Saddam Hussein's Baathist regime became clear. The largely Sunni city of Falluja, like most other communities around the country, spontaneously formed a new government based on local clerical and tribal structures. Like many of these cities, it avoided the worst of the post-invasion looting by encouraging the formation of local militias to police the community. Ironically, the orgy of looting that took place in Baghdad was, at least in part, a consequence of the U.S. military presence, which delayed the creation of such militias there. Eventually, however, sectarian militias brought a modicum of order even to Baghdad.
In Falluja and elsewhere, these same militias soon became effective instruments for reducing, and -- for a time -- eliminating, the presence of the U.S. military. For the better part of a year, faced with IEDs and ambushes from insurgents, the U.S. military declared Falluja a "no go" zone, withdrew to bases outside the city, and discontinued violent incursions into hostile neighborhoods. This retreat was matched in many other cities and towns. The absence of patrols by occupation forces saved tens of thousands of "suspected insurgents" from the often deadly violence of home invasions, and their relatives from wrecked homes and detained family members.

Even the most successful of U.S. military adventures in that period, the second battle of Falluja in November 2004, could also be seen, from quite a different perspective, as a successful act of resistance. Because the United States was required to mass a significant proportion of its combat brigades for the offensive (even transferring British troops from the south to perform logistical duties), most other cities were left alone. Many of these cities used this respite from the U.S. military to establish, or consolidate, autonomous governments or quasi-governments and defensive militias, making it all the more difficult for the occupation to control them.

Falluja itself was, of course, destroyed, with 70% of its buildings turned to rubble, and tens of thousands of its residents permanently displaced -- an extreme sacrifice that had the unexpected effect of taking pressure off other Iraqi cities for a while. In fact, the ferocity of the resistance in the predominantly Sunni areas of Iraq forced the American military to wait almost four years before renewing their initial 2004 efforts to pacify the well-organized Sadrist-led resistance in the predominantly Shia areas of the country.

The Rebellion of the Oil Workers

In another arena entirely, consider the Bush administration's dreams of harnessing Iraqi oil production to its foreign policy ambitions. The immediate goals, as American planners saw it, were to double prewar output and begin the process of transferring control of production from state ownership to foreign companies. Three major energy initiatives designed to accomplish these goals have so far been frustrated by resistance from virtually every segment of Iraqi society. Iraq's well-organized oil workers played a key role in this by using their ability to bring production to a virtual stand-still in order to abort the transfer -- only a few months after the U.S. toppled Saddam Hussein's regime -- of the operation of the southern oil port of Basra to the management of then-Halliburton subsidiary KBR.

This and other early acts of labor defiance turned back the initial assault on the Iraqi government-controlled system of oil production. Such acts also laid a foundation for successful efforts to prevent the passage of oil policies shaped in Washington that were designed to transfer control of energy exploration and production to foreign companies. In these efforts, the oil workers were joined by both Sunni and Shia resistance groups, local governments, and finally the new national parliament.

This same sort of resistance extended to the whole roster of neoliberal reforms sponsored by the U.S.-controlled Coalition Provisional Authority (CPA). From the beginning of the occupation, for instance, there were protests against mass unemployment caused by the dismantling of the Baathist state and the shuttering of state-owned factories. Much of the armed resistance was a response to the occupation's early violent suppression of these protests.

Even more significant were local efforts to replace the government services discontinued by the CPA. The same local quasi-governments that had nurtured the militias sought to sustain or replace Baathist social programs, often by siphoning off oil destined for export onto the black-market to pay for local services, and hoarding local resources such as electrical generation. The result would be the creation of virtual city-states wherever U.S. troops were not present, leading to the inability of the occupation to "pacify" any substantial portion of the country.
The Sadrist movement and the Mahdi Army militia of cleric Muqtada al-Sadr was probably the most successful -- and most anti-occupation -- of the Shia political parties-cum-militias that systematically sought to develop quasi-government organizations. They tried to meet, however minimally, some of the basic needs of their communities, supplying food baskets, housing services, and serving a host of other functions previously promised by the Baathist government, but forsworn by the U.S. occupation and the Iraqi government that the United States installed when "handing over" sovereignty in June 2004.

The American occupationaires expected that their plans for the rapid privatization and transformation of the state-driven economy would indeed generate resistance, but they were convinced that this would subside quickly once the new economy kicked into gear. Instead, as the occupation wore on, demands for relief grew more strident and insistent, while the country itself, in chaos and near collapse, became visible evidence of the failure of the Bush administration's "free market" policies.

An Iraqi Agenda for Withdrawal

Occupation officials faced the same dilemma in the political realm. The original goal of the Bush administration was a stable, pro-Washington government, stripped of its economic and political dominance over Iraqi society, but a bastion of resistance to Iranian regional power. This vision, like its military and economic cousins, has long since disappeared under the weight of Iraqi resistance.

Take, for example, the two high profile Iraqi elections, celebrated in the mainstream American media as a unique Bush administration accomplishment in the otherwise relentlessly autocratic Middle East. Inside Iraq, however, they had quite a different look. It is important to remember that the United States initially planned to sustain its direct rule -- the Coalition Provisional Authority -- until the country was fully pacified and its economic reforms completed. When the CPA became a hated symbol of an unwanted occupation, planning shifted to the idea of installing an appointed Iraqi government, based on community meetings that only supporters of the occupation could attend. Full-scale elections would be postponed until winners fully supportive of the Bush agenda were assured. An outpouring of protest from the predominantly Shia areas of the country, led by Grand Ayatollah Ali al-Sistani, forced CPA administrators to move on to an election-based strategy.

The first election in January 2005 delivered a sizeable parliamentary majority voted in on platforms calling for strict timetables for a full U.S. military withdrawal from the country. American representatives then forcefully pressured the newly installed cabinet to abandon this position.

The second parliamentary election in December 2005 followed a similar pattern. This time, the backroom bargaining was only partially effective. The newly installed prime minister, Nouri al-Maliki, reneged on his campaign promises by publicly supporting an ongoing American military presence, which caused deep fissures in the ruling coalition. After a year of unproductive negotiations, the 30 Sadrists in parliament, originally a key part of Maliki's ruling coalition, withdrew from both that coalition and the cabinet in protest over the prime minister's refusal to set a date for the end of the occupation. Subsequent parliamentary demands for a date certain for withdrawal were ignored by both the government and U.S. officials. While Maliki continued in office without a parliamentary majority, the controversy contributed to the soaring popularity of the Sadrists and waning support for the other Shiite governing parties.

By early 2008, with provincial elections looming in November, there was little doubt that the Sadrists would sweep to power in many predominantly Shia provinces, most critically Basra, Iraq's second largest city and southern oil hub. To prevent this debacle, Iraqi government troops, supported and advised by the U.S. military, sought to expelthe Sadrists from key areas of Basra.

This use of military force to prevent electoral defeat was only one of many indications that the Iraqi government was feeling the pressure of public opinion. Another was the reluctance of Prime Minister Maliki to maintain an antagonistic stance toward Iran. Despite fervent Bush administration efforts, his government has promoted social, religious, and economic relationships between Iraqis and Iranians. These included facilitating visits to the holy cities of Karbala and Najaf by hundreds of thousands of Iranian Shia pilgrims, as well as supporting extensive oil transactions between Basra and Iranian firms, including distribution and refining services that promised to integrate the two energy economies. A formal military relationship between the two countries was vetoed by U.S. authorities, but this did not reverse the tide of cooperation.

The River of Resistance

As the occupation wore on, the Bush administration found itself swimming against a tide of resistance of a previously unimaginable sort, and ever further from its goals. Today, cities and towns around the country are largely under the sway of Shia or Sunni militias which, even when trained or paid by the occupation, remain militantly opposed to the U.S. presence. Moreover, though the prostrate Iraqi economy has been formally privatized, these local militias -- and the political leaders they worked with -- continue to raise demands for vast government-funded reconstruction and economic development programs.

The formal political leadership of Iraq, locked inside the heavily fortified, U.S.-controlled Green Zone in Baghdad, remains publicly compliant when it comes to Bush administration plans to transform Iraq into a Middle Eastern outpost -- including the continued presence of American troops on a series of mega-bases in the heart of the country. The rest of the government bureaucracy and the bulk of Iraq's grass roots are increasingly insistent on an early American departure date and a full-scale reversal of the economic policies first introduced by the occupation.

In Washington, for Democratic as well as Republican politicians, the outpost idea remains at the heart of the policy agenda for Iraq in this election year, along with a neoliberal economy featuring a modernized oil sector in which multinational firms are to use state-of-the-art technology to maximize the country's lagging oil production.

Iraqi resistance of every kind and on every level has, however, prevented this vision from becoming reality. Because of the Iraqis, the glorious sounding Global War on Terror has been transformed into an endless, hopeless actual war.

But the Iraqis have paid a terrible price for resisting. The invasion and the social and economic policies that accompanied it have destroyed Iraq, leaving its people essentially destitute. In the first five years of this endless war, Iraqis have suffered more for resisting than if they had accepted and endured American military and economic dominance. Whether consciously or not, they have sacrificed themselves to halt Washington's projected military and economic march through the oil-rich Middle East on the path to a new American Century that now will never be.
It is past time for the rest of the world to shoulder at least a small share of the burden of resistance. Just as the worldwide protests before the war were among the upstream sources of the Iraqi resistance-to-come, so now others, especially Americans, should resist the very idea that Iraq could ever become the headquarters for a permanent United States presence that would, in the words of Bush speechwriter David Frum, "put America more wholly in charge of the region than any power since the Ottomans, or maybe even the Romans." Unlike the Iraqis, after all, the citizens of the United States are uniquely positioned to bury this imperial dream for all time.
