Hello, humorless suits...

A little birdie told me today that you've been reading this site--specifically, this entry. I'm not sure exactly what about it intrigued you enough that you took the time, but hey...thanks for taking the time. It's not every day that government agents read this humble blog.

Or is it? Maybe, from now on, it will be; I can only hope.

Now, why would I hope that the traditional enemies of democracy, the sponsors, mentors and trainers of death squads, would stick around here and read stuff I wrote and/or translated? One would think I might be freaked out to learn that you spooks had been here.

Not a chance.

Actually, I've been spoiling for a scrap with you guys. I was bullied as a kid, and now that I'm all growed up, I've decided to stand up for the underdogs, the way no one on the playground stood up for me when I needed it most. So, bullyboys, consider this your long-overdue punching-out.

Since so many people who have a major beef with you speak Spanish, and you seem to be utterly deaf to everything they say (even when they learn enough English to say "Yankee go home"), I've been diligently translating their news in the hope that someone pays attention and takes it to heart. And yes, I hope that someone is YOU.

You see, dear faceless suits and earpieces, I don't think you have any idea how bad you people look to the rest of the world. Especially Latin America. Oh sure, there are a few oligarchs, sell-outs, and paid-off local bottom-feeders who will still flatter you and fawn on you, and take your smelly money and your crappy "advice" on how to run their countries and their economies. They'll wave your flags at their astroturf demonstrations, and they'll go out of their way to eat your burgers and buy your overpriced crap. But in case you haven't noticed, they've lost a lot of ground among their own. Except for Peru, Colombia, Panama and Mexico, they're not in power. Everyone else has a more-or-less progressive government. There's a reason for that.

And no, it's not "anti-Americanism".

It's pro-Americanism.

Permit me to explain.

First of all, you people are NOT the only Americans. The Americas stretch all the way from our Canadian Arctic Circle to the ice-cold Argentine toe of Tierra del Fuego. Everyone from here to there is an American. Even the Cubans.

Secondly, all these Americans have a right to freely elect their own sovereign governments. Whether you people like those governments is immaterial; you don't get to decide anymore to replace them on a whim. Oh sure, for a while there you did...but those days are over. Got that? They're over. Finished. Kaputt.

(And yes, even the Cubans elect their representatives. They have elections; they just don't have multiple parties, and they don't have right-wing parties as a result, either. Maybe you don't like that. But whether you like it or not, I think it's safe to say that the Cubans prefer it to the alternative. Even your own former generals have admitted as much.)

Thirdly, the weak "democracy" you tried to peddle down there when your beloved military dictatorships failed hasn't worked out either. It was fraught with corruption (which I'm sure was to your benefit) and it left them in insupportable and often odious debt to the IMF, the World Bank and other "development" banks which were nothing more than ATMs for you, and cash vacuums for the people of LatAm. Please don't pretend that you don't know what I mean by that. Anyone can see by how rapidly LatAm grew poorer as the US grew richer that there was a two-way money pipeline operating, and the larger pipe of the two ran south-to-north.

Now that the various strong democracies are putting some serious muscle into turning off the valve and keeping more of their hard-earned dinero at home, diverting it into domestic channels instead of those of international capital, I can hear you guys crying foul. Oh sure, you do it in polite code. Sometimes you do it as yourselves. Sometimes you do it in the guise of media columnists (fifth columnists?) and "journalists" (note the quotation marks; they are there for a reason.) But no matter what way you do it, I know what you're saying. It's plain enough: you label anyone who doesn't keep the valve all the way open as a "dictator", or you claim that they have an "anti-freedom" agenda. You do this even when it's frankly ludicrous. It doesn't matter to you if it's true, as long as the US sheeple believe it to be true.

And yes, I'm well aware of the CIA's ongoing media project. It never really ended. Its job is to "influence" or "shape" public opinion--in favor of whatever the corporate sector and you guys decide between you is in your collective interest. Thus, for a couple of decades there, we got a lot of very strange editorials and opinion pieces proclaiming that brutal military dictators had "saved" Latin America from the communist boogyman, with a blithe glossing-over of the fact that democracy had also died there, in an apparent case of "collateral damage". Perhaps you guys mistook democracy for another nasty-wasty commie? It's an easy mistake to make.

(By the way, I'm also quite certain the CIA reads this blog. I get an inordinate number of hits from Virginia, and an awful lot of seriously stupid, intentionally misleading comments from people whose IPs trace back to there, too. Hi and a big fat one-finger salute to all you folks in Langley, and your Miami station too!)

In the end, though, all your efforts to subvert these countries' democracy--be it through outright dictatorship or the buying and rigging of elections, all the gambits you used have failed. There's only so much moral, intellectual and literal bankruptcy a country can take, and all those "little" countries (some of them as big as Brazil or Argentina) have either reached their limits or are approaching them now. Sooner or later, they were bound to turn their backs on you, the better to turn their faces back toward their own people.

Now they're looking at their own and trying to figure out how to do right by them. Their first priority is not what you think in Washington, or what your CIA pals think in Miami--it's what they themselves think. They might still be willing to have diplomatic relations with you, but this time around, they want it to be a two-way street, with you people listening respectfully for a change and KEEPING YOUR HANDS THE HELL OFF. That's not anti-you, it's pro-THEM. Pro-American, in the most catholic sense of the word.

I prefer not to take any side but that of peace and friendship. It makes for better relations all around. But yeah, if it's a matter of picking sides between them and you, guess what? This former bullied child is gonna stick up for the underdogs. They need to know that someone in the Northern Hemisphere, someone not a native speaker of Spanish (but willing to learn, in fact willing to teach herself) will stand with them. They don't get a lot of solidarity from gringos, but perhaps this Canuck will do. After all, our country has been treated like your backyard, too, and a lot of us are just as angry and resentful at the way you've undermined and subverted us. Even as I write this, I'm seeing the way efforts are being made to privatize our public educational and healthcare systems, all in the name of compliance with NAFTA. Those systems were hard-fought-for in the 1950s by a democratic, elected socialist named Tommy Douglas, who faced ugly anticommunist hysteria back then, too. So, yeah, I can totally relate to the Latin Americans. And if they want to be socialist, I think they should be free to decide it without your interference, however subtle, sneaky, subversive and underhanded.

Empire of over 865 U.S. military bases on foreign soil

Before reading this article, try to answer this question: How many military bases does the United States have in other countries: a) 100; b) 300; c) 700; or d) 1,000.

According to the Pentagon's own list PDF, the answer is around 865, but if you include the new bases in Iraq and Afghanistan it is over a thousand. These thousand bases constitute 95 percent of all the military bases any country in the world maintains on any other country's territory. In other words, the United States is to military bases as Heinz is to ketchup.

The old way of doing colonialism, practiced by the Europeans, was to take over entire countries and administer them. But this was clumsy. The United States has pioneered a leaner approach to global empire. As historian Chalmers Johnson says, "America's version of the colony is the military base." The United States, says Johnson, has an "empire of bases."

Its 'empire of bases' gives the United States global reach, but the shape of this empire, insofar as it tilts toward Europe, is a bloated and anachronistic holdover from the Cold War."

These bases do not come cheap. Excluding U.S. bases in Afghanistan and Iraq, the United States spends about $102 billion a year to run its overseas bases, according to Miriam Pemberton of the Institute for Policy Studies. And in many cases you have to ask what purpose they serve. For example, the United States has 227 bases in Germany. Maybe this made sense during the Cold War, when Germany was split in two by the iron curtain and U.S. policy makers sought to persuade the Soviets that the American people would see an attack on Europe as an attack on itself. But in a new era when Germany is reunited and the United States is concerned about flashpoints of conflict in Asia, Africa, and the Middle East, it makes as much sense for the Pentagon to hold onto 227 military bases in Germany as it would for the post office to maintain a fleet of horses and buggies.

Drowning in red ink, the White House is desperate to cut unnecessary costs in the federal budget, and Massachusetts Cong. Barney Frank, a Democrat, has suggested that the Pentagon budget could be cut by 25 percent. Whether or not one thinks Frank's number is politically realistic, foreign bases are surely a lucrative target for the budget cutter's axe. In 2004 Donald Rumsfeld estimated that the United States could save $12 billion by closing 200 or so foreign bases. This would also be relatively cost-free politically since the locals who may have become economically dependent upon the bases are foreigners and cannot vote retribution in U.S. elections.

Yet those foreign bases seem invisible as budget cutters squint at the Pentagon's $664 billion proposed budget. Take the March 1st editorial in the New York Times, "The Pentagon Meets the Real World." The Times's editorialists called for "political courage" from the White House in cutting the defense budget. Their suggestions? Cut the air force's F-22 fighter and the navy's DDG-1000 destroyer and scale back missile defense and the army's Future Combat System to save $10 billion plus a year. All good suggestions, but what about those foreign bases?

Even if politicians and media pundits seem oblivious to these bases, treating the stationing of U.S. troops all over the world as a natural fact, the U.S. empire of bases is attracting increasing attention from academics and activists--as evidenced by a conference on U.S. foreign bases at American University in late February. NYU Press just published Catherine Lutz's Bases of Empire, a book that brings together academics who study U.S. military bases and activists against the bases. Rutgers University Press has published Kate McCaffrey's Military Power and Popular Protest, a study of the U.S. base at Vieques, Puerto Rico, which was closed in the face of massive protests from the local population. And Princeton University Press is about to publish David Vine's Island of Shame--a book that tells the story of how the United States and Britain secretly agreed to deport the Chagossian inhabitants of Diego Garcia to Mauritius and the Seychelles so their island could be turned into a military base. The Americans were so thorough that they even gassed all the Chagossian dogs. The Chagossians have been denied their day in court in the United States but won their case against the British government in three trials, only to have the judgment overturned by the highest court in the land, the House of Lords. They are now appealing to the European Court of Human Rights.

American leaders speak of foreign bases as cementing alliances with foreign nations, largely through the trade and aid agreements that often accompany base leases. Yet, U.S. soldiers live in a sort of cocooned simulacrum of America in their bases, watching American TV, listening to American rap and heavy metal, and eating American fast food, so that the transplanted farm boys and street kids have little exposure to another way of life. Meanwhile, on the other side of the barbed-wire fence, local residents and businesses often become economically dependent on the soldiers and have a stake in their staying.

These bases can become flashpoints for conflict. Military bases invariably discharge toxic waste into local ecosystems, as in Guam where military bases have led to no fewer than 19 superfund sites. Such contamination generates resentment and sometimes, as in Vieques in the 1990s, full-blown social movements against the bases. The United States used Vieques for live-bombing practice 180 days a year, and by the time the United States withdrew in 2003, the landscape was littered with exploded and unexploded ordinance, depleted uranium rounds, heavy metals, oil, lubricants, solvents, and acids. According to local activists, the cancer rate on Vieques was 30 percent higher than on the rest of Puerto Rico.

It is also inevitable that, from time to time, U.S. soldiers--often drunk--commit crimes. The resentment these crimes cause is only exacerbated by the U.S. government's frequent insistence that such crimes not be prosecuted in local courts. In 2002, two U.S. soldiers killed two teenage girls in Korea as they walked to a birthday party. Korean campaigners claim this was one of 52,000 crimes committed by U.S. soldiers in Korea between 1967 and 2002. The two U.S. soldiers were immediately repatriated to the United States so they could escape prosecution in Korea. In 1998, a marine pilot sliced through the cable of a ski gondola in Italy, killing 20 people, but U.S. officials slapped him on the wrist and refused to allow Italian authorities to try him. These and other similar incidents injured U.S. relations with important allies.

The 9/11 attacks are arguably the most spectacular example of the kind of blowback that can be generated from local resentment against U.S. bases. In the 1990s, the presence of U.S. military bases near the holiest sites of Sunni Islam in Saudi Arabia angered Osama bin Laden and provided Al Qaeda with a potent recruitment tool. The United States wisely closed its largest bases in Saudi Arabia, but it opened additional bases in Iraq and Afghanistan that are rapidly becoming new sources of friction in the relationship between the United States and the peoples of the Middle East.

Its "empire of bases" gives the United States global reach, but the shape of this empire, insofar as it tilts toward Europe, is a bloated and anachronistic holdover from the Cold War. Many of these bases are a luxury the United States can no longer afford at a time of record budget deficits. Moreover, U.S. foreign bases have a double edge: they project American power across the globe, but they also inflame U.S. foreign relations, generating resentment against the prostitution, environmental damage, petty crime, and everyday ethnocentrism that are their inevitable corollaries. Such resentments have recently forced the closure of U.S. bases in Ecuador, Puerto Rico, and Kyrgyzstan, and if past is prologue, more movements against U.S. bases can be expected in the future. Over the next 50 years, I believe we will witness the emergence of a new international norm according to which foreign military bases will be as indefensible as the colonial occupation of another country has become during the last 50 years.

The Declaration of Independence criticizes the British "for quartering large bodies of armed troops among us" and "for protecting them, by a mock trial, from punishment for any murders which they should commit on the inhabitants of these States." Fine words! The United States should start taking them to heart.

United States responsible for Tsunami deaths Due to Negligence and Indifference

Once again, the United States government, possessing the most advanced communications and intelligence sensors in use in the world today, failed to warn a a region of the world about an
impending tsunami.

In 2004, it was the Indian Ocean basin, in 2006 it was Java, today, it was the western part of the Solomon Islands chain. Hundreds of thousands of people have needlessly died because
the United States will not use its advanced ground sensors, intelligence platforms, and global communications reach to save lives.

Instead, the Bush administration uses America's intelligence systems to target sheep herders in Somalia, villagers in Iraq, and farmers in Afghanistan. All the while, the Bush administration cuts back on Voice of America broadcasts to make way for more global propagandizing from the likes of Rupert Murdoch and the corporate barons at Disney, AOL Time Warner, General Electric, and CBS/Viacom.

737 U.S. Military Bases = Global Empire = U.S. Imperialism By Chalmers Johnson

With more than 2,500,000 U.S. personnel serving across the planet and military bases spread across each continent, it's time to face up to the fact that our American democracy has spawned a global empire.


The following is excerpted from Chalmers Johnson's new book, "Nemesis: The Last Days of the American Republic" (Metropolitan Books).

Once upon a time, you could trace the spread of imperialism by counting up colonies. America's version of the colony is the military base; and by following the changing politics of global basing, one can learn much about our ever more all-encompassing imperial "footprint" and the militarism that grows with it.

It is not easy, however, to assess the size or exact value of our empire of bases. Official records available to the public on these subjects are misleading, although instructive. According to the Defense Department's annual inventories from 2002 to 2005 of real property it owns around the world, the Base Structure Report, there has been an immense churning in the numbers of installations.

The total of America's military bases in other people's countries in 2005, according to official sources, was 737. Reflecting massive deployments to Iraq and the pursuit of President Bush's strategy of preemptive war, the trend line for numbers of overseas bases continues to go up.

Interestingly enough, the thirty-eight large and medium-sized American facilities spread around the globe in 2005 -- mostly air and naval bases for our bombers and fleets -- almost exactly equals Britain's thirty-six naval bases and army garrisons at its imperial zenith in 1898. The Roman Empire at its height in 117 AD required thirty-seven major bases to police its realm from Britannia to Egypt, from Hispania to Armenia. Perhaps the optimum number of major citadels and fortresses for an imperialist aspiring to dominate the world is somewhere between thirty-five and forty.

Using data from fiscal year 2005, the Pentagon bureaucrats calculated that its overseas bases were worth at least $127 billion -- surely far too low a figure but still larger than the gross domestic products of most countries -- and an estimated $658.1 billion for all of them, foreign and domestic (a base's "worth" is based on a Department of Defense estimate of what it would cost to replace it). During fiscal 2005, the military high command deployed to our overseas bases some 196,975 uniformed personnel as well as an equal number of dependents and Department of Defense civilian officials, and employed an additional 81,425 locally hired foreigners.

The worldwide total of U.S. military personnel in 2005, including those based domestically, was 1,840,062 supported by an additional 473,306 Defense Department civil service employees and 203,328 local hires. Its overseas bases, according to the Pentagon, contained 32,327 barracks, hangars, hospitals, and other buildings, which it owns, and 16,527 more that it leased. The size of these holdings was recorded in the inventory as covering 687,347 acres overseas and 29,819,492 acres worldwide, making the Pentagon easily one of the world's largest landlords.

These numbers, although staggeringly big, do not begin to cover all the actual bases we occupy globally. The 2005 Base Structure Report fails, for instance, to mention any garrisons in Kosovo (or Serbia, of which Kosovo is still officially a province) -- even though it is the site of the huge Camp Bondsteel built in 1999 and maintained ever since by the KBR corporation (formerly known as Kellogg Brown & Root), a subsidiary of the Halliburton Corporation of Houston.

The report similarly omits bases in Afghanistan, Iraq (106 garrisons as of May 2005), Israel, Kyrgyzstan, Qatar, and Uzbekistan, even though the U.S. military has established colossal base structures in the Persian Gulf and Central Asian areas since 9/11. By way of excuse, a note in the preface says that "facilities provided by other nations at foreign locations" are not included, although this is not strictly true. The report does include twenty sites in Turkey, all owned by the Turkish government and used jointly with the Americans. The Pentagon continues to omit from its accounts most of the $5 billion worth of military and espionage installations in Britain, which have long been conveniently disguised as Royal Air Force bases. If there were an honest count, the actual size of our military empire would probably top 1,000 different bases overseas, but no one -- possibly not even the Pentagon -- knows the exact number for sure.

In some cases, foreign countries themselves have tried to keep their U.S. bases secret, fearing embarrassment if their collusion with American imperialism were revealed. In other instances, the Pentagon seems to want to play down the building of facilities aimed at dominating energy sources, or, in a related situation, retaining a network of bases that would keep Iraq under our hegemony regardless of the wishes of any future Iraqi government. The U.S. government tries not to divulge any information about the bases we use to eavesdrop on global communications, or our nuclear deployments, which, as William Arkin, an authority on the subject, writes, "[have] violated its treaty obligations. The U.S. was lying to many of its closest allies, even in NATO, about its nuclear designs. Tens of thousands of nuclear weapons, hundreds of bases, and dozens of ships and submarines existed in a special secret world of their own with no rational military or even 'deterrence' justification."

In Jordan, to take but one example, we have secretly deployed up to five thousand troops in bases on the Iraqi and Syrian borders. (Jordan has also cooperated with the CIA in torturing prisoners we deliver to them for "interrogation.") Nonetheless, Jordan continues to stress that it has no special arrangements with the United States, no bases, and no American military presence.

The country is formally sovereign but actually a satellite of the United States and has been so for at least the past ten years. Similarly, before our withdrawal from Saudi Arabia in 2003, we habitually denied that we maintained a fleet of enormous and easily observed B-52 bombers in Jeddah because that was what the Saudi government demanded. So long as military bureaucrats can continue to enforce a culture of secrecy to protect themselves, no one will know the true size of our baseworld, least of all the elected representatives of the American people.

In 2005, deployments at home and abroad were in a state of considerable flux. This was said to be caused both by a long overdue change in the strategy for maintaining our global dominance and by the closing of surplus bases at home. In reality, many of the changes seemed to be determined largely by the Bush administration's urge to punish nations and domestic states that had not supported its efforts in Iraq and to reward those that had. Thus, within the United States, bases were being relocated to the South, to states with cultures, as the Christian Science Monitor put it, "more tied to martial traditions" than the Northeast, the northern Middle West, or the Pacific Coast. According to a North Carolina businessman gloating over his new customers, "The military is going where it is wanted and valued most."

In part, the realignment revolved around the Pentagon's decision to bring home by 2007 or 2008 two army divisions from Germany -- the First Armored Division and the First Infantry Division -- and one brigade (3,500 men) of the Second Infantry Division from South Korea (which, in 2005, was officially rehoused at Fort Carson, Colorado). So long as the Iraq insurgency continues, the forces involved are mostly overseas and the facilities at home are not ready for them (nor is there enough money budgeted to get them ready).

Nonetheless, sooner or later, up to 70,000 troops and 100,000 family members will have to be accommodated within the United States. The attendant 2005 "base closings" in the United States are actually a base consolidation and enlargement program with tremendous infusions of money and customers going to a few selected hub areas. At the same time, what sounds like a retrenchment in the empire abroad is really proving to be an exponential growth in new types of bases -- without dependents and the amenities they would require -- in very remote areas where the U.S. military has never been before.

After the collapse of the Soviet Union in 1991, it was obvious to anyone who thought about it that the huge concentrations of American military might in Germany, Italy, Japan, and South Korea were no longer needed to meet possible military threats. There were not going to be future wars with the Soviet Union or any country connected to any of those places.

In 1991, the first Bush administration should have begun decommissioning or redeploying redundant forces; and, in fact, the Clinton administration did close some bases in Germany, such as those protecting the Fulda Gap, once envisioned as the likeliest route for a Soviet invasion of Western Europe. But nothing was really done in those years to plan for the strategic repositioning of the American military outside the United States.

By the end of the 1990s, the neoconservatives were developing their grandiose theories to promote overt imperialism by the "lone superpower" -- including preventive and preemptive unilateral military action, spreading democracy abroad at the point of a gun, obstructing the rise of any "near-peer" country or bloc of countries that might challenge U.S. military supremacy, and a vision of a "democratic" Middle East that would supply us with all the oil we wanted. A component of their grand design was a redeployment and streamlining of the military. The initial rationale was for a program of transformation that would turn the armed forces into a lighter, more agile, more high-tech military, which, it was imagined, would free up funds that could be invested in imperial policing.

What came to be known as "defense transformation" first began to be publicly bandied about during the 2000 presidential election campaign. Then 9/11 and the wars in Afghanistan and Iraq intervened. In August 2002, when the whole neocon program began to be put into action, it centered above all on a quick, easy war to incorporate Iraq into the empire. By this time, civilian leaders in the Pentagon had become dangerously overconfident because of what they perceived as America's military brilliance and invincibility as demonstrated in its 2001 campaign against the Taliban and al-Qaeda -- a strategy that involved reigniting the Afghan civil war through huge payoffs to Afghanistan's Northern Alliance warlords and the massive use of American airpower to support their advance on Kabul.

In August 2002, Secretary of Defense Donald Rumsfeld unveiled his "1-4-2-1 defense strategy" to replace the Clinton era's plan for having a military capable of fighting two wars -- in the Middle East and Northeast Asia -- simultaneously. Now, war planners were to prepare to defend the United States while building and assembling forces capable of "deterring aggression and coercion" in four "critical regions": Europe, Northeast Asia (South Korea and Japan), East Asia (the Taiwan Strait), and the Middle East, be able to defeat aggression in two of these regions simultaneously, and "win decisively" (in the sense of "regime change" and occupation) in one of those conflicts "at a time and place of our choosing."As the military analyst William M. Arkin commented, "[With] American military forces ... already stretched to the limit, the new strategy goes far beyond preparing for reactive contingencies and reads more like a plan for picking fights in new parts of the world."

A seemingly easy three-week victory over Saddam Hussein's forces in the spring of 2003 only reconfirmed these plans. The U.S. military was now thought to be so magnificent that it could accomplish any task assigned to it. The collapse of the Baathist regime in Baghdad also emboldened Secretary of Defense Rumsfeld to use "transformation" to penalize nations that had been, at best, lukewarm about America's unilateralism -- Germany, Saudi Arabia, South Korea, and Turkey -- and to reward those whose leaders had welcomed Operation Iraqi Freedom, including such old allies as Japan and Italy but also former communist countries such as Poland, Romania, and Bulgaria. The result was the Department of Defense's Integrated Global Presence and Basing Strategy, known informally as the "Global Posture Review."

President Bush first mentioned it in a statement on November 21, 2003, in which he pledged to "realign the global posture" of the United States. He reiterated the phrase and elaborated on it on August 16, 2004, in a speech to the annual convention of the Veterans of Foreign Wars in Cincinnati. Because Bush's Cincinnati address was part of the 2004 presidential election campaign, his comments were not taken very seriously at the time. While he did say that the United States would reduce its troop strength in Europe and Asia by 60,000 to 70,000, he assured his listeners that this would take a decade to accomplish -- well beyond his term in office -- and made a series of promises that sounded more like a reenlistment pitch than a statement of strategy.

"Over the coming decade, we'll deploy a more agile and more flexible force, which means that more of our troops will be stationed and deployed from here at home. We'll move some of our troops and capabilities to new locations, so they can surge quickly to deal with unexpected threats. ... It will reduce the stress on our troops and our military families. ... See, our service members will have more time on the home front, and more predictability and fewer moves over a career. Our military spouses will have fewer job changes, greater stability, more time for their kids and to spend with their families at home."

On September 23, 2004, however, Secretary Rumsfeld disclosed the first concrete details of the plan to the Senate Armed Services Committee. With characteristic grandiosity, he described it as "the biggest re-structuring of America's global forces since 1945." Quoting then undersecretary Douglas Feith, he added, "During the Cold War we had a strong sense that we knew where the major risks and fights were going to be, so we could deploy people right there. We're operating now [with] an entirely different concept. We need to be able to do [the] whole range of military operations, from combat to peacekeeping, anywhere in the world pretty quickly."

Though this may sound plausible enough, in basing terms it opens up a vast landscape of diplomatic and bureaucratic minefields that Rumsfeld's militarists surely underestimated. In order to expand into new areas, the Departments of State and Defense must negotiate with the host countries such things as Status of Forces Agreements, or SOFAs, which are discussed in detail in the next chapter. In addition, they must conclude many other required protocols, such as access rights for our aircraft and ships into foreign territory and airspace, and Article 98 Agreements. The latter refer to article 98 of the International Criminal Court's Rome Statute, which allows countries to exempt U.S. citizens on their territory from the ICC's jurisdiction.

Such immunity agreements were congressionally mandated by the American Service-Members' Protection Act of 2002, even though the European Union holds that they are illegal. Still other necessary accords are acquisitions and cross-servicing agreements or ACSAs, which concern the supply and storage of jet fuel, ammunition, and so forth; terms of leases on real property; levels of bilateral political and economic aid to the United States (so-called host-nation support); training and exercise arrangements (Are night landings allowed? Live firing drills?); and environmental pollution liabilities.

When the United States is not present in a country as its conqueror or military savior, as it was in Germany, Japan, and Italy after World War II and in South Korea after the 1953 Korean War armistice, it is much more difficult to secure the kinds of agreements that allow the Pentagon to do anything it wants and that cause a host nation to pick up a large part of the costs of doing so. When not based on conquest, the structure of the American empire of bases comes to look exceedingly fragile.
