Ukrainian "black ledger" a forgery concocted by Clinton team and its Ukrainian donors By Wayne Madsen Report
The Ukrainian government ledgers recently disclosed by the right-wing government in Kiev and which allegedly contain records of under-the-table payments by the former Ukrainian government to Donald Trump's former campaign manager Paul Manafort are rank forgeries, according to well-placed sources who spoke to WMR on conditions of anonymity.

Although our sources admit that Manafort was paid by his Ukrainian clients for political consulting services, they also point out that Manafort's company at the time was Davis Manafort, Inc., a partnership based in Alexandria, Virginia, between Manafort and John McCain's former presidential campaign manager, Rick Davis. The media, including the pro-Clinton New York Times, made no mention in its reporting on the Manafort-Ukraine relationship of the inclusion of Davis and McCain in the Ukrainian political consulting deal. Later, McCain actively supported the 2014 coup against Davis Manafort's client, then-Ukrainian President Viktor Yanukovych and his Party of Regions. Manafort's and Davis's consulting business in Ukraine was under the aegis of the since-dissolved Davis Manafort International.

Manafort's name allegedly appeared in a handwritten ledger of political payoffs by the former ruling Party of Regions of the now-exiled Yanukovych. The ledger was "found" in the abandoned headquarters of the political party, which was overthrown in a 2014 coup financed by the United States and George Soros and his International Renaissance Foundation (IRF) and Open Society Foundation (OSF). Also involved in the coup planning was then-U.S. ambassador to Ukraine Geoffrey Pyatt, Assistant Secretary of State for European and Eurasian Affairs Victoria Nuland, and Victor Pinchuk, a Ukrainian steel and uranium magnate who has donated as much as $25 million to the Clinton Foundation and who maintains a close relationship to Hillary and Bill Clinton and their daughter Chelsea and son-in-law Marc Mezvinsky. Also reportedly involved with 2011 to 2012 discussions at the State Department concerning the future the putsch against the democratically-elected Yanukovych government was Melanne Verveer, a Ukrainian-American State Department official under then-Secretary of State, Clinton, and Douglas Schoen, a longtime political consultant to the Clintons. Yanukovych was elected as president of Ukraine in 2010.

According to leaked Soros files, others involved in the 2014 coup against Yanukovych included David Meale (Economic Counselor to Pyatt); Lenny Benardo (OSF); Yevhen Bystrytsky (Executive Director, IRF); Oleksandr Sushko (Board Chair, IRF); Ivan Krastev (Chariman, Centre for Liberal Studies, a Soros-funded operation in Sofia, Bulgaria); Sabine Freizer (OSF); and Deff Barton (Director, U.S. Agency for International Development, Ukraine [USAID is a conduit for the Central Intelligence Agency]). Soros was also present at a post-coup meeting on March 21, 2014 that involved U.S. support for the "New Ukraine." Soros pushed for sanctions against Russia for refusing to recognize the coup government, which included neo-Nazis, and rejected a federalized Ukraine that would grant self-government to the Russian-speaking eastern Donbass region.
The so-called "black ledger" is said to cover the years 2007 to 2012 and consists of 400 pages "removed" by the newly-formed National Anti-Corruption Bureau from Party of Regions bound ledger books. As any forensic specialist is aware, the removal of bound pages from a ledger renders the authenticity of both the ledger and its information highly suspect. The new bureau is rife with operatives of Soros, who, according to files hacked from Soros computers, actually ran Ukraine shortly after Yanukovych was deposed in the themed "Euromaidan" uprising of 2014. Although Manafort was charged with accepting $12.7 million from Yanukovych's party, no records of such payments are found in the pages released by the Anti-Corruption Bureau.

Pinchuk's involvement in the Democrats' operation against Manafort, who resigned as Trump's campaign manager after the Ukraine story hit the press, is problematic. In addition to donating millions of dollars to the Clinton Foundation, Pinchuk's annual Yalta European Strategy (YES) summit held in Yalta on the Black Sea coast of Ukraine has drawn participation from Bill Clinton; former British Prime Minister Tony Blair; former NATO military commander, Clinton confidante, and noted anti-Russian polemicist General Wesley Clark; former George W. Bush chief adviser Karl Rove; disgraced and criminally-convicted former CIA director David Petraeus; Bush national security adviser Condoleezza Rice; former President of Georgia and current governor of Odessa Mikheil Saakashvili; disgraced former International Monetary Fund director Dominique Strauss-Kahn; former Polish foreign minister and noted neo-conservative Radoslaw Sikorski, who is married to Washington Post neocon columnist Anne Applebaum; Bill Clinton pal and journalist Strobe Talbott; and Wikipedia's dubious and disingenuous co-founder Jimmy Wales.

Rove's connections to Pinchuk are noteworthy, considering the fact that he has been covertly advising the Hillary Clinton campaign. The appearance of Ukrainian forgeries in an attempt to derail the Trump campaign bears all the markings of a typical Rove dirty tricks operation. Rove has also been a longtime political enemy of Manafort and Davis.

Rove's reinvention of history.

George W. Bush's top political adviser Karl Rove is hitting the talk show circuit flogging his new book. Rove is also attempting to alter history. Rove's latest claim, made in an interview with NBC Toda's Matt Lauer, is that he never engaged in smear tactics against Senator John McCain in the 2000 GOP primary in South Carolina and that his reputation as a political dirty trickster in undeserved. Rove particularly bristles a the term "Rovian" to describe political smear campaigns.

Exposing Karl Rove

He's America's Joseph Goebbels. As a 21-year old Young Republican in Texas, Karl Rove not only pimped for Richard Nixon's chief political dirty tricks strategist Donald Segretti but soon caught the eye of the incoming Republican National Committee Chairman, George H. W. Bush. Rove's dirty tricks on behalf of Nixon's 1972 campaign catapulted Rove onto the national stage. From his Eagle's Nest in the West Wing of the White House, Rove now directs a formidable political dirty tricks operation and disinformation mill.

Since his formative political years when he tried to paint World War II B-24 pilot and hero George McGovern as a left-wing peacenik through his mid-level career as a planter of disinformation in the media on behalf of Texas and national GOP candidates to his current role as Dubya's "Svengali," Rove has practiced the same style of slash and burn politics as did his Nixonian mentor Segretti. Many of us remember the Lincolnesque Senator Ed Muskie breaking down in tears during the 1972 campaign over Segretti-planted false stories in a New Hampshire newspaper that accused Mrs. Muskie of being a heavy smoker, drinker, and cusser and accused Muskie of uttering a slur in describing New Hampshire's French Canadian population. Rove's hero also forged letters on fake Muskie campaign letterhead, disrupted rallies and fundraising dinners, and spread false stories about the sex lives of candidates. Segretti's brush also smeared George McGovern, George Wallace, Shirley Chisholm, and McGovern's first vice presidential choice, Senator Tom Eagleton. Segretti of course did not go on to a high-level White House job -- he was sentenced to six months in federal prison for distributing illegal campaign material.

In many respects, however, the apprentice Rove has far exceeded the chicanery and evil-mindedness of his mentor Segretti. Rove is a tech-savvy puppet master for Bush. Take, for example, last June's discovery of a "lost" CD-ROM in Lafayette Park across from the White House. Contained on the CD was a PowerPoint presentation given by White House political director Ken Mehlman to Rove on the strategy for next Tuesday's off-year election. The slide show showed First Brother Jeb Bush being vulnerable in Florida. Jeb Bush later joked that the disc was part of a plot cooked up by him and his brother to make it appear that he was vulnerable in order to rally an otherwise complacent GOP base in the Sunshine State. Or was it a joke? Jeb Bush and his political minions like Katherine Harris have shown us that if anyone thinks what the GOP has done in Florida is funny they have an incredibly sick sense of humor.

Rove's own tendency to be sick-minded originates with his mentor Segretti. The 2000 GOP primary was a chance for Rove to hone his skills in dirty tricks. His target then was Senator John McCain who appeared to be within striking distance of Dubya in South Carolina after the then-GOP maverick's surprise upset victory in New Hampshire. Rove's operation proceeded to target McCain with false stories: McCain was a stoolie for his captors in the Hanoi Hilton (this from a lunatic self-promoting Vietnam "veteran"); McCain fathered a black daughter out of wedlock (a despicable reference to McCain's adopted Bangladeshi daughter); Cindy McCain's drug "abuse"; and even McCain's "homosexuality." In the spirit of Segretti, Rove engineered a victory for Dubya but at the cost of trashing an honorable man and his family. Muskie, McGovern, Carter, Mondale, Dukakis, Gore, Hart, Tsongas, Clinton, Biden, Dole, Perot, and others had all seen the Segretti/Rove slash and burn tactics before.

And Rove's penchant for fascistic demagoguery and outright lying continues to this very day. After Paul Wellstone's sons asked that Vice President Dick Cheney not attend the Minneapolis memorial service for their father, mother, and sister, the White House explained that the real reason wasn't the surviving Wellstone family's abhorrence for Cheney but the fact the family didn't want Cheney's Secret Service protection to interfere with public access to the service. Of course, the Rove and Ari Fleischer disinformation machine forgot to take into account that two attendees, Bill and Hillary Clinton, had their own Secret Service details. But such is the case with a White House that takes its lessons from Goebbels and the editorial staff of the old Soviet News Agency Tass.

Rove's dirty fingerprints could also be seen in the Iowa Senate race between Tom Harkin and GOP candidate Greg Ganske. A few months ago, a story was leaked that the Harkin campaign had employed a spy within the Ganske campaign. To put this in a Rove context, we must go back to the 1986 Texas gubernatorial race in which Rove's candidate Bill Clements was taking on Democratic Governor Mark White. Just before a debate between the two candidates, Rove spun the story that his office had been bugged. No proof. But the insinuation that White's people had carried out the bugging was reported by the media. In the election, Clements defeated White. Rove stashed away more political capital into his already heavy knapsack of ill-gotten IOUs.

During the 2000 presidential campaign, we were obviously treated to more Rove chicanery when the following Associated Press story hit the wires: "A woman who worked for a media company that produced ads for President George W. Bush's campaign was indicted for secretly mailing a videotape of Bush practicing for a debate to Vice President Al Gore's campaign." Yes, that videotape, along with a 120-page briefing book, just happened to turn up in Gore's headquarters as fast as the CD-ROM turned up in Lafayette Park. The sourcerer Segretti must be very proud of his apprentice. In 1980, no Republican bemoaned the fact that Jimmy Carter's debate briefing book was swiped and found its way into the hands of the Reagan-Bush campaign. In Rove's world, its only an affront when someone "steals" your own campaign secrets and not when your are on the receiving end of a heist.

"If you're not with me, you're against me." Bush's binary view of "good and evil" and "friend and enemy" sits well with the Rove strategy. Georgia's conservative but libertarian-minded Representative Bob Barr found out about this in last August's primary when his GOP primary opponent John Linder began spreading around stories that Barr was "soft on terrorism." Because Barr was skeptical about a number of aspects of the Bush-Ashcroft USA PATRIOT Act, he became a target for the Rove machine. However, it was likely that Barr became a target earlier on when he supported Steve Forbes against Bush in the 2000 primary. Bush apparently means to say, "If you've not always been with me, you're against me." It must have really been a dilemma for Bush and Rove to have to come to the support of John Sununu, Jr. in the New Hampshire Senate race. Although Daddy made George W. unceremoniously give the axe to Sununu's father as White House Chief of Staff during the Bush 41 administration, the man who the junior Sununu defeated in the primary, Bob Smith, was even more of a problem. He had the temerity to quit the Republican Party in 2000 and run against Dubya for President. So in Bushspeak, which is obviously borrowed from Forrest Gump's scripts, "if you're less with me than the other guy, you're more against me."

Undoubtedly, Rove was also behind the campaign to "get" Georgia Representative Cynthia McKinney who was the first nationally-known politician to question what Bush may have known beforehand about 9-11. She was defeated by a former Republican state judge who had supported the wacky Alan Keyes for President in 2000. Never mind, McKinney was "less with Bush" than Keyes, so it was more important to get McKinney who was "more against" Bush.

In all seriousness, rewarding the GOP on November 5 will only increase the appetite of Rove to amass more and more power into the White House. The advent of a Democratic-controlled Senate and House might even begin to spell the end of the road for Segretti's star pupil. German opposition figures in the mid-1930s often lamented the fact that they could have stopped the rise of the Nazis if only they had been more united in a common front when they had a chance. However, they fell prey to the media manipulation of Goebbels and fought among themselves more than they did against the menace from the far right. We Americans also have an early opportunity to stem an out-of-control and anti-constitutional regime with the Rasputin-like Rove at the after steerage helm of our ship of state. That opportunity presents itself next Tuesday--Election Day.

Feud between Rahm Emanuel and Netanyahu heats up

The political bickering between White House Chief of Staff Rahm Emanuel, himself a dual U.S.-Israeli citizen with strong links, as previously reported by WMR, to the Mossad, and the Israeli government of Prime Minister Binyamin Netanyahu is heating up, according to U.S. intelligence sources.

Our sources also report that, currently, the major impetus for incessant rumors about Obama's lack of a U.S. birth certificate is the Netanyahu government. WMR first reported on the attempt to paint Obama as born in Mombasa, Kenya after our South African intelligence sources reported that a group of U.S. intelligence operatives, similar to the one that Karl Rove dispatched to South Africa in 2004 to dig up dirt on Teresa Heinz Kerry from South African and Portuguese colonial security files, arrived in Nairobi to dig up dirt on Obama's Kenyan-born father and was on the hunt for a certificate of birth for his son at a Mombasa maternity hospital. The hunt for dirt on the Obama family, which was known to and approved by key officials of the Hillary Clinton campaign, turned up empty-handed.

After the birth certificate story was debunked, Netanyahu resurrected it as a way to pressure Obama from the U.S. fundamentalist right-wing, a group with which he maintains close political and religious links. Currently, Israeli propaganda experts are feeding a flurry of derogatory bogus "intelligence" on Obama to neocon media outlets in the United States.

From WMR's archives: "On February 25, 2008, WMR reported that Karl Rove was quietly assisting the Clinton campaign in a dirty tricks operation against Obama. Rove currently works for Fox News, whose owner Rupert Murdoch, held a fundraiser for Hillary Clinton. On February 19, a Stanley [Associates] employee accessed Obama's file for the second time. Sometime later that same week, a team of three Americans arrived in Nairobi, Kenya and traveled to western Kenya and Barack Obama's father's birth place to dig up 'dirt' on Obama's family. The details of Barack Obama Sr., now deceased, would have been readily found in Senator Obama's passport file. That is the real story, minus the neocon obfuscation and smoke screen."

Also, according to WMR's February 25, 2008 report: "WMR's intelligence sources in Africa are reporting that amid the post-election turmoil wracking Kenya, a three-person team (including a possible Korean-American woman) arrived in Nairobi last week and began asking questions about Barack Obama's father, the late Barack Obama, Sr.

The team also inquired about the Senator Obama Secondary School in Nyangoma-Kogelo in northwestern Kenya, the area where Obama's father, an ethnic Luo, hailed and where his grandmother, Sarah Ogwel Onyango, still lives.

There are also reports that another political operative has arrived in South Africa claiming to have personal connections to Obama. The individual, who is not Cuban, is claiming to be part of an Obama-sponsored US-Cuba dialog initiative. The individual is reportedly attempting to make contact with South African Communists 'on behalf' of Obama. The South African Communists contacted are wary of the individual and consider him to be an agent provocateur.

Passport file rifling

On March 24, 2008, WMR reported: "In another case of neocon manipulation of the news, the story about Barack Obama's passport file being accessed by two employees of Stanley Associates, Inc. of Arlington, Virginia, a company whose president, Philip Nolan, has donated to the campaigns of Hillary Clinton and her pal, John McCain supporter Joe Lieberman, has strangely morphed into a story about another State Department contractor snooping on McCain's and Obama's passport files.

The story, when it first broke on the evening of March 20, concentrated on the two employees of Stanley being fingered in the snooping after a computer system audit automatically discovered that a VIP's files were being examined. The initial report from MS-NBC was that the two employees were fired. There was a follow-up report that a third contractor, who was not fired, was disciplined for a passport file access infraction.

But when the neocon owned and operated Washington Times and Fox News began to report the story, emphasis was shifted to the third employee who was not fired. It turns out that the employee works for The Analysis Corporation (TAC), based in McLean, Virginia. It was very convenient for the neocons to shift the story to TAC because its Chief Executive Officer is John O. Brennan, a retired CIA official and adviser to the Obama campaign." [Brennan is now the deputy National Security Adviser in the Obama White House].

Warning shot by Netanyahu fired at Obama

Recent information obtained by WMR from U.S. intelligence sources points to the current false birth certificate controversy is merely a "warning shot" being fired across Obama's bow by the Netanyahu government. Netanyahu's government has been caught leaking "intelligence" on Obama's history to neo-con news media with the caveat that it is based on bona fide Israeli intelligence reports. The real issue, WMR is informed, is the distinct possibility that Obama has been in possession of a passport or passports in addition to his U.S. passport, all stemming from his past post-undergraduate and possible pre-graduate work for Business International Corporation, Inc., a non-official cover "business research" firm in Manhattan that operated on behalf of the CIA. Obama wrote for a few Business International Corporation publications as far as his "official" record is concerned.

Obama has apparently gotten tough with the Netanyahu government, telling the Israeli Prime Minister that he will not be told what to do by Netanyahu or Israel. That toughness has earned Obama a place at the top of Netanyahu's political hit list.

Netanyahu now apparently stands ready to shift the controversy away from the birth certificate non-issue to the more problematic passport issue. In addition to his American passport, Obama may have traveled in the past, while working for Business International Corporation and other U.S. intelligence-connected entities, on a British or Indonesian passport, or both. In addition to Mossad, Britain's MI-6 is said to be aware of Obama's past non-official cover work for the CIA and his past possession of a British passport. This information was reportedly shared with the Hillary Clinton campaign, including former President Bill Clinton, by senior British government officials.

Obama's post-graduate CIA employment

On February 24, 2009, WMR reported: "After graduating from Columbia University in 1983, Barack Obama went to work for a firm called Business International Corporation (BIC), a firm that was linked to economic intelligence gathering for the CIA.

For one year, Obama worked as a researcher in BIC's financial services division where he wrote for two BIC publications, Financing Foreign Operations and Business International Money Report, a weekly newsletter.

An informed source has told WMR that Obama's tuition debt at Columbia was paid off by BIC. In addition, WMR has learned that when Obama lived in Indonesia with his mother and his adoptive father Lolo Soetoro, the 20-year-old Obama, who was known as "Barry Soetoro," traveled to Pakistan in 1981 and was hosted by the family of Muhammadmian Soomro, a Pakistani Sindhi who became acting President of Pakistan {allegedly with the support of the CIA] after the resignation of General Pervez Musharraf on August 18, 2008. [Soomro's father was Pakistani parliamentarian Ahmed Mian Soomro. Muhammadmian Soomro, a former official for the Bank of America, International Bank of Yemen, Faysal Islamic Bank of Bahrain, Muslim Commercial Bank, Agriculture Development Bank of Pakistan, Federal Bank of Cooperatives, and National Bank of Pakistan, represented Pakistan at the 2004 funeral of President Ronald Reagan. Reagan was President while Obama was working on his unspecified mission for the CIA in Pakistan in 1981].

WMR was told that the Obama/Soetoro trip to Pakistan, ostensibly to go "partridge hunting" with the Soomros, related to unknown CIA business. [The Soomro family were political allies of Pakistan People's Party (PPP) leaders Begum Nusrat Bhutto, the widow of the slain ex-PPP Prime Minister Zulfikar Ali Bhutto, and Benazir Bhutto, their daughter. Bhutto's brother, Shah Nawaz Bhutto, was found suffocated in his apartment in Cannes, France in 1985 under mysterious circumstances. The Soomros, who are actually a powerful Sindhi clan, continue to be close to the Bhuttos].

The covert CIA program to assist the Afghan mujaheddin was already well underway [at the time of Obama's stay] and Pakistan was the major base of operations for the CIA's support [for the rebels]. Obama also reportedly traveled to India, again, on unknown business for U.S. intelligence. WMR has been told by knowledgeable sources that Obama has, in the past, traveled on at least three passports: U.S., Indonesian, and British.

BIC also maintained a European subsidiary, Business International S.A., in Geneva.

BIC had long been associated with CIA activities since being founded by Eldridge Haynes, a self-professed liberal Democrat. The BIC headquarters was located at the prestigious address of 1 Dag Hammarskjold Plaza in Manhattan. BIC held a series of off-the-record, no press, meetings between top U.S. business executives and top government officials, including the President, and the Secretaries of State, Defense, Treasury, Commerce, and Labor; the Attorney General, Senate leadership, and the heads of the Export-Import Bank and the Inter-American Development Bank.

BIC held international meetings in locations like Brussels and Mexico City. In 1961, a BIC meeting in New Delhi was attended by Indian Prime Minister Jawaharlal Nehru and Foreign Minister Morarji Desai, who would later become Prime Minister [Desai, in 1992, unsuccessfully sued for libel journalist Seymour Hersh over Hersh's allegations that Desai passed intelligence to Secretary of State Henry Kissinger via the CIA during the 1971 India-Pakistan war. The US Supreme Court refused to consider a federal appeals court decision in Hersh's favor] . . .

Obama's work for a company having ties to the CIA barely registered a blip on the 2008 presidential campaign radar screen. At the very least, Obama helped in providing economic intelligence to the CIA as a contract employee. At most, Obama was, like previous BIC employees who operated abroad for the CIA, a full-fledged non-official cover (NOC) agent. Since President Obama has backpedaled on CIA renditions and torture, as well as warrantless electronic surveillance by U.S. intelligence, he owes the American people a full explanation of the circumstances behind his being hired by BIC, what his job actually entailed, and whether he continued to have a relationship with BIC or any other CIA operation while attending Harvard Law School and thereafter."

WMR obtained some 1975 Business International Corporation reports from CIA archives. The output of the firm suggests that it was primarily providing economic intelligence to the CIA as highlighted by the headlines from its October and November 1975 reports:

- "Latest from Canberra" [a report on the ouster of Labor Prime Minister Gough Whitlam's government] [there is also a report on the prospects for New Zealand's Labor government seeing its parliamentary majority trimmed].

- "Dwindling Petrodollars Being Change of Pace to Venezuelan Economy"

- The Big Six Summit in Paris

When Obama was in Pakistan and worked for Business International, the CIA was involved in a massive espionage campaign in India, as well as with a significant support network for the anti-Soviet Afghan mujaheddin in Pakistan. In 1983, while Obama was with Business International in New York, the First Secretary of the U.S. embassy in New Delhi, Henry L. Wetherbee, was expelled after the Indian Intelligence Bureau exposed his involvement with an espionage network of three retired Indian Air Force officers and a civilian. Wetherbee, whose official cover was an embassy policy planning officer, bought classified information from the Indian officials on Soviet equipment being provided for Indian air force bases. At the time, India maintained close military relations with the Soviet Union and was opposed to the U.S. support for the Afghan mujaheddin from bases in Pakistan.

The Pakistan that Obama visited in 1981 on "unknown" CIA business was awash in CIA agents providing Afghan Islamist guerrillas with caches of weapons from old Lee-Enfield rifles to Kalashnikov automatic rifles and rocket launchers to mortars, many of which were from Chinese sources.

It was in the environment of Indian-Pakistani antagonism, coupled with U.S.-Soviet rivalry in nearby Afghanistan, that young Obama was immersed while involved with NOC activities on behalf of the CIA in the early 1980s. While Obama traveled to Pakistan on his Indonesian passport, the CIA's hand-picked dictator, President Suharto, was crushing his political opposition, among them some of his longtime associates who criticized Suharto's dictatorship: A. W.
