    CIA strong-armed Brazilian President Goulart from power By Wayne Madsen Report
    A declassified CIA Secret report describes how the agency strong-armed Brazilian President Joao Goulart from power. Then Vice President-Goulart became president in 1961 upon the resignation of President Janio Quadros. Goulart, who was on a visit to the People's Republic of China when Quadros resigned, set about to strengthen Brazil's relations with the Communist and non-aligned blocs. Goulart was also a driving force behind the Treaty of Tlatelolco, which declared Latin America to be a nuclear-free zone. All this was too much for the CIA, which immediately ramped up a military coup to oust the progressive leader.

    A formerly Secret October 1, 1963 "Current Intelligence Memorandum" prepared by the CIA's Directorate of Intelligence, referred to the Goulart government as "inept" and "corrupt" in beginning to lay the groundwork for U.S. backing for a military coup the following year. It is doubtful that President John F. Kennedy, who crafted the Alliance for Progress for Latin America, would have authorized the coup. One of the benefits to the CIA of the assassination of Kennedy in Dallas on November 22, 1963, was the green light from President Lyndon Johnson for an anti-Goulart coup on April 1, 1964.

    The CIA memo called for Goulart to be checked. It states that the "instability" in Brazil and "the strong positions being won by extreme leftists, if not checked, will tend to push the country toward more radical departures in domestic and foreign policies." The memo also states that Goulart "is most at home on the left." The CIA falsely accused the democratically-elected Goulart of wanting to extend his presidency after his term expired in 1966, "establishing at best a Peron-like regime." The CIA memo veered off further into fantasy land by claiming that Goulart's "actions could ultimately lead to a subsequent takeover by a coalition of ultranationalists and Communists." Much of the input for the CIA memo came from U.S. ambassador to Brazil Lincoln Gordon, who, like Kennedy advisers McGeorge Bundy and CIA director John McCone, were working to undermine Kennedy's foreign policy programs while swearing loyalty to the president.

    The CIA memo considered a "military/conservative preemptive coup" was inevitable. The CIA raised warning flags on Goulart in reporting that "Goulart has appointed some Communists and Communist sympathizers to key administration posts and has removed a number of pro-US and anti-Communists from office." The memo adds, "[Goulart] is relying increasingly on extreme leftists, such as pro-Communist Governor Miguel Arraes of Pernambuco, for counsel on major problems." Another politician who came in for heavy criticism in the CIA memo was Goulart's brother-in-law Leonel Brizola, described as "anti-US" and "radical fringe." Under pressure from Gordon and the Labor Attaché at the U.S. embassy -- likely a CIA agent, Goulart was forced to fire his Labor Minister, the allegedly "pro-Communist" Almino Afonso.

    The CIA memo indicates that Langley was alarmed by the 1963 visit to Brazil of Yugoslavia's Marshal Tito, the opening of diplomatic relations with Fidel Castro's Cuba, and a five-year trade and payments agreement with the USSR. Nor did Brazil's plans to seek a moratorium on debt payments to foreign banks sit well with with the CIA and its Wall Street masters.



    The CIA, in 1963, began to cobble together Goulart's opponents in the military and the right-wing to depose the president in a coup. The agency's chief political ally was Governor Carlos Lacerda of Guanabara State, where Rio de Janeiro is located. The CIA also sought to unite various Brazilian generals and admirals against "Communist" generals promoted by Goulart, including Argemiro de Assis Brasil. On September 18, 1963, an abrotive rightist plot against Goulart staged in Rio de Janeiro by retired Admiral Sylvio Heck was put down by Goulart's War Minister Jair Ribeiro. No sooner had that rebellion been quashed, another began brewing in Sao Paulo led by the right-wing Commander of the Second Army, General Peri Bevilacqua.

    After the 1964 coup, Goulart and Brizola fled to Uruguay. Brizola eventually fled to the United States during the Jimmy Carter presidency and received asylum thanks to the fforts of Senator Edward Kennedy. Goulart died from a sudden heart attack in Argentina in 1976. In 2000, Brizola claimed that Goulart and former PresidentJuscelino Kubitschek were assassinated in 1976, Goulart by poison and Kubitschek in an auto accident, on the orders of the CIA in Operation Condor. In 1996, Brizola unsuccessfully ran as vice president on the presidential ticket of Luiz Inácio Lula da Silva. Lula won the presidency in 2002 with Brizola's support. Brizola was planning to run to succeed Lula in 2006 but in 2004 he died suddenly from a heart attack the day after meeting two campaign assistants. Lula was eventually succeeded by Dilma Rousseff, who counted Brizola as one of her mentors. In 2015, Rousseff honored Brizola by inscribing his name in the Book of Heroes of the Motherland reserved for those Brazilians "who offered their lives to the Motherland, her defense and building, with exceptional commitment and heroism." In 2016, the very same CIA that overthrew Goulart and tried to kill Brizola presided over a constitutional coup against Rousseff and behind a political operation that has seen trumped-up criminal charges being brought against ex-President Lula and his wife. This is a gambit to prevent Lula from running again for president.

    The leadership of the CIA may have changed over the years but the agenda of the agency differs little from the 1950s and 60s. The rumors that President-elect Donald Trump might select the CIA's torture architect, Jose Rodriguez, as his CIA director is a stark example of how the CIA never learns from its past abuses and crimes.

    The CIA's jaded history in Brazil is but one of in a series of dubious operations abroad in pursuit of American political, military, and economic hegemony.

    George Washington warned America against them. Thomas Jefferson was not keen on them. However, Barack Obama, in the last commencement speech he gave under his lackluster eight-year term as president, urged the graduating class of the Air Force Academy to support all the foreign treaties and alliance of the United States. And in a campaign speech in San Diego, Hillary Clinton, who hopes to succeed Obama in office, echoed him by stressing that America's foreign alliances have kept the country "safe."

    Obama's hailing of America's foreign alliances, which Washington warned were "entangling," came a week after he spoke in Hiroshima, Japan of the value of America's alliance with Japan. Obama's words were clearly directed against China. Although the Cold War-era Southeast Asia Treaty Organization (SEATO), the alliance that helped plunge America into the Indochina War quagmire, no longer exists, Obama is trying to recreate it with his military "pivot to Asia." Obama is beefing up U.S. military ties with Australia, Japan, South Korea, Taiwan, Philippines, Singapore, Brunei, Thailand, India, and Vietnam. In essence, Obama is clearing the path for Hillary Clinton to pursue a military confrontation with China.

    Although the "punditocracy" claims that Obama and Clinton were responding to Donald Trump's isolationist signals, their message was more deep-seated. The Clinton Doctrine will be the Obama Doctrine on steroids. Trump is no panacea either. The real estate mogul has criticized Obama for reneging on America's "alliance" with Israel. That comment came after uber-Zionist casino mogul Sheldon Adelson dangled a $100 million campaign contribution in front of Trump in exchange for the presumptive GOP candidate's everlasting commitment to Israel, the only nation that Adelson cares about.

    The North Atlantic Treaty Organization (NATO), the only U.S.-led Cold War military alliance that continues to entangle the United States, received a shot in the arm from both Obama and Clinton. They see NATO has the spearhead for a U.S. military confrontation with Russia during a Clinton administration. NATO just welcomed Montenegro, a one-time loyal Slavic ally of Russia, into NATO. In addition, former NATO Secretary General Anders Fogh Rasmussen, the pathetic neoconservative ex-Danish prime minister who committed Danish troops to the Bush-Cheney disaster in Iraq, just signed on as a foreign policy adviser to the corrupt American-installed Ukrainian President, Petro Poroshenko. Rasmussen joins the wanted fugitive ex-President of Georgia, the George Soros acolyte Mikheil Saakashvili, as a member of the joint neo-Nazi/Zionist government of Ukraine.

    Obama, in his zeal to support for the new right-wing governments of Argentina and Brazil, installed with the help of Soros and the CIA, has propped up the old Organization of American States (OAS), another Cold War relic that was used to justify the economic blockade of Cuba and U.S. military invasions of the Dominican Republic, Haiti, and Panama. 

    With Venezuela in the  of Obama and his old CIA pals, the U.S. saw to it that another Soros acolyte, Luis Almagro of Uruguay, was installed as the Secretary General of the OAS. Almagro is the U.S.-designated Latino puppet who has been organizing opposition -- especially from the right-wing fascist governments of Argentina and Brazil -- to Venezuela's beleaguered socialist government. Almagro was silent when Brazil's President, Dilma Rousseff, was ousted in a right-wing "constitutional" coup. Almagro now hopes to see the same action take place in Venezuela with a right-wing National Assembly-sponsored recall vote of President Nicolas Maduro. 


    OAS Secretary General Luis Almagro not only takes his orders from the CIA and Soros.

    Meanwhile, Soros has been rubbing his hands and licking his fangs over the prospect of extending, for the first time, International Criminal Court indictments into Latin America by targeting the Venezuelan leadership after it is forced from office. For Soros, these phony "war crimes" indictments have been used to imprison or threaten to imprison CIA and Rothschild banking family foes in Serbia, the Srpska Republic of Bosnia-Herzegovina, Kenya, Ivory Coast, Rwanda, Sierra Leone, Liberia, Libya, Sudan, Eritrea, Syria, and Chad.

    As president, Clinton will surely continue NATO's "drang nach osten" -- the "long march east" coined by Adolf Hitler -- until Ukraine, Georgia, Bosnia-Herzegovina, Macedonia, Serbia, Sweden, Kazakhstan (where Hillary's despicably crooked and perverted husband* has brokered lucrative uranium export deals with the county's dictator), Finland, Azerbaijan, Armenia, Kyrgyzstan, and Mongolia become full-fledged members of the "North Atlantic" Treaty Organization. The "North Atlantic" euphamism is now a joke, NATO only exists to protect the interests of U.S. war contractors (the term "defense industry" is also a joke) and the House of Rothschild and its front man Soros. The Rothschilds, through their influential puppet Soros, invested millions in Obama and Mrs. Clinton in order to carry out what a one-time recipient of Rothschild donations -- the short former Austrian corporal in the German Army with the short mustache -- could not do, namely conquer the Eurasian land mass and join it to European and North American overseers.

    There is a reason why such neocons as Robert Kagan (married to Mrs. Clinton's war-mongering Assistant Secretary of State Victoria Nuland who crafted the Ukrainian coup), Max Boot, and John Podhoretz are supporting Hillary over The Donald. Mrs. Clinton will plunge America into a major world war much sooner than Trump can be blackmailed into one.

WMR has been informed by a very good source in Manhattan that Trump, while sitting next to his underage daughter Ivanka at the Trump Grill in Manhattan's Trump Tower, was witnessed by waiters on a number of occasions with his hand under her dress and fondling her genitalia.     Don’t be mistaken, what is underway in Brazil is an attempt at a coup. 
    Following the illegal tapping by the Federal Police of a private conversation between President Dilma Rousseff and former President Lula, at the orders of lower court judge and selectively disclosed by the media, we hereby express our deepest concern about the erosion of the rule of law in Brazil. Today’s events are extremely serious and have a real potential to escalate into social unrest and bloodshed.
    On 31 March 1964 a military coup was trigged against the legally constituted government of João Goulart. This was a day that lasted 21 years. Only in 1988 was a new Constitution drafted and Brazil began its democratization process. Similarly, to 1964, the current coup attempt is backed by the largest Brazilian media group - Rede Globo. Unlike 1964, the current coup attempt is the result of an ideologically-driven judiciary that has three purposes: to overthrow a democratically elected President; prevent former President Lula from running in the 2018 elections; and ultimately making the Brazilian Workers Party illegal.
    There is no doubt that Brazil is undergoing extremely serious political instability. President Dilma Rousseff was re-elected for her second term in 2014. At the beginning of her second term, Petrobras, the Brazilian state-owned oil company, became involved in corruption scandals. However, only an extremely naïve person would believe that the Brazilian Worker’s Party invented corruption. In his memoirs, Fernando Henrique Cardoso, the former PSDB president reported that on he was told that a huge corruption scheme taking place at Petrobras while he was President. Unlike Dilma, Cardoso did not have the courage to initiate any investigation.
    While the Cardoso administration carried out 48 federal police investigations in 8 years, under the Brazilian Worker’s Party 250 were carried out. Concomitantly to a significant increase in federal police operations aimed at tackled corruption, both the Lula and Rousseff administrations strengthened and devolved more powers to judiciary. Prior to 2003 most investigations were the responsibility of the government. 
    Despite the fact that over the past several months the Federal Police has intentionally and illegally leaked information about ongoing investigations involving people linked to the Brazilian Worker’s Party, last week events escalated with the kidnaping for a few hours of former President Lula. Using the term ‘kidnapped’ is no exaggeration, as Brazilian legislation does not permit the occurrence of this type of event.
    As a result of the above events, President Dilma decided to invite Lula to became the chief of staff of the government in order to re-establish governability. The opposition accused Dilma of offering this position so that Lula would enjoy an immunity granted to ministers. This is completely wrong … Those who make these claims forget that in this case Lula would be judged in the Supreme Court, a significant disadvantage as unlike all other citizens he would lose the benefits of surfing the various judicial spheres …
    For those who did not see the coup coming, it is now more than evident. On the same day that Lula was appointed to the Cabinet, the Federal Police backed by a lower court judge, decided to publish conversations between Lula and Dilma with the intention to causing a social convulsion that could potentially lead to the overthrown of Dilma as President. 
    Brazilians must ensure that the rule of law is re-established and that the democratically elected government can continue its mandate. Tomorrow we will take to the streets to defend the democratically elected president and demand respect for our constitution and for the rule of law!

    David Koch se divertia dizendo que fazia parte “da maior companhia da qual você nunca ouviu falar”. Um dos poderosos irmãos Koch, donos da segunda maior empresa privada dos Estados Unidos com um ingresso anual de 115 bilhões de dólares, eles só se tornaram conhecidos por suas maldosas operações no cenário político do país.

    Se esses poderosos personagens são desconhecidos nos Estados Unidos, o que se dirá no Brasil? No entanto eles estão diretamente envolvidos nas convocações para o protesto do dia 15 de março pela deposição da presidenta Dilma.

    Segundo a Folha de São Paulo o “Movimento Brasil Livre”, uma organização virtual, é o principal grupo convocador do protesto. A página do movimento dá os nomes de seus colunistas e coordenadores nos Estados. Segundo o The Economist, o grupo foi “fundado no último ano para promover as respostas do livre mercado para os problemas do país”.

    Entre os “colunistas” do MBL estão Luan Sperandio Teixeira, que é acadêmico do curso de Direito Universidade Federal do Espírito Santo e colaborador da rede Estudantes Pela Liberdade (EPL) do Espírito Santo; Fabio Ostermann, que é coordenador do mesmo movimento no Rio Grande do Sul, fiscal do Instituto de Estudos Empresariais (IEE) e diretor executivo do Instituto Ordem Livre, co-fundador da rede Estudantes Pela Liberdade (EPL), tendo sido o primeiro presidente de seu Conselho Consultivo, e atualmente, Diretor de Relações Institucionais do Instituto Liberal (IL). Outros participantes são Rafael Bolsoni do Partido Novo e do EPL; Juliano Torres que se define como empreendedor intelectual, do Partido Novo, do Partido Libertários, e do EPL.

    Segundo o perfil de Torres no Linkedin, sua formação acadêmica foi no Atlas Leadership Academy. Outro integrante com essa formação é Fábio Osterman, que participou também do Koch Summer Fellow no Institute for Humane Studies.

    A Oscip Estudantes pela Liberdade é a filial brasileira do Students for Liberty, uma organização financiada pelos irmãos Koch para convencer o mundo estudantil da justeza de suas gananciosas propostas. O presidente do Conselho Executivo é Rafael Rota Dal Molin, que além de ser da Universidade de Santa Maria, é oficial de material bélico (2º tenente QMB) na guarnição local.

    Outras das frentes dos irmãos Koch são a Atlas Economic Research Foundation, que patrocina a Leadership Academy, e o Institute for Humane Studies, às quais os integrantes do MBL estão ligados.

    Entre as atividades danosas dos irmão encontra-se o roubo de 5 milhões de barris de petróleo em uma reserva indígena (que acarretou uma multa de 25 milhões de dólares do governo americano) e outra multa de 1,5 milhões de dólares pela interferência em eleições na Califórnia. O Greenpeace considera os irmãos opositores destacados da luta contra as mudanças climáticas. Os Koch foram multados em 30 milhões de dólares em 300 vazamentos de óleo.

    As Koch Industries têm suas principais atividades ligadas à exploração de óleo e gás, oleodutos, refinação e produção de produtos químicos derivados e fertilizantes. Com esse leque de atividades não é difícil imaginar o seu interesse no Brasil — a Petrobras é claro. Seus apaniguados não escondem esse fato.

    O MBL, que surgiu em apoio à campanha de Aécio Neves, não esconde o que pretende com a manifestação: “O principal objetivo do movimento, no momento, é derrubar o PT, a maior nêmesis da liberdade e da democracia que assombra o nosso país” disseram Kim Kataguiri e Renan Santos em um gongórico e pretensioso artigo na Folha de S.Paulo. Eles não querem ser confundidos com PSDB, que identificam com o outro movimento: “os caras do Vem Pra Rua são mais velhos, mais ricos e têm o PSDB por trás” diz Renan Santos. “Eles vão pro protesto sem pedir impeachment. É como fumar maconha sem tragar”. Kataguiri não se incomoda que seja o PMDB a ascender ao poder: “O PMDB é corrupto, mas o PT é totalitário”. Mas Pedro Mercante Souto, outro dos porta-vozes do MBL, foi candidato a deputado federal no Rio de Janeiro pelo PSDB (com apenas 0,10% dos votos não se elegeu).

    Apesar do distanciamento do PSDB a manifestação do dia 15 parece ser apenas uma nova tentativa de 3º turno, mas como vimos ela esconde uma grande negociata. “Business as usual”.

    Anti-communism 101: Hijacking history

    We like to think of death as the time for truth. No matter how much the deceased may have lived a lie, when he goes to meet his presumed maker the real, sordid facts of his life will out. Or at least they should; the obituary being the final chance to set the record straight. But obituaries very seldom perform this function, certainly not obituaries of those who played an important role in American foreign policy; the myths surrounding foreign policy and the deceased individual's role therein accompany him to the grave, and thence into Texas-approved American history textbooks.

    In January of this year I commented in this report on the obituary of Lincoln Gordon 5, former ambassador to Brazil and State Department official. The obituary in the Washington Post painted him, as I put it, as a "boy wonder, intellectual shining light, distinguished leader of men, outstanding American patriot." No mention whatsoever was made of the leading role played by Gordon in the military overthrow of a progressive Brazilian government in 1964, resulting in a very brutal dictatorship for the next 21 years. Later, Gordon blatantly lied about his role in testimony before Congress.

    Now we have the death a few weeks ago of Phillips Talbot, who was appointed by President Kennedy to be Assistant Secretary of State for Near Eastern and South Asian affairs and later became ambassador to Greece. In 1967 the Greek military and intelligence service, both closely tied to the CIA, overthrew another progressive government, that of George Papandreou and his son, cabinet minister Andreas Papandreou. For the next seven years the Greek people suffered utterly grievous suppression and torture. Talbot's obituary states: "Dr. Talbot was asleep in his bed while tanks rumbled through the streets of Athens and was completely surprised when Armed Forces radio announced at 6:10 a.m. that the military had taken control of the country. Dr. Talbot was adamant that the United States was impartial throughout the transition. 'You may be assured that there has been no American involvement in or, in fact, prior knowledge of the climactic events that those residing in this country have lived through in the past couple of years,' Dr. Talbot told the New York Times in 1969 shortly before he returned home." 6

    Andreas Papandreou had been arrested at the time of the coup and held in prison for eight months. Shortly after his release, he and his wife Margaret visited Ambassador Talbot in Athens. Papandreou later related the following:

    I asked Talbot whether America could have intervened the night of the coup, to prevent the death of democracy in Greece. He denied that they could have done anything about it. Then Margaret asked a critical question: What if the coup had been a Communist or a Leftist coup? Talbot answered without hesitation. Then, of course, they would have intervened, and they would have crushed the coup. 7

    In November 1999, during a visit to Greece, President Bill Clinton was moved to declare:

    When the junta took over in 1967 here the United States allowed its interests in prosecuting the cold war to prevail over its interest — I should say its obligation — to support democracy, which was, after all, the cause for which we fought the cold war.(sic) It is important that we acknowledge that. 8

    Clinton's surprising admission prompted the retired Phillips Talbot to write to the New York Times: "With all due respect to President Clinton, he is wrong to imply that the United States supported the Greek coup in 1967. The coup was the product of Greek political rivalries and was contrary to American interests in every respect. ... Some Greeks have asserted that the United States could have restored a civilian government. In fact, we had neither the right nor the means to overturn the junta, bad as it was." 9

    Or, as Bart Simpson would put it: "I didn't do it, no one saw me do it, you can't prove anything!"

    After reading Talbot's letter in the Times in 1999 I wrote to him at his New York address reminding him of what Andreas Papandreou had reported on this very subject. I received no reply.

    The cases of Brazil and Greece were of course just two of many leftist governments overthrown, as well as revolutionary movements suppressed, by the United States during the Cold War on the grounds that America had a moral right and obligation to defeat the evil of Soviet communism that was — we were told — instigating these forces. It was always a myth. Bolshevism and Western liberalism were united in their opposition to popular revolution. Russia was a country with a revolutionary past, not a revolutionary present. Even in Cuba, the Soviets were always a little embarrassed by the Castro-Guevara radical fervor. Stalin would have had such men imprisoned. The Cold War was not actually a struggle between the United States and the Soviet Union. It was a struggle between the United States and the Third World. What there was, was people all over the Third World fighting for economic and political changes against US-supported repressive regimes, or setting up their own progressive governments. These acts of self-determination didn't coincide with the needs of the American power elite, and so the United States moved to crush those governments and movements even though the Soviet Union was playing virtually no role at all in the scenarios. It is remarkable the number of people who make fun of conspiracy theories but who accept without question the existence of an International Communist Conspiracy. 10

    Lincoln Gordon, architect of 1964 Brazilian Coup died (may he rot in hell)

    Lincoln Gordon died a few weeks ago at the age of 96. He had graduated summa cum laude from Harvard at the age of 19, received a doctorate from Oxford as a Rhodes Scholar, published his first book at 22, with dozens more to follow on government, economics, and foreign policy in Europe and Latin America. He joined the Harvard faculty at 23. Dr. Gordon was an executive on the War Production Board during World War II, a top administrator of Marshall Plan programs in postwar Europe, ambassador to Brazil, held other high positions at the State Department and the White House, a fellow at the Woodrow Wilson International Center for Scholars, economist at the Brookings Institution, president of Johns Hopkins University. President Lyndon B. Johnson praised Gordon's diplomatic service as "a rare combination of experience, idealism and practical judgment".

    You get the picture? Boy wonder, intellectual shining light, distinguished leader of men, outstanding American patriot.

    Abraham Lincoln Gordon was also Washington's on-site, and very active, director in Brazil of the military coup in 1964 which overthrew the moderately leftist government of João Goulart and condemned the people of Brazil to more than 20 years of an unspeakably brutal dictatorship. Human-rights campaigners have long maintained that Brazil's military regime originated the idea of the desaparecidos, "the disappeared", and exported torture methods across Latin America. In 2007, the Brazilian government published a 500-page book, "The Right to Memory and the Truth", which outlines the systematic torture, rape and disappearance of nearly 500 left-wing activists, and includes photos of corpses and torture victims. Currently, Brazilian President Luiz Inácio Lula da Silva is proposing a commission to investigate allegations of torture by the military during the 1964-1985 dictatorship. (When will the United States create a commission to investigate its own torture?)

    In a cable to Washington after the coup, Gordon stated — in a remark that might have had difficulty getting past the lips of even John Foster Dulles — that without the coup there could have been a "total loss to the West of all South American Republics". (It was actually the beginning of a series of fascistic anti-communist coups that trapped the southern half of South America in a decades-long nightmare, culminating in "Operation Condor", in which the various dictatorships, aided by the CIA, cooperated in hunting down and killing leftists.)

    Gordon later testified at a congressional hearing and while denying completely any connection to the coup in Brazil he stated that the coup was "the single most decisive victory of freedom in the mid-twentieth century."

    Listen to a phone conversation between President Johnson and Thomas Mann, Assistant Secretary of State for Inter-American Affairs, April 3, 1964, two days after the coup:

    MANN: I hope you're as happy about Brazil as I am.

    LBJ: I am.

    MANN: I think that's the most important thing that's happened in the hemisphere in three years.

    LBJ: I hope they give us some credit instead of hell.1

    So the next time you're faced with a boy wonder from Harvard, try to keep your adulation in check no matter what office the man attains, even — oh, just choosing a position at random — the presidency of the United States. Keep your eyes focused not on these "liberal" ... "best and brightest" who come and go, but on US foreign policy which remains the same decade after decade. There are dozens of Brazils and Lincoln Gordons in America's past. In its present. In its future. They're the diplomatic equivalent of the guys who ran Enron, AIG and Goldman Sachs.

    Of course, not all of our foreign policy officials are like that. Some are worse.

    And remember the words of convicted spy Alger Hiss: Prison was "a good corrective to three years at Harvard."
