Domestic intelligence operations ratcheted up against whistleblowers by Wayne Madsen

Domestic intelligence operations ratcheted up against whistleblowers

The Obama administration is already known as the most hostile in U.S. history toward whistleblowers and leakers, so it should come as no great surprise that the number of "black bag" breaking and entering incidents directed against public and private sector whistleblowers are increasing. Under the USA-PATRIOT Act, "National security letters" unsigned by federal judges are all that are required for the FBI and other federal law enforcement agencies to conduct "sneak and peek" operations inside the offices and homes of surveillance targets.

The CIA under its thuggish director John Brennan, the man who originated the agency's controversial rendition, detention, and interrogation program, has been turning up the heat on whistleblowers and leakers. The CIA hacked into the computers of the Senate Intelligence Committee and sent agents, masquerading as committee staffers, to determine what information the committee had on the CIA programs. Brennan later apologized for spying on committee computers but earlier he had denied such surveillance was taking place.

WMR has learned over the past few weeks that unknown parties have entered the South Carolina home of one protected witness who has both knowledge of and documentation on the CIA's "enhanced interrogation" or torture program in Iraq. Compact disks and paper copies of email to and from Iraq were found strewn on the floor of the residence. The individual has been threatened in the past by contractors for the firms CACI and Titan for revealing their role with the CIA's and Pentagon's interrogation program in Iraq. In addition, the whistleblower is aware that many of the leaders of the Islamic State of Iraq and the Levant (ISIL) were not only detainees at U.S. military prisons in Iraq but were turned into U.S. intelligence assets after their release.

Not only is Brennan spying on the Senate Intelligence Committee to ascertain what it knows about the CIA's past role with some of ISIL's leaders but he is now willing to conduct "sneak and peek" operations on private residences.

WMR is aware of another case in which an individual with detailed knowledge of the 9/11 attack on the World Trade Center has experienced at least one recent breaking and entering of his residence.

WMR's editor has received a series of unusual phone calls from unidentified individuals inquiring as to where we received our information on the U.S. military's weaponization of the Ebola virus. After describing the contents of the main document, a 2009 U.S. embassy Berlin cable to the State Department and Pentagon stating that the German government was withholding permission for a German medical firm to export Ebola and other dangerous hemorrhagic viruses to the U.S. bio-laboratory at Fort Detrick, Maryland unless assurances were given that the cultures would not be weaponized, the inquiring individuals on the phone responded by saying that the cable was insufficient documentation to prove a "conspiracy theory."

There is ample evidence that the U.S. pursued the development of biological warfare agents long after signing the 1972 convention with Britain and the USSR outlawing such weaponry. The "Gulf War Syndrome" of as British troops call it, "Desert Fever," suffered by many veterans of Operation Desert Storm may have been the result of U.S. attacks on stockpiles of biological agents supplied to Saddam Hussein in the 1980s by then Special Envoy to Iraq Donald Rumsfeld. The Pentagon long denied that Gulf War Syndrome was associated with any weapons or vaccines administered to U.S. troops but Secretary of Defense Les Aspin confirmed the presence in Iraq and Saudi Arabia of banned Sarin and mustard gas. There were also reports at the time that U.S. forces, under the orders of then-Secretary of Defense Dick Cheney, deployed banned chem-bio weapons to the theater to "prove" that Saddam Hussein not only had them in his possession but had used them against allied forces. Saddam's use of the weapons would be used as a predicate to justify an allied occupation of Iraq in 1991. However, George H W Bush and Joint Chiefs of Staff Chairman Colin Powell would not go along with the neocon plan to toppled Saddam and the new CIA line was that no chem-bio weapons were used or accidentally released during Desert Storm. CIA director John Deutch actually disputed Aspin's proof of past use of chem-bio weapons.

At a 1993 press conference, Defense Secretary Les Aspin shows the locations where chem-bio weapons were detected during Desert Storm. He contradicted denials from his own deputy and later CIA director John Deutch that such weapons were detected by U.S., British, and Czechoslovak units. In December 1993, Aspin suddenly resigned for "personal" reasons, said to be health-related. In May 1995, Aspin suffered a sudden stroke and died.

WMR is providing the documentation on the U.S. weaponization of hemorrhagic fevers. We have made it clear many times to various agencies of the U.S. government that any and all forms of intimidation and/or harassment are studiously ignored.

SPECIAL REPORT. Ebola is just another product of 1972 treaty violations by Wayne Madsen

SPECIAL REPORT. Ebola is just another product of 1972 treaty violations

The first outbreak of the deadly Ebola hemorrhagic fever was recorded on July 27, 1976 in the southern Sudan. The first victim of the disease suffered from the Sudan strain of the virus. The man, who worked at the Nzara Cotton Manufacturing Factory in the Sudanese town of Nzara, was dead ten days later. The outbreak quickly spread to the town of Maridi, where hapless villagers struck by the virus went because it was the location of the nearest hospital. Infections were also reported in Juba and Tembura. In 1976, southern Sudan was the scene of a guerrilla-led civil war that pitted black southern Sudanese against the largely Arab central government in Khartoum. In 2011, after the long civil war, one in which the CIA and Mossad supported the South Sudanese against Khartoum, the Republic of South Sudan declared its independence.

In 1976, Zaire was being used as a base for an illegal CIA war against the Marxist-led government of Angola. The 1976 Clark Amendment to the Arms Control Act, authored by Senator Dick Clark (D-IA) and passed by the Senate, forbid the U.S. government from aiding any sides in the Angolan civil war. CIA director George Bush merely ignored the act and provided covert assistance to right-wing Angolan guerrillas in a total violation of the law.

Just as the CIA did with the House of Representatives Boland Amendment forbidding any U.S. government involvement in the Nicaraguan civil war, the CIA merely ignored the law and began supporting the anti-Marxist guerrillas, including UNITA guerrillas led by Jonas Savimbi, in Angola. Assistance to the guerrillas was provided through Zaire, then run by CIA client-dictator Mobutu Sese Seko. U.S. mercenaries fighting on behalf of the minority white government of Rhodesia reportedly helped the Salisbury regime of Prime Minister Ian Smith develop bio-warfare agents, including anthrax, to use against black nationalist guerrillas. Some of these bio-warfare weapons were also transferred to CIA-backed rebels in Angola from both Rhodesia and Zaire.

After the anthrax attacks in the United States in 2001, the FBI dispatched a team of agents to South Africa and Zimbabwe to investigate then-primary "person of interest" Dr. Steven Hatfill's role in the 1970s with South Africa's Project COAST and Rhodesia's Selous Scouts own bio-war program, much of it developed with the assistance of the South Africans. There is reason to believe that the FBI was called off its investigation when a link between Hatfill and a covert CIA operation to aid the Rhodesian Selous Scouts during the 1970s was discovered. This link included the provision of bio-warfare agents, including anthrax and West Nile virus, from Fort Detrick and Project COAST.

In 2000, the FBI discovered a network of veterans of the South African bio-warfare program, code named Project COAST, living in the Los Angeles area. A UCLA gynecologist and high-level Mormon named Dr. Larry Ford was linked to the chief of Project COAST, Dr. Wouter Basson. Ford's partner in his firm Biofem Pharmaceuticals was shot and wounded on February 28, 2000 and shortly thereafter, Ford allegedly committed suicide in his Irvine, California home. The FBI discovered canisters containing cultures of cholera, salmonella, botulism, and typhus buried in Ford's backyard. FBI agent Doug Baker revealed that Ford had connections to the CIA but later quickly recanted after he received pressure from FBI headquarters. However, Ford's friend Basson was linked to Don Mayes, a retired CIA officer and one of Basson's former employee, Dan Goosen, and the CIA and FBI. Mayes acted as the CIA's and FBI's go-between to Goosen and Basson. on behalf of Basson, Goosen was trying to sell the CIA a genetically-engineered pathogen that combined intestinal bacteria with gas gangrene, a very fatal concoction. The pathogen was shipped from South Africa to the FBI office in Key West in a toothpaste tube, a favorite container for Gottlieb, where former CIA-turned-FBI agent Robert Zlockie took possession of the tube. Negotiations for the CIA to buy the pathogen reportedly broke down, however, there were reports that Goosen met with officials of Bioport, the Michigan-based firm that sold anthrax vaccines to the Pentagon. There were reports at the time that investors in Bioport included The Carlyle Group, on whose board George H. W. Bush sat. The toothpaste tube was reportedly sent to Fort Detrick.

A small arsenal, in addition to pathogen canisters, were discovered buried in Dr. Larry Ford's backyard. Some believe that Ford took over from Dr. Sidney Gottlieb as the CIA's "Dr. Death," but in a much more covert fashion with maximized "plausible deniability" of agency involvement.

During the CIA's illegal involvement in warfare in Zaire and Angola, two novel viruses appeared on the scene: Ebola and Human Immunodeficiency Virus (HIV). The CIA's longtime "Dr. Strangelove" for creating exotic methods to kill people, the club-footed Hungarian-Jew Dr. Sidney Gottlieb, saw Africa as a virtual "Petri dish" for carrying out his macabre experiments. In 1960, Gottlieb developed a deadly poison that was to be put on Congolese Prime Minister Patrice Lumumba's toothbrush and cause instant death. Gottlieb also worked on various "exotic" medical means to dispatch Cuban leader Fidel Castro.

Other Gottlieb exploits included blue mold against Cuba's tobacco crop; cane smut against its sugar crop; African swine fever, which is related to the coronavirus Severe Acute Respiratory Syndrome (SARS), which is related to the deadly 1918 Spanish flu; and a hemorrhagic strain of Dengue fever against Cuba's human population. In the months after 9/11 and long after Gottlieb's retirement from the CIA, a cousin of hemorrhagic Dengue fever, the Crimean-Congo Hemorrhagic Fever (CCHF), made its debut among civilians in Afghanistan and Pakistan. Russian scientists who examined SARS claimed that the virus was genetically created by fusing mumps and measles pathogens. They pointed their fingers at Fort Detrick.

Although Gottlieb retired from the CIA in 1972, after 20 years of service with Langley, there is no evidence that the CIA discontinued its involvement with biological warfare experimentation, even after the United States signed, along with the United Kingdom and the USSR, the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on their Destruction or "BWC." Evidence suggests that the CIA merely transferred its bio-war programs to the
U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) in Fort Detrick, Maryland where bio-warfare research was being conducted under the cover of "non-proliferation" enforcement and research. Other banned research was conducted at Fort Detrick's British counterpart at the Defense Evaluation and Research Agency (DERA) in Porton Down in Wiltshire, England.

Dr. Sidney Gottlieb, aka "Joseph Schneider."
HIV first infected Cuban troops in Angola who were assisting the central government in battling CIA- and South African-supported rebels throughout Angola. Those returning Cuban troops in turn infected Cuban civilians. It was from the Cuban vector that HIV was then transmitted to the United States via Cuban refugees who received political asylum in Florida. The Soviet news agency TASS was always ridiculed for producing propaganda, however, the CIA and State Department had full-time operations to counter everything reported by the news agency, indicating that the United States was concerned to counter TASS even when their reports were correct, which they were more times than not. On March 30, 1987, TASS reported that East German scientists concluded that HIV was a manufactured virus, developed by gene splicing a visna virus, a retrovirus that causes encephalitis and pneumonia in sheep, with HTLV-1, the first retrovirus that was known to infect humans. The East German scientists traced HIV back to Fort Detrick. The U.S. State Department labled the story "Soviet propaganda," but the U.S. government has never really owned up to its "Dr. Frankstein" medical operations in Africa or elsewhere.

In fact, the U.S. government, with suspicions of CIA involvement, was subjecting African-American to injections with syphilis as late as 1972. The U.S. Public Health Service forced syphilis infection operation was coordinated with Tuskegee Institute in Alabama. The Atomic Energy Commission, again, with suspected CIA involvement, subjected American civilians and military personnel, including the population of Bikini Atoll in the Marshall Islands, as well as Australian citizens, to radiation experiments as part of Projects SUNSHINE and GABRIEL.

An August 2, 1977 letter from CIA director Admiral Stansfield Turner to Senator Daniel Inouye (D-Hawaii) reveals the nature of the CIA's work with Fort Detrick's USAMRIID on bio-warfare projects. The letter states that as part of the CIA's MKULTRA project, various subprojects involved "funding for unspecified activities connected with the Army's Special Operations Division at Ft. Detrick, Md . . . Under CIA's Project MKNAOMI, the Army assisted CIA in developing, testing, and maintaining biological agents and delivery systems for use against humans as well as against animals and crops. The objectives of these subprojects cannot be identified from the recovered material beyond the fact that the money was to be used where normal funding channels would require more written or oral justification than appeared desirable for security reasons or where operational considerations dictated short lead time for purchases." [Emphasis added]

Turner claimed MKNAOMI bio-warfare operations ended in 1960, however, statements by CIA director William Colby released later indicated that the CIA destroyed much of the MKNAOMI records that existed up until 1972. The records were part of a trove of CIA documents that Colby referred to as the agency's "Family Jewels."

Turner's less-than-candid admission to Inouye about the CIA's bio-war program with Fort Detrick.

On August 26, 1976, after the Zaire strain of Ebola first appeared near the Ebola River in the Republic of Zaire, now the Democratic Republic of Congo, the virus recorded a fatality rate of over 85 percent. A school headmaster, who had been visiting northern Zaire, arrived at the Yambuku Mission Hospital and was misdiagnosed as suffering from malaria. Many of those who had contact with the headmaster before and after he died contracted Ebola. During the following few months, there were 602 reported cases of Ebola in Zaire and in southern Sudan. Of these, 431 people died from the two strains of the novel virus. The international news media painted the Zaire "hot zone" as a virtual geographic death zone.

News reports at the time emphasized two major points: 1) the nearly-always fatal disease caused its victims to die a horrible death, turning their internal organs into jellified masses and 2) the virus was thankfully limited to a remote part of Zaire and did not pose a threat to any major urban centers. It was the remoteness of the virus outbreak that led the Western nations to brush off the virus as deadly but only affecting black Africans because of its remoteness.

That Western mindset largely resulted in governments in Washington, London, Paris, and other capitals brushing off the latest incarnation of the Zaire strain of Ebola which has killed well over 4000 people in Guinea, Liberia, and Sierra Leone and may infect as many as 1.5 million people by early 2015, according to the World Health Organization (WHO). After all, Western leaders reasoned, the virus was only killing black Africans. Even America's overly-hyped first "African-American president," Barack Obama, failed to take the recent Ebola outbreak seriously when he invited leaders of African states, along with their staffs and cabinet ministers, African business leaders, and journalists, to a Washington, DC summit with little regard for the contagiousness of Ebola. White House staffers appeared to have forgotten that the WHO determined that when Ebola first broke out in Zaire in 1976 that it could be transmitted by airborne means.

Three other strains of Ebola, known as Ebola hemorrhagic fever (EHF), a member of the Filoviridae family of viruses, are known to exist in addition to the very deadly Zaire and the less deadly Sudan strains. They are the Côte d’Ivoire or Taï Forest, Bundibugyo (Uganda), and Reston (Virginia) strains. There was an outbreak of Ebola-Zaire in Uganda between 2000 and 2001 in the Gulu District; a Taï strain outbreak spread from chimpanzees to a human in October 1994; an outbreak of Zaire strain in November, 1994 in the gold mining camps of
Meouka, Andock, and Minkebe in Gabon followed by other outbreaks in 1996 in Mayibout and the Booué region of Gabon and 2001 in Libreville, the capital city; an Ebola-Zaire outbreak in Yambio, South Sudan in 2004; and a re-emergence of Ebola-Zaire in an outbreak in Kasaï-Occidental province, DRC, in 2007, as well as in 2008 and 2009. Ebola-Zaire also hitKagadi in the Kibaale District of Uganda in 2012 with a 66 percent fatality rate.

In 2007, a new form of Ebola, the Bundibugyo strain, less deadly than Ebola-Zaire, struck Uganda. In 2008, the least deadly form of Ebola, the U.S. lab-produced Reston strain, infected humans from a group of infected pigs in the Philippines. It was the first case of non-humans or primates being infected by Ebola.

There was another Zaire strain outbreak in Kikwit, Zaire in 1995 and an outbreak of the virus in the Republic of Congo (Brazzaville) in the Mbomo or Kéllé districts in 2003 and 2007.

In addition to humans, Ebola is known to infect primates such as gorillas, chimpanzees, and monkeys, in addition to forest antelopes, fruit bats, porcupines, and, as seen in the Philippines, pigs.

The original 1976 Ebola outbreak "hot zones."
The first victim of the West African Ebola-Zaire outbreak was a 2-year old boy who died from the virus on December 6, 2013 in Meliandou, Guinea. From the town, the virus spread to nearby villages. The initial area of contagion is close to the lucrative Simandou iron mine, which has long been a target of exploitation of Israeli mining magnate and Israel's richest man Benny Steinmetz and his Benny Steinmetz Group Resources (BSGR) and the hedge fund tycoon George Soros. Steinmetz has been under FBI investigation for bribery. In addition, he attempted to launch a coup against Guinean President Alpha Condé after BSGR, based in Guernsey with offices in London and Geneva, was stripped of its mining rights in Guinea after attempting to bribe Guinean officials. Steinmetz's attempt to foment an anti-Condé coup among disaffected Guinean army officers and members of the minorty Fula tribe.

Pentagon map showing current Ebola "hot zones" in West Africa.

One of Steinmetz's associates, Frederic Cilins, was arrested by the FBI in Jacksonville, Florida before he could begin destroying several BSRG documents proving that Steinmetz had paid bribes to Guinean officials in violation of the U.S. Foreign Corrupt Practices Act. There was a recent scare at Jacksonville's Baptist Hospital after someone who had contact with a recent visitor to West Africa complained of initial Ebola-like symptoms. The patient did not indicate whether his contact had been in Guinea or the nature of that person's business in Guinea, Sierra Leone, or Liberia. The Simandou mine is in close proximity to the Guinean borders with both Sierra Leone and Guinea.

Ebola outbreak in Guinea near Israeli tycoon's attempted iron mining bonanza.
By March 2014, as more Guineans were sickened with the virus, an isolation unit was established by Doctors Without Borders in Gueckedou, near Meliandou. By March 25, four southeastern districts in Guinea suffered Ebola outbreaks with the first cases also reported from across the tri-border area in Lofa and Nimba counties, Liberia and in Kailahun District, Sierra Leone. By June, the first Ebola cases were reported in Monrovia, the Liberian capital and in Kenema, Port Loko, and the Western Districts of Sierra Leone. By July, the virus had spread to Sierra Leone's Bo District and the capital city of Freetown.

With the exception of the contained outbreak of Ebola in 2001 in Libreville, Gabon, the virus's arrival in Monrovia and Freetown were the first time the disease had hit major metropolitan areas. At the end of July, a Liberian-American man died from Ebola after flying from Monrovia to the mega-metropolis of Lagos, Nigeria. Nigeria, as well as Senegal, managed to contain the virus with minimal fatalities. Meanwhile, mandatory quarantine zones were established throughout Liberia, Sierra Leone, and Guinea. President Obama dispatched U.S. troops and National Guardsmen to the West African nations to deal with the Ebola outbreak.

By October, there were reported Ebola cases in the United States from a Liberian man who later died of the virus in a Dallas hospital after traveling from Liberia. Other cases in Spain, the UK, Germany, Norway, and France were reported from medical workers who had been in West Africa and who contracted the virus from patients. Ebola-Zaire also saw an outbreak in the Boende District of the DRC, however, WHO said the outbreak was unconnected to that in West Africa.

Oddly, as the White House named Ron Klain as the "Ebola czar," it also announced late Friday afternoon, on October 16, that it was cutting off funding to risk government experimentation that studied certain infectious agents by making them more dangerous. The timing of the White House announcement was odd, considering that it was reported by WMR that the H1N1 swine influenza "novel" strain was the product of resurrecting the deadly 1918 Spanish flu from DNA extracted by scientists from the U.S. Armed Forces Institute of Pathology in Rockville, Maryland from the corpse of a female Inuit teen who died from the disease in 1918. U.S. government-funded scientists succeeded in combining the resurrected Spanish flu DNA with other viruses, including swine and avian flu. The White House also asked scientists currently conducting research on influenza, SARS and MERS (Middle East Respiratory Syndrome) and other coronaviruses such as the Hong Kong and New Haven viruses, to "voluntarily" halt all current research. Did President Obama delve into the work of USAMRIID, the University of Wisconsin-Madison, the Centers of Disease Control (CDC), and the National Institutes of Health (NIH) to discover that the BWC of 1972 was being routinely violated since it was signed? In addition to H1N1 flu, scientists, including Yoshihiro Kawaoka of University of Wisconsin-Madison, were researching ways to make H5N1 avian flu able to "species jump" from ferrets to humans.

The White House Office of Science and Technology Policy and the Department of Health and Human Services did not put a time limitation on the research moratorium but Kawaoke indicated future research projects on influenza and coronaviruses would not be started and that he would consult with NIH on applying the moratorium on current research efforts. The White House policy does not affect research Ebola but only applies to influenza and coronaviruses.

On the heels of the White House order curtailing research on "risky" viruses, the Pentagon announced that the U.S. Northern Command (NORTHCOM) would work with USAMRIID, the suspected original source of the "Ames strain" anthrax pathogen used in the 2001 postal system attacks, to send Ebola medical teams to areas of the United States reporting outbreaks. USAMRIID not only has the anthrax release on its rap sheet but also the recombination of deadly flu viruses for which the White House ordered a cut-off in funding hours before the Pentagon's announcement on military teams being used to protect the "homeland" from Ebola.

Hillary carried out Libyan operation started by Kissinger and Reagan by wayne Madsen

Hillary carried out Libyan operation started by Kissinger and Reagan
As Secretary of State, Hillary Clinton, carried out a policy started in earnest during the Ronald Reagan administration and implemented by the Central Intelligence Agency and State Department Counselor Robert C. McFarlane in 1981 to overthrow Libyan leader Muammar Qaddafi and bring about the fracture of the Libyan state. This plan is revealed in a November 17, 1981 memorandum written by McFarlane to a CIA official named "Chuck." The memo was discovered in the CIA's archives. McFarlane would later become National Security Adviser under Reagan and become immersed in the Iran-contra scandal. The memo discusses several policy options brought to McFarlane's attention by Henry Schuler, who is described as a "former foreign service officer now in business." In fact, Schuler, who had been assigned as a U.S. diplomat in Libya prior to the 1969 Libyan coup, served as the W. R. Grace and Company representative in Libya during the coup, had been a naval intelligence officer in North Africa in the 1950s, was the director for Energy Planning and Development for Deloitte Haskins and Sells in Washington, DC. He was also the former representative for Hunt Oil Company in Libya after Qaddafi's coup. Schuler's background appears to have been the perfect resume for a CIA officer and his easy entry into McFarlane's office at State would suggest that the Libya expert was no mere ex-diplomat and businessman.

Schuler, in succeeding years, became the point person who the press, including the always-dubious Washington Post, would interview every time there was a need to falsely link Qaddafi to some terrorist incident, kidnapping, plane hijacking, or other crime. Eventually, Schuler found a nest at the Henry Kissinger-initiated Center for Strategic and International Studies, an outfit that is separated from the CIA by only the Potomac River.

Today, Libya is governed by a least two rival governments. One Islamist rebel faction called Libya Dawn, which sounds very much like Odyssey Dawn, the name of the U.S.-led military intervention in Libya that toppled Qaddafi, is now in control of the capital Tripoli. The group, which ransacked the abandoned U.S. embassy compound in Tripoli, receives its spiritual guidance from the Grand Mufti of Libya, Sheikh Sadik al-Ghariani, who broadcasts radio messages to Libya with the support of the Britain's MI-6 intelligence service. Meanwhile, the Libyan government, including acting Prime Minister Abdullah Al-Thinni and the Libyan Parliament, have fled to exile in the eastern Libyan city of Tobruk, near the Egyptian border. Egyptian and United Arab Emirates war planes recently bombed Islamist rebel-held areas of Tripoli, earning a stern warning from the U.S., British, French, and Italian governments.

hillary clinton
Hillary Clinton's puff piece article in Newsweek, under the headline "The Liberation of Timbuktu." It was Clinton's transformation of Libya from a moderate Sufi society to rule by radical Salafi Wahhabists that saw half of Mali, including Timbuktu, fall to Islamist radicals spurred on by their benefactors in Libya. Clinton "came, saw, and the Islamists conquered."

In 1981, Schuler successfully convinced McFarlane that Qaddafi was linked to the Islamic Jihad group that assassinated Egyptian President Anwar Sadat. The information, of course, was false but there was always an attempt by the CIA to link Qaddafi to Islamist extremists. Qaddafi, a pan-Arab socialist, was anathema to Islamists and the Libyan leader's support for the Soviet Union and other Communist states was considered heretical by Islamists. The Egyptian Islamists who killed Sadat would become a major recruiting ground for the CIA in hiring Arab mujaheddin to travel to Afghanistan to fight the Soviets. Out of their ranks came Al Qaeda's number two man, Dr. Ayman al-Zawahiri, and the man convicted of planning the 1993 World Trade Center bombing, Omar Abdel Rahman, otherwise known as the "Blind Shaikh." Both Zawahiri and Rahman assisted the CIA in identifying Egyptians who, after fighting in Afghanistan, would swear allegiance to Saudi millionaire Osama Bin Laden. Qaddafi, on the other hand, would issue the very first Red Notice, or international arrest warrant, for INTERPOL to apprehend Bin Laden. As usual, the CIA blamed the wrong person, in this case Qaddafi, for supporting Islamic Jihad, which would later morph into Al Qaeda. The chief promoter of Qaddafi as a supporter of Jihadists was none other than Schuler, who was also working for Western oil companies that had production facilities in Libya.

In the Memo sent by McFarlane to the CIA, Schuler warns of years of vacillation by preceding administrations emboldening Qaddafi's moves in Africa and the Middle East. This was clearly an attempt to demonize Qaddafi as a threat to what Schuler referred to as the "energy heartland."

Schuler does provide one fascinating rationale for the hostility of the Saudi Arabians and their Western allies toward Qaddafi. In the memo, he states that "although the bedouin tribes which dominate Cyrenaica and Tripolitania are the purest Arabs outside the Arabian Peninsula, Libya does not fall into the domain of experts who study the Mashriq of Arab East because they are physically separated by non-Arab Egypt with its totally distinct culture and history." Essentially, the Saudis and other Gulf Arabs despised Qaddafi because only he, a member of one of the "pure Arab" bedouin tribes, was as much an Arab as any Saudi king or prince or Gulf emir and was in a position to claim leadership over the pan-Arab "nation." The threat posed by Qaddafi's "Arabness" to the House of Saud and al-Thani family in Qatar was a major reason why the Saudis and Qataris financed and armed the Libyan Islamists who would eventually take over Libya and assassinate Qaddafi while he was being held their prisoner. Clinton laid the ground for the assassination of Qaddafi and then boasted of it when she said, "We came, we saw, he died."

Schuler and his State Department and CIA friends were wrong when they painted Qaddafi as an Islamic fundamentalist. Libyan Islam rests on the Sanussian Sufi tradition established by the Algerian-born cleric Mohammed Ibn Ali al-Sanussi in the 1830s. Sanussi, also known as the Grand Sanussi, founded the Sanussian religious order in the Hejaz of Arabia and it became a counterweight to the extremely radical Wahhabist order of the Nejd. Sanussi moved his headquarters to Cyrenaica. Eventually, Libyan Islam would be based on the trans-border Sufi Islamist philosophy of Sanussi while the Saudi Arabians established the extreme Wahhabism as the state religion of Saudi Arabia. The Grand Sanussi's grandson would become King Idris I of Libya. Although Qaddafi ousted Idris in a 1969 coup that ended the monarchy, the charismatic Libyan colonel was an adherent of the Sufi Sanussi tradition, and, therefore, a sworn enemy of the Wahhabism practiced by the Saudis and the Arab Gulf potentates.

The Islamist groups that ousted Qaddafi with Saudi, Qatari, and NATO support are Salafists who practice Wahhabism. At the outset of the Libyan rebellion that started in Cyrenaica, Qaddafi told the world that "Al Qaeda" was behind the revolt. The world laughed. But Qaddafi was right.

From the very moment Reagan was sworn into office, the CIA and interlocutors in the oil business like Schuler, began to criticize the policies of Jimmy Carter toward Qaddafi. Singled out was Secretary of State Cyrus Vance for telling Libya's UN representative that the U.S. desired better relations with Qaddafi and Carter, himself, for offering to receive a Libyan representative in the Oval Office. Of course, the lobbying deal that Libya had with Carter's brother, Billy Carter, gave the Reaganites all the ammunition they needed to deep-six the Carter olive branches to Qaddafi. Schuler, McFarlane, and their ilk convinced the Reagan administration that the "radical" Qaddafi was a threat to the "moderate" regimes of the Arabian Peninsula. The definition of "moderate" was what set the United States off on the dangerous path that has now seen Libya fall prey to the radical Islamists supported by those "moderate" regimes of the Arabian Peninsula. The fact remains that within Islam, Qaddafi and his Sufi Sanussian brand of Islam was far more moderate than the Saudi Wahhabist variety. But the Reagan administration then, as with the Obama administration now, was spoon fed daily does of misinformation and disinformation on the Middle East, courtesy of another fanatic religious sect, Zionist Judaism, and its myriad of well-funded think tanks and policy institutes in Washington, DC.

The other reason why Qaddafi was considered a threat was his advising the Palestinians not to trust negotiated peace agreements with Israel involving the Saudis. The 1981 peace proposal tabled by Saudi Prince Fahd, which would provide for Arab and Palestinian recognition of Israel in return for the establishment of a Palestinian state with its capital in east Jerusalem was rejected by Qaddafi as a trap. It turns out that Israel never intended to abide by any of its agreements with the Palestinians, including the Madrid and Oslo agreements, which means Qaddafi was right on the money again. However, Qaddafi was pilloried by Schuler and his friends at the State Department and CIA as the leader of the Arab "rejectionist" camp. Considering the secret military and intelligence agreements between Israel and Saudi Arabia, information that Qaddafi must have certainly been briefed on by his own intelligence service, any peace plan from Saudi Arabia would be a raw deal for the Palestinians.

What Schuler and his oil industry friends eventually sold the Reagan administration was a policy of "American-sponsored subversion" of Qaddafi. In fact, a number of Libyan exiles who originally were funded by the CIA to overthrow Qaddafi ended up as leaders of the Salafist forces who took over Libya. One of these was a former Qaddafi general, Khalifa Hifter, who defected to the CIA and lived in northern Virginia near his CIA benefactors and was used by Langley to launch a number of revolts against Qaddafi inside Libya. In 2011, he returned to Libya to lead the rebel armed forces.

The Reagan administration was also sold on punishing technology and equipment sanctions against Libya. Also on the table was an embargo on Libyan oil exports; withdrawal of all U.S. citizens from Libya, particularly those working in the oil industry; and severing all commercial and financial links to Libya.

What Texas oil men George H. W. Bush and George W. Bush could not or did not want to accomplish with Qaddafi and what Bill Clinton did not view as a priority, was finally carried out by Hillary Clinton and her "Responsibility to Protect" groupies at the State Department. Her legacy is 11 commercial airliners now in the hands of radical Islamist terrorists and a Libya wracked by civil war. Mrs. Clinton managed to drive out a moderate Sufi Sanussian Islamic tradition from Libya and replace it with a radical Salafi Wahhabist brand. It was Reagan's plan that Hillary fulfilled and the Saudis and Qataris still applaud and a legacy that Democratic voters should be reminded of time and time again as Mrs. Clinton, the "Madame Defarge" of Libya, seeks another presidential "coronation."

The CIA is No Stranger to Africa – But We Wish It Was by Mark P. Fancher

The CIA is No Stranger to Africa – But We Wish It Was

by Mark P. Fancher

The CIA’s activities in Africa go and in hand with the huge U.S. military offensive on the continent. The agency “has maintained a continuing presence on the African continent into the 21st Century, engaging in various nefarious activities, including supporting foes of the Gadhafi government in Libya.”

“The impact of the agency’s activities on the African continent must not escape notice.”
Revelations contained in an unreleased nearly 7,000 page Senate Intelligence Committee report about CIA torture of purported terrorism suspects should come as no surprise to those with even a passing acquaintance with the agency’s long history of international crimes. Among other things, the study reportedly details the CIA’s systematic use of slapping, humiliation, sleep-deprivation, freezing and waterboarding. While this may not be news to informed observers, some might be a bit shocked by the candid reactions to the report by the Obama administration. A leaked White House document says of the report: “This report tells a story of which no American is proud.” President Obama himself said: “…we tortured some folks. We did things that were contrary to our values.”
Everything connected with the torture program is unseemly and unconscionable, and is intolerable everywhere. Africa in particular, with all of its many challenges has no need for any part of it. But as the CIA comes under renewed scrutiny, the impact of the agency’s activities on the African continent must not escape notice. Last year Crofton Black, an investigator for Reprieve, a London-based human rights organization, produced a collection of documents that he claims demonstrates that Africa has been used by the CIA as part of its extraordinary rendition program – the forced transportation of terror suspects to countries where the use of torture is tolerated. In a sworn statement he alleges that a group of private companies acting in concert on behalf of the U.S. government organized five rendition trips between Djibouti and Kabul, Afghanistan.
Black said: “The U.S. CIA rendition program operated by chartering aircraft from private companies to move detainees, in part in order to avoid the notification and authorization requirements of the Convention on International Civil Aviation.” He also said: “…this group of contracts [involving the companies in question] was set up and authorized to carry out missions for the U.S. government. This group of contracts and associated trips have been demonstrably linked to the U.S. rendition program via investigations and evidence filed in litigation in the U.S. and the European Court of Human Rights.” Black’s statement was offered in support of a complaint filed by Mohammed al-Assad, a Yemeni national who alleges he was abducted in Tanzania and held by the CIA in Djibouti and Afghanistan.
“Patrice Lumumba, the assassinated Prime Minister of Congo, found his way into the agency’s cross-hairs in 1961.”
U.S. intelligence operations in Africa are apparently broader than a few discrete CIA extraordinary rendition missions. A couple of years ago, the Washington Post reported: “The CIA has expanded its counterterrorism and intelligence-gathering operations in Africa, but its manpower and resources pale in comparison with those of the military.” The Post further explained:
“Under a classified surveillance program code-named Creek Sand, dozens of U.S. personnel and contractors have come to Ouagadougou [in Burkina Faso] in recent months to establish a small air base on the military side of the international airport. The unarmed U.S. spy planes fly hundreds of miles north to Mali, Mauritania and the Sahara, where they search for fighters from al-Qaeda in the Islamic Maghreb, a regional network that kidnaps Westerners for ransom.” The Post further reported that drones are used by intelligence personnel in Africa, and they are: “…Predator and Reaper drones, the original and upgraded models, respectively, of the remotely piloted aircraft that the Obama administration has used to kill al-Qaeda leaders in Pakistan and Yemen.”
The CIA is no stranger to Africa. Patrice Lumumba, the assassinated Prime Minister of Congo, found his way into the agency’s cross-hairs in 1961. In his book about the assassination, author Ludo De Witte said: “…[T]he CIA scientist [Sidney] Gottlieb said he had been sent to the Congo with a box of poison to ‘mount an operation…to either seriously incapacitate or eliminate Lumumba’…” Although Larry Devlin, the CIA’s station chief in Congo, has insisted the CIA did not kill Lumumba, in his own book he admitted: “CIA covert political action and military operations did, however, contribute to the removal of Lumumba from power…” CIA meddling in Africa continued into the 1970s. In his book In Search of Enemies, former CIA agent John Stockwell detailed the agency’s involvement in Angola’s war for liberation. The agency has maintained a continuing presence on the African continent into the 21st Century, engaging in various nefarious activities, including supporting foes of the Gadhafi government in Libya.
As the release of the Senate torture report became an imminent reality, the CIA apparently could not restrain its criminal impulses and allegedly broke into Senate Intelligence Committee computers. They also allegedly attempted to have the committee’s staff members prosecuted on the basis of false information. Senator Dianne Feinstein then announced that the report cannot yet be released because of the CIA’s efforts to redact portions of the document and “eliminate or obscure key facts that support the report’s findings and conclusions.”
With these and other actions, the CIA may have gone a bit too far, because some in both government and the mainstream media have begun to attack the agency with a vengeance for its recent conduct. The gathering storm of anger may ultimately prove the late Kwame Ture to have been prophetic. He said that even though his organization, the All-African People’s Revolutionary Party was working to “smash” the CIA, it will ultimately be mainstream “democratic forces” that will one day join the campaign against the agency and deliver the knockout punch.
