August 17-18, 2017 -- FBI releases file on Smedley Butler & Nazi plot to overthrow government/DAILY FORUM

The FBI has just released 40-page file on retired Marine General Smedley Butler, who pro-Nazis and fascists had contacted in 1934 about heading a coup d'etat against President Franklin Roosevelt. Butler played along with them until he obtained the identities of all the ringleaders and passed them on to Congress. Has the FBI released the Butler file to warn America about Donald Trump's own links to Nazis and fascists that are found in yet-to-be-released FBI files? In DC, there are no coincidences.

  



General Butler warned the Samuel Dickstein committee in the U.S. House that among the neo-Nazis and fascists planning to overthrow FDR were "American Jewish leaders." Dickstein, who was Jewish, suppressed Butler's testimony. Today, as Jared Kushner and Stephen Miller support the neo-Nazi, pro-KKK stance of Trump, similar perfidy by right-wing Jews in support of Nazism and fascism emerges.

Continuity of Government: Coup d'Etat Authority in America - by Stephen Lendman


This article reviews the historical roots and America's current Continuity of Government authority, initially planned and developed by Ronald Reagan. More on that below.

On March 1, 2002, Washington Post writers Barton Gellman and Susan Schmidt headlined, "Shadow Government Is at Work in Secret," saying:

"President Bush has dispatched a shadow government of about 100 senior civilian managers to live and work secretly outside Washington, activating for the first time longstanding plans to ensure survival of federal rule after a catastrophic attack on the nation's capital."

Shortly after 9/11, a classified "Continuity of Operations Plan" (aka "continuity of government") was implemented. Legal documents were then drafted, creating a shadow government in case of a catastrophe, George Bush saying:

"We take the continuity of government issue seriously because our nation was under attack. Until this country has routed out terrorists wherever they hid, we're not safe."

In other words, the plan, like the "war on terror," is open-ended, in violation of the Constitution's Separation of Powers, the document George Bush called "just a goddamn piece of paper," and governed accordingly throughout his tenure, a practice Obama continues. More on that below.

On April 4, 2007, the Bush administration issued a combined White House/Department of Homeland Security (DHS) National Security/Homeland Security Presidential Directive NSPD 51/HSPD 20, extending for one year the 9/11 emergency for the sixth time, and establishing Continuity of Government (COG) procedures under Catastrophic Emergency conditions, defined as:

"any incident (such as a terrorist attack), regardless of location, that results in extraordinary levels of mass casualties, damage, or disruption severely affecting the US population, infrastructure, environment, economy, or government functions."

COG is then defined as:

"a coordinated effort within the Federal Government's executive branch to ensure that National Essential Functions continue to be performed during a Catastrophic Emergency."

The combined directive gave the president and DHS unprecedented police state powers to declare martial law without congressional approval, and be able to rule extrajudicially, free from constitutional constrains. It also let the vice-president assume dictatorial powers, George Bush left a figurehead by clever wording, saying:

NSPD 51 "shall be implemented in a manner that is consistent with, and facilitates effective implementation of, provisions of the Constitution concerning succession to the Presidency or the exercise of its powers, and the Presidential Succession Act of 1947 (3 U.S.C. 19), with consultation of the Vice President and, as appropriate, others involved. Heads of executive departments and agencies shall ensure that appropriate support is available to the Vice President and others involved as necessary to be prepared at all times to implement those provisions."

Related to this was Dick Cheney's 2005 "Contingency Plan" in case of another 9/11 type attack, authorizing preemptive measures, including war, against suspected terrorists, individuals and/or sponsor states, depending on who's designated.

COG authority is renewed annually. Thus, on September 10, 2009, the White House extended the Bush administration's 9/11 national emergency, a press release saying:

"CONTINUATION OF THE NATIONAL EMERGENCY WITH RESPECT TO CERTAIN TERRORIST ATTACKS

Consistent with sections 202(d) of the National Emergencies Act, 50 U.S.C. 1622(d), I am continuing for 1 year the national emergency declared on September 14, 2001, in Proclamation 7463, with respect to the terrorist attacks of September 11, 2001, and the continuing and immediate threat of further attacks on the United States.

Because the terrorist threat continues, the national emergency declared on September 14, 2001, and the powers and authorities adopted to deal with that emergency, must continue in effect beyond September 14, 2009. Therefore, I am continuing in effect for an additional year the national emergency the former President declared on September 14, 2001, with respect to the terrorist threat.

This notice shall be published in the Federal Register and transmitted to the Congress."

On September 14, 1982, Ronald Reagan's (secret) National Security Decision Directive/NSDD 55 established a National Program Office (NPO), tasked with ensuring the federal government's survive in case of a national emergency, specifically a nuclear attack.

Reporting to Vice President Bush, NPO developed and coordinated secret plans with the Federal Emergency Management Agency (FEMA), CIA, and Departments of State and Defense to maintain large underground bunkers, high-tech software, and procedures to let government function under emergency conditions - originally in case of nuclear attack, now terrorist ones or any "emergency," including natural disasters.

In 1988, Reagan's Executive Order 12656 authorized a COG response, including full-scale militarization in case of a "national security emergency," defined as:

"Any occurrence, including natural disaster, military attack, technological or other emergency, that seriously degrades or seriously threatens the national security of the United States."

The policy remained largely in place under GHW Bush's April 1990 National Security Directive (NSD) 37, June 1992 NSD 69 (both titled Enduring Constitutional Government), and Bill Clinton's October 1998 Presidential Decision Directive/National Security Council (PDD/NSC) 67, titled Enduring Constitutional Government and Continuity of Government Operations, stating:

It "relates to enduring constitutional government, continuity of operations (COOP) planning, and continuity of government (COG) operations....to ensure survival of a constitutional form of government and the continuity of essential Federal functions."

The earlier notion of "enduring" or "continuity" of government became changing it extrajudicially under George Bush, ideas secretly plotted in the 1980s and 1990s by Dick Cheney, Donald Rumsfeld and other neocon extremists (so-called Project 908), implemented on 9/11.

According to the 9/11 Commission, it was without elaboration, but consider what followed - an array of police state actions by Executive Orders (EOs), National and Homeland Security Presidential Directives, legislation, and other disturbing measures, targeting designated domestic and foreign adversaries, dissent, civil liberties, human rights, and other democratic freedoms, including an assault on the Bill of Rights. What followed included:

-- the October 8, 2001 Executive Order (EO) 13228 establishing two Executive agencies: the Office of Homeland Security (OHS) "to develop and implement a national strategy to coordinate federal, state, and local counterterrorism efforts to secure the country from and respond to terrorist threats or attacks;" and the Homeland Security Council (HSC) "to advise the President on homeland security matters, mirroring the role the National Security Council (NSC) plays in national security;"

-- the October 2001 USA Patriot Act, eroding First, Fourth, Fifth, and Fourteenth Amendment protections, including free association, due process, freedom from illegal searches and seizures, and privacy; the crime of "domestic terrorism" was also established, thereafter targeting animal and environmental activists and other US citizens; in February 2010, Obama extended the law with little notice;

-- the November 2001 Military Order Number 1, authorizing the president to capture, kidnap or otherwise arrest non-citizens (and later citizens) anywhere in the world for any reason, and detain them indefinitely without charge, evidence, due process or judicial fairness protections of law;

-- in April 2002, the US Northern Command (NORTHCOM) was established, militarizing the homeland for the first time, authorizing federal troops in American communities in case of emergencies, including terrorist attacks and civil unrest;

-- the November 2002 Homeland Security Act (HSA), creating the Department of Homeland Security (DHS), combining previously separate federal agencies under one authority to prepare for, prevent, and respond to domestic emergencies and give Washington new police state powers; the US Immigration and Customs Enforcement agency (ICE) is its largest investigative and enforcement arm, targeting suspected criminal and terrorist threats, including undocumented immigrants by their presence, treating them repressively like common criminals;

-- the October 2006 Military Commissions Act authorized torture and sweeping unconstitutional powers to detain, interrogate, and prosecute alleged suspects and collaborators (including US citizens), detain them indefinitely in military prisons, and deny them habeas and other legal protections;

-- in October 2006, provisions in Sections 333 and 1076 of the FY 2007 Defense Authorization Act amended the 1807 Insurrection Act and 1878 Posse Comitatus Act, prohibiting federal or National Guard troops use for law enforcement unless congressionally authorized in emergencies like an insurrection; now the president can claim a public emergency, declare martial law, suspend the Constitution, and deploy military forces on US streets, including to suppress dissent;

-- extrajudicial domestic surveillance became institutionalized;

-- a vast, secret offshore gulag was established, besides the few known ones at Guantanamo, in Iraq, and Afghanistan;

-- indefinite preventive detentions were authorized for persons who can't be prosecuted, yet are claimed (without evidence) to endanger America;

-- torture became official policy;

-- In January 2009, HR 645: National Emergency Centers Establishment Act was introduced, referred to committee, but thus far not passed "To direct the Secretary of Homeland Security to establish national emergency centers on military installations," six in major regions, modeled on Guantanamo, militarizing FEMA to run them; and

-- various other measures were enacted, hardening repressive domestic rule, heading for extrajudicial martial law to quell expected or ongoing civil disturbances.

Historical Roots of COG Authority

COG roots go back to the June 1947 National Security Act (as amended) that merged the Departments of War and Navy into the National Military Establishment (NME), including a separate Department of the Air Force headed by a Secretary of Defense - in August 1949, NME renamed the Department of Defense.

NSA also established the CIA, National Security Resources Board (NSRB), and National Security Council (NSC) to advise the president on domestic, foreign, and military policies at the onset of the Cold War.

In the early 1950s, Truman approved construction of a massive 200,000 square foot underground facility along the Maryland - Pennsylvania border, 65 miles north of Washington. Officially called the Alternate Joint Communications Center (Site-R at Raven Rock), it was one of 96 Federal Relocation Centers (or Federal Relocation Arc) around the nation's capital for government and Pentagon use in case of nuclear war.

Later, they became the "backbone" for COG operations, where Cheney and other top officials went after (or perhaps hours before) 9/11.

On December 1, 1950, Truman's EO 10186 established the Federal Civil Defense Administration (FCDA) within the Office of Emergency Management (OEM), to oversee federal emergency planning.

On December 16, 1950, EO 10193 created the Office of Defense Mobilization (ODM), to mobilize civilians, industries, and government agencies to defend the nation in an emergency. Other measures followed to establish procedures under emergency conditions if the country was attacked.

On April 17, 1952, Truman's EO 10346 ordered the FCDA to coordinate "continuity" plans within the federal government in case of nuclear war.

On July 1, 1958, Reorganization Plan No. 1 merged the FCDA and ODM into the Office of Civil and Defense Mobilization (OCDM), to ensure continuation of essential government and industry functions under national emergency conditions.

On October 28, 1969, Nixon's EO 11490 directed government officials to ensure the continuation of "essential functions" in case of an emergency. It also directed department heads to develop succession of office plans, overseen by the Office of Emergency Preparedness (OEP) - called a thin line between government and dictatorship, according to some.

In 1970, future Reagan administration FEMA head, Louis O. Giuffrida, advocated martial law in case of mass civil unrest, specifically recommending placing millions of "American negroes" in "assembly centers or relocation camps."

On May 5, 1972, the Office of Civil Defense (OCD) became the Defense Civil Preparedness Agency (DCPA) to "provide preparedness assistance planning in all areas of civil defense and natural disasters."

In March 1976, The Progressive published an article about Mount Weather, a secret underground facility, 50 miles north of Washington, to house a parallel executive branch ready to take over government under emergency conditions.

On April 1, 1979, FEMA was established to oversee federal planning for natural disasters, including nuclear and terrorist attacks. Purportedly to help victims, it, in fact, serves federal authorities, including administering continuity measures if needed. Its Office of National Continuity Programs (NCP) is the "Lead Agent for the Federal Executive Branch on matters concerning continuity of national operations under the gravest of conditions."

Measures in the 1980s and 1990s were reviewed above. On May 8, 2001 (four months before 9/11), George Bush established the Office of National Preparedness under FEMA - empowering Dick Cheney to oversee a "coordinated national effort" to integrate Washington's response to a chemical, biological, radiological, or nuclear attack.

On 9/11, from 9:45 - 9:56AM EDT, NSC counterterrorism adviser Richard A. Clarke activated COG, ordering all federal agencies "to activate an alternative command post, an alternative headquarters outside of Washington, DC, and to staff it as soon as possible."

In addition, key officials went to secure locations, including Dick Cheney, House Speaker Dennis Hastert, and other Republican and Democrat leaders, after which a "shadow government" was formed, perhaps still in ready to be reactivated under emergency conditions.

On July 27, 2009, The New York Times reported that its activation remained intact under Obama, saying:

White House officials draw "no distance between their own policies and those left behind by the Bush administration." The White House said only that current policy is "settled." The full article can be accessed through the following link:

A Final Comment

Under the 1947 Presidential Succession Act, the Vice President becomes Chief Executive if a President dies, followed by the House Speaker, Senate President Pro Tempore, Secretary of State, Secretary of the Treasury, Secretary of Defense, Attorney General, and 11 other cabinet officers in line of succession according to when their office was established, Secretary of Homeland Security the newest in 2001.

Key is who's empowered, not inaugurated - authority given Dick Cheney under George Bush's NSPD 51 as explained above. Most worrisome is if COG subverts constitutional protections, ends democratic freedoms, and makes America another banana republic ruled by wealthy, unelected, despotic, corrupted elites - a status largely descriptive of present day conditions.

‘The CIA has taken over the US in a coup!’

Here is a clip from a recent speech by Congressman Ron Paul on the CIA:

There’s been a coup – have you heard? It’s the CIA coup. The CIA runs everything! They run the military .. and they’re every bit as secretive as the Federal Reserve. And yet, think of the harm they have done since they were established at the end of World War II. They are a government unto themselves. They’re in businesses, in drug businesses, they take out dictators… We need to take out the CIA!

I don’t remember ever hearing any politician, elected official, putting these points out so very boldly, unapologetically, and fearlessly.

Let’s face it: Has there ever been anything good, anything positive, associated with this dark agency? Some may say ‘Hey, we don’t get to know of the good they do, or have done, because it would be all secret!’ Really? I mean really? Despite all the secrecy we’ve gotten to know about hundreds of flops, abuses, shady businesses, atrocious murders and assassinations, human rights violations – torture, kidnappings, renditions…With that sort of no logic-logic, you’d think their intended secrecy would prevent us from knowing about these horrendous disasters and the criminal conduct they commit around the world in our name and with our money. And, that they’d leak all sorts of heroic and good deeds (if they ever existed) to gloat about and take credit for. No?

If you were to go around the world and take a survey on what is it that most people hate about the United States, you’d hear the word ‘CIA’ as the answer given by many. Or if the answer is ‘US Foreign Policy’ and that answer is probed further, you’d see that mainly it comes down to the CIA and their dark operations conducted around the world in the last 6 decades or so. I know a little bit about this, having lived in various countries. It’s never been ‘the Americans,’ or ‘the American way of life,’ or … So do we really see this agency and its dark conduct as the representation of who we Americans are, what we believe, and how we want to treat the rest of the world? Do you?

The Real Plot to Overthrow FDR's America



[Preliminary Note: Some of you may wonder about the relevance of this diary, but trust me, by the end you'll see how it all ties in with our present day situation.]

Time for a trip in the way-back machine to recall a bit of history of which most of us have never heard. Last year, Phillip Roth had a bestseller with his novel, The Plot Against America, a fictionalized alternative history involving a fascist plot to take over the government of the USA and turn it into a fascist state under President Charles Lindbergh. But how many of you know of the real plot to overthrow FDR during the early years of his administration, a plot conceived by rich industrialists and bankers concerned that Roosevelt was about to conduct a massive redistribution of wealth?

It's a sordid tale of fascist intrigue by some of America's most famous corporate and political families (including members of FDR's own party) which was deliberately covered up by both the only Congressional Committee to investigate the plot, and also by the leading media outlets of the day including the New York Times. And the truly scary part is that the plot might very well have succeeded if not for the bravery of a single, progressive leader: Marine General, Smedley Butler.

The life of Smedley Butler is an uniquely American story. A decorated soldier (he was awarded the Congressional Medal of Honor twice) and warrior who ascended through the ranks to become one of the most admired soldiers of his era, he also grew to deeply despise war, and to distrust the reasons he had been sent to fight in distant places. As he stated himself in a speech he gave on August 21, 1931 to an American Legion convention in New Britain, Connecticut:

"I spent 33 years...being a high-class muscle man for Big Business, for Wall Street and the bankers. In short, I was a racketeer for capitalism....

"I helped purify Nicaragua for the international banking house of Brown Brothers in 1909-1912. I helped make Mexico and especially Tampico safe for American oil interests in 1916. I brought light to the Dominican Republic for American sugar interests in 1916. I helped make Haiti and Cuba a decent place for the National City [Bank] boys to collect revenue in. I helped in the rape of half a dozen Central American republics for the benefit of Wall Street....

"In China in 1927 I helped see to it that Standard Oil went its way unmolested....I had...a swell racket. I was rewarded with honors, medals, promotions....I might have given Al Capone a few hints. The best he could do was to operate a racket in three cities. The Marines operated on three continents..."

Fortunately for those of us living today, the people he condemned in that speech must not have been aware of his beliefs, or if they were they must have told themselves he didn't mean what he said, because they selected him to be the leader of a military coup attempt by which they meant to supplant Roosevelt as President in all but name. These plotters represented

some of America's richest and most famous names of the time:

* Irenee Du Pont - Right-wing chemical industrialist and founder of the American Liberty League, the organization assigned to execute the plot.
* Grayson Murphy - Director of Goodyear, Bethlehem Steel and a group of J.P. Morgan banks.
* William Doyle - Former state commander of the American Legion and a central plotter of the coup.
* John Davis - Former Democratic presidential candidate and a senior attorney for J.P. Morgan.
* Al Smith - Roosevelt's bitter political foe from New York. Smith was a former governor of New York and a co-director of the American Liberty League.
* John J. Raskob - A high-ranking Du Pont officer and a former chairman of the Democratic Party. In later decades, Raskob would become a "Knight of Malta," a Roman Catholic Religious Order with a high percentage of CIA spies, including CIA Directors William Casey, William Colby and John McCone.
* Robert Clark - One of Wall Street's richest bankers and stockbrokers.
* Gerald MacGuire - Bond salesman for Clark, and a former commander of the Connecticut American Legion. MacGuire was the key recruiter to General Butler.

They chose MacGuire as the point man to approach Butler with their proposal. The plot would be funded by Dupont and Morgan money funneled through an organization they had recently created to oppose Roosevelt, the American Liberty League. (The League was funded by donations from US Steel, General Motors, Chase Manhattan Bank, Standard Oil, Goodyear and the Dupont family, among others. Not surprisingly, the League would later actively oppose almost every major piece of New Deal legislation, including, but not limited too Social Security).

Butler was supposed to be the "famous name" who would recruit an army of out of work war veterans to march on Washington. It was thought that his popularity with the troops would make it easy for him to rally them to the cause of supplanting Roosevelt as the effective head of government. As proposed,

[T]hey wanted General Butler to deliver an ultimatum to Roosevelt. Roosevelt would pretend to become sick and incapacitated from his polio, and allow a newly created cabinet officer, a "Secretary of General Affairs," to run things in his stead. The secretary, of course, would be carrying out the orders of Wall Street. If Roosevelt refused, then General Butler would force him out with an army of 500,000 war veterans from the American Legion. But MacGuire assured Butler the cover story would work:

"You know the American people will swallow that. We have got the newspapers. We will start a campaign that the President's health is failing. Everyone can tell that by looking at him, and the dumb American people will fall for it in a second..."

The businessmen also promised that money was no object: Clark told Butler that he would spend half his $60 million fortune to save the other half.

And what type of government would replace Roosevelt's New Deal? MacGuire was perfectly candid to Paul French, a reporter friend of General Butler's:

"We need a fascist government in this country... to save the nation from the communists who want to tear it down and wreck all that we have built in America. The only men who have the patriotism to do it are the soldiers, and Smedley Butler is the ideal leader. He could organize a million men overnight."

Indeed, it turns out that MacGuire travelled to Italy to study Mussolini's fascist state, and came away mightily impressed. He wrote glowing reports back to his boss, Robert Clark, suggesting that they implement the same thing.

The plot collapsed when Butler went public in late 1934 and exposed the conspiracy. The General revealed the details of the coup attempt in sworn testimony before the "McCormack-Dickstein" Committee (the predecessor of the soon to be infamous "House Un-American Affairs Committee":

This House committee was named after its chairman and vice chairman, John W. McCormack and Samuel Dickstein. It was called the Special Committee on Un-American Activities Authorized to Investigate Nazi Propaganda and Certain Other Propaganda Activities. In 1934, it held public and private hearings in six cities, questioned hundreds of witnesses and collected testimony filling 4,300 pages. Its mandate was to get "information on how foreign subversive propaganda entered the U.S. and the organizations that were spreading it."

The committee did investigate Butler's claims, and subpoenaed witnesses, including MacGuire, Butler's main contact with the plotters. Initially,

MacGuire, not surprisingly, denied that such a plot existed. Instead, he claimed his activities had been political lobbying to preserve the gold standard, but he quickly destroyed his credibility as a witness by giving contradictory testimony. While the final report agreed with Butler that there was evidence of a coup d'état plot against Roosevelt, no further action was taken on it. The Committee's authority to subpoena witnesses expired at the end of 1934, and the Justice Department started no criminal investigation.

So why, after concluding that the plot did indeed exist was no one prosecuted? Why were principals of the plot never even required to testify? It's hard to say at this far remove. Certainly it wasn't because the individuals behind the coup attempt abandoned all hope of future success, as this letter, dated 1936, from William Dodd, the U.S. Ambassador to Germany, to President Roosevelt makes clear:

"A clique of U.S. industrialists is hell-bent to bring a fascist state to supplant our democratic government and is working closely with the fascist regime in Germany and Italy. I have had plenty of opportunity in my post in Berlin to witness how close some of our American ruling families are to the Nazi regime.... A prominent executive of one of the largest corporations, told me point blank that he would be ready to take definite action to bring fascism into America if President Roosevelt continued his progressive policies. Certain American industrialists had a great deal to do with bringing fascist regimes into being in both Germany and Italy. They extended aid to help Fascism occupy the seat of power, and they are helping to keep it there. Propagandists for fascist groups try to dismiss the fascist scare. We should be aware of the symptoms. When industrialists ignore laws designed for social and economic progress they will seek recourse to a fascist state when the institutions of our government compel them to comply with the provisions."

Perhaps the naming of prominent Democrats, such as Al Smith and former Democratic Party Chairman Raskob, as members of the plot convinced the Roosevelt administration, not anxious to reveal dissent within its own ranks, to suppress the Committee report. Perhaps MacGuire's untimely death from pneumonia shortly after he testified led the Department of Justice to back away from any investigation. Or perhaps the wealth and influence of the plotters themselves was simply too great. What is abundantly clear, however, is that the Committee report was suppressed.

Suppression by the [Committee] took the form of deleting extensive excerpts relating to Wall Street financiers including Guaranty Trust director Grayson Murphy, J.P. Morgan, the Du Pont interests, Remington Arms, and others allegedly involved in the plot attempt. Even today, in 1975, a full transcript of the hearings cannot be traced.

John L. Spivak, the reporter who unearthed the suppression in the Congressional transcripts, challenged Committee Co-chairman Samuel Dickstein of New York with his evidence. Dickstein admitted that:

the Committee had deleted certain parts of the testimony because they were hearsay."
"But your published reports are full of hearsay testimony."
"They are?" he said.
"Why wasn't Grayson Murphy called? Your Committee knew that Murphy's men are in the anti-Semitic espionage organization Order of '76?"
"We didn't have the time. We'd have taken care of the Wall Street groups if we had the time. I would have no hesitation in going after the Morgans."
"You had Belgrano, Commander of the American Legion, listed to testify. Why wasn't he examined?"
"I don't know. Maybe you can get Mr. McCormack to explain that. I had nothing to do with it."

The fact remains that the committee did not call Grayson Murphy, Jackson Martindell, or John W. Davis, all directly accused in sworn testimony. Further, the committee deleted all portions of the testimony involving other prominent persons: J.P. Morgan, the Du Ponts, the Rockefeller interests, Hugh Johnson, and Franklin D. Roosevelt. When Congressman Dickstein pleaded his innocence to John Spivak, it was inconsistent with his own letter to President Roosevelt, in which he claims to have placed restrictions even upon public distribution of the committee hearings, as printed, "in order that they might not get into other than responsible hands."

The final report issued by the committee in February 15, 1935 buried the story even further. John L. Spivak sums up the burial succinctly: "I... studied the Committee's report. It gave six pages to the threat by Nazi agents operating in this country and eleven pages to the threat by communists. It gave one page to the plot to seize the Government and destroy our democratic system."

What was even more distressing (and eerily familiar to the our present situation) was not just the failure of the press of that era to cover the story, but the active role they played in covering it up, even to the extent of scrubbing internal archives:

The role of leading newspapers and journals of opinion in reporting the Butler affair is equally suspect. In fact, their handling of the event has the appearance of outright distortion and censorship. The veracity of some major newspapers has been widely questioned in the last 50 years, and in some quarters the media have even been accused of a conspiracy to suppress "everything in opposition to the wishes of the interest served."

Does such suppression extend to major news journals? We can take two prime examples; The New York Times and Time magazine. If such a combination as Callaway charges did exist, then these two journals would certainly be among "25 of the greatest papers involved in the 1930s." The New York Times reporting of the "plot" opens up with a front-page headline article on November 21, 1934: "Gen. Butler Bares 'Fascist Plot' to Seize Government by Force," with the lead paragraph quoted above (p. 143). This Times article is a reasonably good job of reporting and includes a forthright statement by Congressman Dickstein: "From present indications Butler has the evidence. He's not going to make any serious charges unless he has something to back them up. We'll have men here with bigger names than his." Then the Times article records that "Mr. Dickstein said that about sixteen persons mentioned by General Butler to the Committee would be subpoenaed, and that a public hearing might be held next Monday." The Times also includes outright and sometimes enraged denials from Hugh Johnson, Thomas W. Lamont, and Grayson M-P. Murphy of Guaranty Trust.

The following morning, November 22, the Times made a major switch in reporting the plot. The disclosures were removed to an inside page, although the testimony now concerned Gerald MacGuire, one of the accused plotters. Further, a decided change in the attitude of the committee can be discerned. Congressman McCormack is now reported as saying that "the committee has not decided whether to call any additional witnesses. He said that the most important witness, aside from Mr. MacGuire, was Robert Sterling Clark, a wealthy New Yorker with offices in the Stock Exchange Building."

While the Times reporting was consigned to an inside single column, the editorial page, its most influential section, carried a lead editorial that set the tone for subsequent reporting. Under the head "Credulity Unlimited," it contended that the Butler charge was a "bald and unconvincing narrative. ... The whole story sounds like a gigantic hoax ... it does not merit serious discussion," and so on. In brief, before the 16 important witnesses were called, before the evidence was on the record, before the charge was investigated, the New York Times decided that it wanted to hear nothing about this story because it was a hoax, not fit to print.

The next day, November 23, the Times changed its reporting still further. The headlines were now about Reds and Red Union Strife and concerned alleged activities by communists in American trade unions, while the Butler testimony and the developing evidence were secreted deep within the reporting of Red activities. The resulting story was, of course, vague and confused, but it effectively buried the Butler evidence.

On November 26, the hearings continued, but the committee itself now had cold feet and issued a statement: "This Committee has had no evidence before it that would in the slightest degree warrant calling before it such men as John W. Davis, General Hugh Johnson, General James G. Harbord, Thomas W. Lamont, Admiral William S. Sims, or Hanford MacNider."

It should be noted that these names had come up in sworn testimony, later to be deleted from the official record. The Times pursued its reporting of this development in abbreviated form on an inside page under the head, "Committee Calm over Butler 'Plot', Has No Evidence to Warrant Calling Johnson and Others." On November 27 the Times reporting declined to five column inches on an inside page under the ominous head "Butler Plot Inquiry Not To Be Dropped." The December hearings were reported by the Times on a front page (December 28 1934), but the plot was now twisted to "Reds Plot to Kidnap the President, Witness Charges at House Inquiry."

Reviewing the story of the Butler Affair in the Times 40 years after the event and comparing its story to the printed official testimony, itself heavily censored, it is obvious that the newspaper, either under its own initiative or under outside pressure, decided that the story was not to be made public. Consistent with this interpretation, we find that The New York Times, the "newspaper of record," omits the Butler testimony from entries in its annual index, depended upon by researchers and scholars. The Times Index for 1934 has an entry "BUTLER (Maj Gen), Smedley D," but lists only a few of his speeches and a biographic portrait. The Butler testimony is not listed. There is an entry, "See also: Fascism-U.S.," but under that cross-reference there is listed only: "Maj Gen S.D. Butler charges plot to overthrow present govt; Wall Street interests and G.P. MacGuire implicated at Cong com hearing." The only significant Wall Street name mentioned in the index is that of R.S. Clark, who is reported as "puzzled" by the charges. None of the key Morgan and Du Pont associates cited by General Butler is listed in the Index. In other words, there appears to have been a deliberate attempt by this newspaper to mislead historians.

Now it's true that this story hasn't been completely forgotten. There are websites that discuss the conspiracy (some to which I've already linked, and others which I'll list at the conclusion of this diary), and a few people wrote books which at least mention the subject. However, the only book that focuses exclusively on the fascist plot to oust President F.D. Roosevelt is now out of print: The Plot to Seize The White House (New York: Hawthorne Books, 1973) by Julius Archer. Soon after publishing this, Hawthorne Books went out of business. Second-hand copies are now available for as much as $250.

What's to be learned from all this? The simple truth that those of us who see a corporatist conspiracy to manipulate and even "steal" our state and national elections, to influence at the highest levels the policies of our government, and to suppress or distort the news that the media reports are not as crazy as our opponents make us out to be. Because IT HAS ALL HAPPENED BEFORE, and we were JUST DAMN LUCKY THE BASTARDS DIDN'T SUCCEED!

Eternal vigilance, my friends.

“Amerika Über Alles” — Our Nazi Nation by Captain Eric H. May

The United States has become the Nazi Germany of the 21st Century (and the second half of the 20th Century as well)

Peter Guenther’s Prologue

The most persuasive anti-Nazi I ever knew was my mentor, Dr. Peter W. Guenther, who believed that Nazism was monstrous at every level. As a professor of humanities, he thought it was both inhumane and inhuman. As a professor of art history he thought its aesthetics were artless histrionics. He readily granted that his intellectual opinions were molded by his personal experiences. As a German veteran of World War II, he regretted the loss of his youth, the waste of his friends’ lives and the devastation that they had inflicted on others. He held Hitler accountable for all of this — after all, it was Hitler who had drafted them into the war. He had served from 1939 to 1945, from Poland to Norway to France to Russia. He once quipped that before every one of their invasions their leaders said they were fighting for national defense, but after the shooting started every soldier on every side believed that he was fighting for his own self-defense.

By the time of the Iraq war he was retired from academe, and I was writing military analysis for media. As US forces began storming up the Euphrates Valley in the spring of 2003, hell-bent on Baghdad, we began to discuss the limited American mobilized manpower and materiel, and the overall limitations of blitz tactics. Guided by his insights, I published a then-radical op-ed in the Houston Chronicle that predicted a quicksand war in Iraq, and maybe a world war as a result of it.

As the easy war promised us by the Bush administration wore on into the summer of 2003, Dr. Guenther and I began to note that there were more similarities between Post-9/11 America and Third Reich Germany than just over-reliance on Blitzkrieg tactics. We finally determined that the two nations were following parallel political courses. Most disturbing for my mentor, who had become a patriotic American citizen after World War II, was the painful conclusion that our American president, with his global war for a New American Century, was just another German fuhrer, with a world war for a Thousand Year Reich. “This is a bad copy of a bad original,” he said.

“Drang Nach Ost” — The Eastern Offensive

George W. Bush came into office with a secret war plan and no excuse to implement it — just as Hitler had come into office in 1933 with the same predicament. Both of them wanted the prize of Middle Eastern oil. In Hitler’s case that meant going through “Judeo-Bolshevik” Russia on the way, while in Bush’s case that meant going through “Islamo-Fascist” Iraq. In Hitler’s case the guiding document was Mein Kampf, while in Bush’s case there were two. A Clean Break: A New Strategy for Securing the Realm was presented to the Israeli government in 1996 by American neocons Douglas Feith, Richard Perle and David Wurmser, among others. Restructuring America’s Defenses was presented to the American government in 2000. Its arguments mirrored the Israeli document, and had been drawn up by the neocons as well. In 2001 Feith, Perle and Wurmser became key Bush administration members.

Neither Hitler’s nor Bush’s plans for world dominance could have been pursued without some good luck, though. Both leaders entered office with over half their nations opposing them, and an avid opposition that wanted to pull them down. Hitler’s good luck came with the Reichstag fire, blamed on Jewish Communists, which mobilized his fatherland to rally behind him. Bush’s good luck happened on 9/11, blamed on Muslim Fundamentalists, which mobilized his homeland to rally behind him.

In both cases, their followers smiled at their good luck, and began their new order of things. Hitler quickly instituted an Enabling Act for the protection of the German people, slated for expiration in five years, which was quietly continued. Bush quickly instituted a Patriot Act for the protection of the American people, slated for expiration in five years, which was quietly continued. Hitler created the Geheime Staatspolizei (Gestapo) to further protect the German people, while Bush created the Homeland Security Agency (Homeseca) to do the same for the American people.

“Führer Prinzip” — The Unitary Executive

Both leaders were believers in the authoritarian concept. A few weeks before assuming office, Bush said outright that he thought dictatorship would be a fine form of government, if he could be the dictator. They both believed that power should come from above and obedience should come from below, and they offered protection in exchange for loyalty. Thus no one was surprised when Hermann Goering made a fortune helping to run Germany, just as no one was surprised when Irving “Scooter” Libby received a pardon for his pro-Bush political crimes in America.

Both leaders supplemented their new security police and security acts with concentration camps such as Dachau and Gitmo, initially designed for only a small percentage of national enemies. Both dispensed with international rules and regulations in their treatment of enemies in those installations, and applied a wide variety of innovative persuasive techniques to extract information and obtain confessions. The lessons learned in these proto-type camps proved to be invaluable in later establishments such as Auschwitz and Abu Ghraib.

Both leaders relied on agreeable legislatures. In Germany the Reichstag cheered enthusiastically as it endorsed the increase in police powers, the reduction in civil rights and the national march to world war. In America Congress did the same things, but in more subdued fashion, even with a show of dissent. In Germany, Hitler declared a dictatorship under Article 48, provided by the old Weimar Constitution for the event of a national emergency. In America Bush recently created National Security Presidential Directive 51 (NSPD 51), thereby legalizing a dictatorship in the event of a national emergency.

“Gott Mit Uns” — God’s on Our Side

Neither Hitler nor Bush could have effected their radical plans without a party full of functionaries and a compliant national media, of course. Hitler relied on his “Nazi” party, a word derived from the name of his National Socialist organization. He had a brilliant individual named Joseph Goebbels to control the Reich Propaganda Ministry and rally the public behind Nazi policies. Bush relied on his “Nozi” party, a word derived from “Zionism,” with the first four letters Z-i-o-n remixed into N-o-z-i. He had a brilliant cartel of Zionists to control the American Mainstream Media and rally the public behind Nozi policies.

The greatest accomplishment of both the Nazi and Nozi parties was convincing themselves and their citizens that they were not conspirators of any sort, but rather the victims of an international conspiracy. The Nazi party never tired of saying that Judeo-Communism was the hidden enemy, against which all the powers of a determined fatherland had to be directed, and that they were the targets of anti-German propaganda. The Nozi party never tires of saying that Islamo-Fascism is the hidden enemy, against which all the powers of a determined homeland have to be directed, and that they are the targets of anti-Semitic propaganda.

The rest of the world didn’t buy the pro-war propaganda from Germany’s Nazis three generations ago, and they don’t buy it from America’s Nozis three generations later. The way the rest of the world sees it, what we have been taught to call the axis of evil is not so dangerous to the world as the axis of America and Israel. They see American naval forces massing in the name of national defense against Iran, and they remember Iraq. They see Israeli air forces attacking Syria, and they remember Lebanon. The rest of the world knows who we have become, even if we don’t.

Peter Guenther’s Epilogue: He died in 2005, and was followed by his wife Andrea six months later. They had been married for 58 years, and had been American citizens for more than 50. This Coup (against the USA) and The Next One by Daniel Ellsberg

I think nothing has higher priority than averting an attack on Iran, which I think will be accompanied by a further change in our way of governing here that in effect will convert us into what I would call a police state.

If there’s another 9/11 under this regime … it means that they switch on full extent all the apparatus of a police state that has been patiently constructed, largely secretly at first but eventually leaked out and known and accepted by the Democratic people in Congress, by the Republicans and so forth.

Will there be anything left for NSA to increase its surveillance of us? … They may be to the limit of their technical capability now, or they may not. But if they’re not now they will be after another 9/11.

And I would say after the Iranian retaliation to an American attack on Iran, you will then see an increased attack on Iran - an escalation - which will be also accompanied by a total suppression of dissent in this country, including detention camps, mainly for Middle Easterners but not exclusively.

It’s a little hard for me to distinguish the two contingencies; they could come together. Another 9/11 or an Iranian attack in which Iran’s reaction against Israel, against our shipping, against our troops in Iraq above all, possibly in this country, will justify the full panoply of measures that have been prepared now, legitimized, and to some extent written into law. …

This is an unusual gang, even for Republicans. [But] I think that the successors to this regime are not likely to roll back the assault on the Constitution. They will take advantage of it, they will exploit it.

Will Hillary Clinton as president decide to turn off NSA after the last five years of illegal surveillance? Will she deprive her administration of her ability to protect United States citizens from possible terrorism by blinding herself and deafening herself to all that NSA can provide? I don’t think so.

Unless this somehow, by a change in our political climate, of a radical change, unless this gets rolled back in the next year or two before a new administration comes in - and there’s no move to do this at this point - unless that happens I don’t see it happening under the next administration, whether Republican or Democratic.

The Next Coup

Let me simplify this and not just to be rhetorical: A coup has occurred. I woke up the other day realizing, coming out of sleep, that a coup has occurred. It’s not just a question that a coup lies ahead with the next 9/11. That’s the next coup, that completes the first.

The last five years have seen a steady assault on every fundamental of our Constitution, … what the rest of the world looked at for the last 200 years as a model and experiment to the rest of the world - in checks and balances, limited government, Bill of Rights, individual rights protected from majority infringement by the Congress, an independent judiciary, the possibility of impeachment.

There have been violations of these principles by many presidents before. Most of the specific things that Bush has done in the way of illegal surveillance and other matters were done under my boss Lyndon Johnson in the Vietnam War: the use of CIA, FBI, NSA against Americans.

I could go through a list going back before this century to Lincoln’s suspension of habeas corpus in the Civil War, and before that the Alien and Sedition Acts in the 18th century. I think that none of those presidents were in fact what I would call quite precisely the current administration: domestic enemies of the Constitution. What I swore as a Marine officer and State and Defense Department official-along with every other officer and official and member of Congress-to defend the Constitution against, along with foreign enemies.

I think that none of these presidents with all their violations, which were impeachable had they been found out at the time and in nearly every case their violations were not found out until they were out of office so we didn’t have the exact challenge that we have today.

That was true with the first term of Nixon and certainly of Johnson, Kennedy and others. They were impeachable, they weren’t found out in time, but I think it was not their intention to in the crisis situations that they felt justified their actions, to change our form of government.

It is increasingly clear with each new book and each new leak that comes out, that Richard Cheney and his now chief of staff David Addington have had precisely that in mind since at least the early 70s. Not just since 1992, not since 2001, but have believed in Executive government, single-branch government under an Executive president - elected or not - with unrestrained powers. They did not believe in restraint.

When I say this I’m not saying they are traitors. I don’t think they have in mind allegiance to some foreign power or have a desire to help a foreign power. I believe they have in their own minds a love of this country and what they think is best for this country - but what they think is best is directly and consciously at odds with what the Founders of this country and Constitution thought.

They believe we need a different kind of government now, an Executive government essentially, rule by decree, which is what we’re getting with signing statements. Signing statements are talked about as line-item vetoes which is one [way] of describing them which are unconstitutional in themselves, but in other ways are just saying the president says “I decide what I enforce. I decide what the law is. I legislate.”

It’s [the same] with the military commissions, courts that are under the entire control of the Executive Branch, essentially of the president. A concentration of legislative, judicial, and executive powers in one branch, which is precisely what the Founders meant to avert, and tried to avert and did avert to the best of their ability in the Constitution.

Founders Had It Right

Now I’m appealing to that as a crisis right now not just because it is a break in tradition but because I believe in my heart and from my experience that on this point the Founders had it right.

It’s not just “our way of doing things” - it was a crucial perception on the corruption of power to anybody including Americans. On procedures and institutions that might possibly keep that power under control; because the alternative was what we have just seen, wars like Vietnam, wars like Iraq, wars like the one coming.

That brings me to the second point. This Executive Branch, under specifically Bush and Cheney, despite opposition from most of the rest of the branch, even of the cabinet, clearly intends a war against Iran which is crazy even by imperialist standards, standards in other words which are accepted not only by nearly everyone in the Executive Branch but most of the leaders in Congress. The interests of the empire, the need for hegemony, our right to control and our need to control the oil of the Middle East and many other places:. That is consensual in our establishment. …

But even by those standards, an attack on Iran is insane. And I say that quietly, I don’t mean it to be heard as rhetoric. Of course it’s not only aggression and a violation of international law, a supreme international crime, but it is by imperial standards, insane in terms of the consequences.

Does that make it impossible? No, it obviously doesn’t, it doesn’t even make it unlikely.

That is because two things come together that with the acceptance for various reasons of the Congress - Democrats and Republicans - and the public and the media, we have freed the White House - the president and the vice president - from virtually any restraint by Congress, courts, media, public, whatever.

And on the other hand, the people who have this unrestrained power are crazy. Not entirely, but they have crazy beliefs.

And the question is what then, what can we do about this? We are heading towards an insane operation. It is not certain. It is likely. … I want to try to be realistic myself here, to encourage us to do what we must do, what is needed to be done with the full recognition of the reality. Nothing is impossible.

What I’m talking about in the way of a police state, in the way of an attack on Iran is not certain. Nothing is certain, actually. However, I think it is probable, more likely than not, that in the next 15, 16 months of this administration we will see an attack on Iran. Probably. Whatever we do.

And … we will not succeed in moving Congress probably, and Congress probably will not stop the president from doing this. And that’s where we’re heading. That’s a very ugly, ugly prospect.

However, I think it’s up to us to work to increase that perhaps small- anyway not large - possibility to avert this within the next 15 months, aside from the effort that we have to make for the rest of our lives.

Restoring the Republic

Getting back the constitutional government and improving it will take a long time. And I think if we don’t get started now, it won’t be started under the next administration.

Getting out of Iraq will take a long time. Averting Iran and averting a further coup in the face of a 9/11, another attack, is for right now, it can’t be put off. It will take a kind of political and moral courage of which we have seen very little…

We have a really unusual concentration here and in this audience, of people who have in fact changed their lives, changed their position, lost their friends to a large extent, risked and experienced being called terrible names, “traitor,” “weak on terrorism” - names that politicians will do anything to avoid being called.

How do we get more people in the government and in the public at large to change their lives now in a crisis in a critical way? How do we get Nancy Pelosi and Harry Reid, for example. To change their priorities and their performance as Democratic leaders in the House and Senate? What kinds of pressures, what kinds of influences can be brought to bear to get Congress to do their jobs? It isn’t just doing their jobs. Getting them to obey their oaths of office.

I took an oath many times, an oath of office as a Marine lieutenant, as an official in the Defense Department, as an official in the State Department as a Foreign Service officer. A number of times I took an oath of office which is the same oath office taken by every member of Congress and every official in the United States and every officer in the United States armed services.

And that oath is not to a Commander in Chief, which is not mentioned. It is not to a fuehrer. It is not even to obey superior officers. The oath is precisely to protect and uphold the Constitution of the United States, against all enemies, foreign or domestic.

Now that is an oath I violated every day for years in the Defense Department without realizing it, when I kept my mouth shut when I knew the public was being lied into a war as they were lied into Iraq, as they are being lied into war in Iran.

I knew that I had the documents that proved it, and I did not put it out then. I was not obeying my oath, which I eventually came to do.

I’ve often said that Lt. Ehren Watada - who still faces trial for refusing to obey orders to deploy to Iraq which he correctly perceives to be an unconstitutional and aggressive war - is the single officer in the United States armed services who is taking seriously his obligation to uphold his oath.

The president is clearly violating that oath, of course. Everybody under him who understands what is going on and there are myriad, are violating their oaths. They can stop doing that. And that’s the standard that I think we should be asking of people.

Congressional Courage

On the Democratic side, on the political side, I think we should be demanding of our Democratic leaders in the House and Senate - and frankly, of the Republicans too - that it is not their highest single absolute priority to be reelected, or to maintain a Democratic majority so that Pelosi can still be Speaker of the House and Reid can be in the Senate, or to increase that majority.

I’m not going to say that for politicians they should ignore that, or that they should do something else entirely, or that they should not worry about that.

Of course that will be and should be a major concern of theirs, but they’re acting like it’s their sole concern. Which is business as usual. “We have a majority, let’s not lose it, let’s keep it. Let’s keep those chairmanships.” Exactly what have those chairmanships done for us to save the Constitution in the last couple of years?

I am shocked by the Republicans today that I read in the Washington Post who yesterday threatened a filibuster if we … get back habeas corpus. The limiting of habeas corpus with the help of the Democrats did not get us back to George the Third, it got us back to before King John 700 years ago in terms of counter-revolution.

We need some way of recalling to recalling to them their obligations; and Ann Wright and Ray McGovern had one way, of sitting in in Conyers’ office and getting arrested. Ray McGovern was pushed out of the Petraeus hearing the other day for saying the simple words “swear him in” when it came to his testimony.

I think we’ve got to somehow get home to them [in Congress] that this is the time for them to uphold the oath, to preserve the Constitution, which is worth struggling for in part because it’s only with the power that the Constitution gives Congress responding to the public, only with that can we protect the world from madmen in power in the White House who intend an attack on Iran.

And the current generation of American generals and others who realize that this will be a catastrophe have not shown themselves willing to uphold their oaths any more than the civilians. They might be people who in their past lives risked their bodies and their lives in Vietnam or elsewhere, like [Colin] Powell, yet would not and will not risk their career or their relation with the president to the slightest degree.

The Revenge of the Fighting Quaker (Major General Smedley Darlington Butler)

In the early 1930s, a secret collection of prosperous men are said to have assembled in New York City to discuss the dissolution of America's democracy. As a consequence of the Great Depression, the countryside was littered with unemployed, and the world's wealthy were watching as their fortunes deflated and their investments evaporated. As men of action, the well-financed New York group sought to eliminate what they reasoned to be the crux of the catastrophe: the United States government.

To assist them in their diabolical scheme, the resourceful plotters recruited the assistance of Major General Smedley Darlington Butler, a venerated, highly decorated, and considerably jaded former Marine. It was the conspirators' earnest hope that their army of 500,000 Great War veterans, under the leadership of General Butler, could overpower the US' feeble peacetime military and reconstitute the government as a more economical fascist dictatorship.

General Smedley Darlington Butler's long military career was packed with conspicuous gallantry, and owing to his bravery and brilliance he was highly respected throughout the ranks. During his service he was awarded the Distinguished Service Medal of both the Army and the Navy; he was one of only twenty people in history to receive the Marine Corps Brevet Medal; and he was one of only a handful of men to twice receive the Congressional Medal of Honor. Despite his intrepid leadership in multiple conflicts, Smedley "the Fighting Quaker" Butler gradually cultivated some resentment towards the frequent misuse of the military as a corporate cudgel.

In July 1930, when the Commandant of the Marine Corps Wendell C. Neville died unexpectedly, it was widely assumed that the responsibility would pass to the most senior major general on the active list, General Smedley Butler. But his candid comments regarding military misapplication had won him many political enemies, including President Hoover, and he was consequently denied the appointment. His irritation increased when he was threatened with a court-martial due to an uncomplimentary comment regarding Italian dictator Benito Mussolini. At his own request, Butler retired from active duty soon thereafter.

About six months later, he stood before a sea of exasperated World War 1 veterans which surrounded Washington DC's Capitol Hill. The mass of over twenty thousand men– all unemployed by the Great Depression– were assembled to urge the early payout of their Service Certificates; a pension which had been granted to them in 1924, but was not scheduled to be paid for another thirteen years. General Smedley "Old Gimlet Eye" Butler addressed the marchers amidst a storm of applause, describing the event as "the greatest demonstration of Americanism we've ever had." Three days later, two cavalry regiments descended upon the veterans' encampment. Calamity ensued. Brandishing rifles, bayonets, and tear gas, the soldiers scattered the so-called Bonus Army and set their shanty town ablaze.

The incident, combined with the economic breakdown it represented, led many citizens to suspect that the liberal democracy of America was hopelessly broken. Revolutionary rumblings were afoot, and some of the nation's wealthiest men began to seriously contemplate taking matters into their own hands. Such sentiments were cemented following the election of Franklin Delano Roosevelt and his promised New Deal, a series of reforms which decoupled American currency from the gold standard and erected a tall stack of corporate regulations. Convinced that the program would produce cataclysmic economic effects, the cabal of capitalist conspirators allegedly set their plan into motion.

On the 1st of July 1933, Smedley Butler was visited by a pair of gentlemen who had come to urge him to run for the office of National Commander of the American Legion, an influential organization of veterans. Though Butler declined the invitation, one of the men– Gerald MacGuire– made several subsequent visits during which he disclosed additional details. He claimed to represent The Committee for a Sound Dollar, whose primary purpose was to pressure the president to reinstate the gold standard. He implied that his organization had the support of several political leaders, and the financial backing of some of the country's most affluent individuals and successful corporations.

The credibility of MacGuire's claims was reinforced when he produced evidence of considerable cash resources and made some eerily accurate predictions regarding personnel changes in the White House. He also accurately described the still-secret but soon-to-be-announced American Liberty League, a high-profile group whose stated purpose was to "defend and uphold the Constitution." The League's principal players were comprised of wealthy Americans, including the leaders of DuPont, JP Morgan, US Steel, General Motors, Standard Oil, Colgate, Heinz Foods, Chase National Bank, and Goodyear Tire. There are some who claim that Prescott Bush– father to the 41st US President and grandfather to the 43rd– was also entangled in the scheme.

On 22 August 1934, upon his return from a fact-finding trip to Europe, Gerald MacGuire dropped all pretense when he met with General Butler at an empty hotel restaurant. He indicated that his financial backers aimed to assemble an army of half a million disgruntled veterans, sown from the seeds of the original Bonus Army. He also stated that the group would like Butler to be the leader of this force. "We've got three million [dollars] to start with on the line," MacGuire claimed, "and we can get three hundred million if we need it."

According to MacGuire, the League's members could easily manipulate the media to provide public approval. He went on to suggest that the League planned to protect the country from communism by mimicking the methods of Benito Mussolini, a dictator who had risen to power a decade earlier with the support of a veteran militia. Mussolini's fascist government had successfully restored Italy's industrial viability, so it was deemed as an ideal model for repairing America's impoverished economy. According to the plan, Roosevelt and other existing US leadership would be allowed to remain as figureheads, while the true policy-making power would fall to a new cabinet position which Smedley Butler would occupy: The Secretary for General Affairs.

"Old Gimlet Eye" seemed to show some enthusiasm for the arrangement, and invited an associate named Paul Comly French to join the discussions. "Roosevelt hasn't got the real solution to the unemployment situation," MacGuire allegedly told French, "but we'll put across a plan that will be really effective. All unemployed men would be put in military barracks, under forced labor, as Hitler does, and that would soon solve that problem. Another thing we would do immediately would be to register all persons in the United States, as they do in Europe. That would stop a lot of Communist agitators wandering around loose." He also hinted that weapons would be furnished by the Remington Arms company, in which the DuPont family owned a controlling interest.

The American Liberty League's strategy seemed bold, but not implausible. At that time much of the public held the president in low regard, and the League members had considerable control over the nation's news outlets. Furthermore, the US armed forces were at decreased peacetime levels. With the Fighting Quaker to galvanize the 500,000 armed revolutionaries, it was quite possible that such a coup d'état could be successful.

In the autumn of 1934, General Smedley "Old Duckboard" Butler finally sprang into action. A crowd of journalists surrounded him as he addressed the nation in a press conference. But the General did not demand the surrender of the United States government. Instead, he related to the reporters the details of the secret pro-fascist plot, and described the principal players. "The upshot of the whole thing," he explained, "was that I was supposed to lead an organization of five hundred thousand men which would be able to take over the functions of government." The Old Gimlet Eye, it turned out, had been playing along with Gerald MacGuire in order to glean information about the plot. Though Smedley Butler had indeed grown weary of being a government-sponsored "gangster for capitalism," he was still a true patriot. Butler's associate– Paul Comly French– was in actuality an undercover reporter for the Philadelphia Record and New York Evening Post. The two men testified before the House Committee on Un-American Activities (HUAC), delighted to disclose all they had gathered from MacGuire. Veterans of Foreign Wars National Commander James Van Zandt also testified, stating that he had likewise been approached to lead such a march on Washington.

MacGuire and the wealthy men he allegedly represented all denied involvement in any such plot, referring to such suggestions as "a joke, a publicity stunt." They even publicly questioned the sanity of General Butler. But MacGuire's self-contradicting testimony was crippling to his credibility. Ultimately the investigative HUAC committee concluded that there was indeed compelling evidence of a plot, as outlined in their report:

"In the last few weeks of the Committee's official life it received evidence showing that certain persons had made an attempt to establish a fascist organization in this country…. There is no question but that these attempts were discussed, were planned, and might have been placed in execution when and if the financial backers deemed it expedient.

"This committee received evidence from Major General Smedley D. Butler (retired), twice decorated by the Congress of the United States. He testified before the Committee as to conversations with one Gerald C. MacGuire in which the latter is alleged to have suggested the formation of a fascist army under the leadership of General Butler.
"MacGuire denied these allegations under oath, but your Committee was able to verify all the pertinent statements made by General Butler, with the exception of the direct statement suggesting the creation of the organization. This, however, was corroborated in the correspondence of MacGuire with his principal, Robert Sterling Clark, of New York City, while MacGuire was abroad studying the various forms of veterans' organizations of fascist character."

The press was quick to pick up the story, referring to the conspiracy as a "plot without plotters", which "failed to emerge in any alarming proportion." A handful of papers took the story seriously, but most newsmen ridiculed the notion that their bosses' close acquaintances would participate in such rabble-rousing.




The government's inaction was also swift and decisive. Criminal charges were brought against no one, and the collection of prominent men implicated in the plot were immediately excused from testifying; in fact, all mention of their names was scrubbed from the committee's public report. The document stated that "the Committee has ordered stricken therefrom certain immaterial and incompetent evidence, or evidence which was not pertinent to the inquiry." The omitted bits of the report were later published by John L. Spivak when he was mistakenly furnished with a full transcript of the hearings, but the public accepted the additional information with indifference. Even a 1936 letter to Roosevelt from William Dodd, the US Ambassador to Germany, failed to prompt any action:

"A clique of U.S. industrialists is hell-bent to bring a fascist state to supplant our democratic government and is working closely with the fascist regime in Germany and Italy. I have had plenty of opportunity in my post in Berlin to witness how close some of our American ruling families are to the Nazi regime…. A prominent executive of one of the largest corporations, told me point blank that he would be ready to take definite action to bring fascism into America if President Roosevelt continued his progressive policies."

Theories regarding the government's apparent apathy are plentiful. Foremost is the fact that there were still relatively few laws to address such conspiracies during peacetime, so it was unclear what charges could be made with so little evidence. In addition, the plot was replete with political figures and the social elite, turning any journey towards justice into a minefield for all involved. Moreover, one month after the report was issued, Gerald MacGuire died of natural causes at the age of thirty-seven, eliminating the only witness with insight into the shadowy cabal.

Smedley Darlington Butler, still popular among veterans, continued to speak and write regarding what he referred to as the "racket of war." Though he was officially a Republican, he spoke openly to publications of any party affiliation, as evidenced by his oft-quoted remarks in a 1935 issue of the socialist magazine Common Sense:

"I helped make Mexico and especially Tampico safe for American oil interests in 1914. I helped make Haiti and Cuba a decent place for the National City Bank boys to collect revenues in. I helped in the raping of half a dozen Central American republics for the benefit of Wall Street. The record of racketeering is long. I helped purify Nicaragua for the international banking house of Brown Brothers in 1909-12. I brought light to the Dominican Republic for American sugar interests in 1916. I helped make Honduras "right" for American fruit companies in 1903. In China in 1927 I helped see to it that Standard Oil went its way unmolested…. Looking back on it, I felt I might have given Al Capone a few hints. The best he could do was to operate his racket in three city districts. We Marines operated on three continents."

In the same year he wrote the short book War is a Racket wherein he advocated the transition of the military into a powerful defense-only force. His dream was to eliminate military gangsterism by restricting the American navy to within 200 miles of the US coast, to limit armed aircraft to within 500 miles, and to prohibit the army from even setting foot off of the US mainland.

In the decades since the Business Plot was brought to light, many historians have suggested that the treachery was exaggerated by Butler, or that Gerald MacGuire overstated the resources at the conspirators' disposal. There is much evidence, however, to suggest that not only was such a fascist-friendly conspiracy afoot, but that its underwriters had the will– and very nearly had the resources– to bring their un-American ideas to fruition. Were it not for the uncompromising patriotism of Retired Major General Smedley Old-Gimlet-Eye Duckboard Fighting-Quaker Butler, the outcome of that turbulent time might have been profoundly different, indeed.
